Bhopal: In a development that has drawn attention within the Madhya Pradesh bureaucracy, IAS officer Neha Marvya Singh has openly expressed her anguish after being transferred for the fourth time in the last one year. The latest transfer, which came within around 50 days of her joining the previous assignment, appears to have left the 2011-batch IAS officer deeply disturbed, with Singh saying that she feels “very demotivated” by the repeated changes in her postings.
Singh shared her feelings in a message posted in the WhatsApp group of the IAS Officers on Sunday morning, shortly after the Madhya Pradesh government issued a transfer and posting order on September 6.
In her message, Singh said that this was the fourth time in one year that her name had appeared in a transfer list. She pointed out that her tenures have become so short that she is often transferred within two or three months, sometimes even before she gets sufficient time to understand the work and responsibilities of a particular assignment.
“I completely understand that being an IAS officer I can be asked to perform my duties wherever the state government wants, and I have always respectfully accepted the orders. But this time I feel very demotivated,” she said in her message.
The latest transfer order shifted Singh from Director, Tribal Area Development Schemes; Managing Director, MAPCET; Managing Director, MP Scheduled Tribes Finance & Development Corporation; and Director, Tribal Research & Development Institute, Bhopal, and posted her as Managing Director, MAPCET, Bhopal.
However, it was not merely the frequent transfers that caused her anguish. In her message, Singh alleged that the latest transfer came in the backdrop of serious differences with some subordinates in the department.
According to Singh, the employees concerned, whose establishment was not under her control, allegedly resorted to insubordination and openly threatened to get her transferred. She claimed that they were “thumping on my desk” and threatening her with a transfer.
Singh said she had reported the alleged insubordination, hoarding of files and mistreatment by the subordinates through the proper channel, expecting appropriate action. Instead, she said, she herself was transferred.
A History of Short Tenures and Controversies
The latest transfer is not the first time Neha Marvya Singh’s posting has drawn attention. The 2011-batch IAS officer has witnessed a number of short tenures and controversies during her administrative career.
Shivpuri: An Early Controversy During Her Posting
Singh had earlier come into the spotlight during her posting as CEO, Zila Panchayat, Shivpuri, in 2017. Her tenure saw differences and administrative controversies involving the district administration, bringing her functioning into public discussion.
Differences in the Revenue Department
Singh again found herself in controversy while posted in the Revenue Department, where she had differences with senior IAS officer Manish Rastogi and reportedly raised concerns over her treatment in the department.
Around the same period, Singh had also publicly expressed her frustration over not being given a field posting for several years. In late 2024, she had said that despite 14 years of service, she had not received a proper field posting and had been sitting without work for months. Her remarks had generated considerable discussion within the administrative and political circles of Madhya Pradesh.
Soon afterwards, in January 2025, she finally got a major field assignment when she was appointed as the Collector of Dindori.
Dindori: First Collector Posting, but Another Turbulent Tenure
However, her tenure as Dindori Collector also witnessed controversies, including differences with BJP MLA Omprakash Dhurve over administrative issues and her functioning as Collector. She was transferred out in October 2025 after a tenure of around eight months.
It is against this background of repeated transfers, short tenures and controversies that Singh’s latest message assumes significance. After being transferred for the fourth time within a year, she has openly expressed her anguish and said that she feels “very demotivated.”
