Manipur DGP Rajiv Singh appointed Secretary (Security) in Cabinet Secretariat

Senior IPS officer Rajiv Singh, currently Manipur DGP, has been appointed Secretary (Security) in the Cabinet Secretariat.

The Centre on Thursday (May 21, 2026) appointed senior IPS officer Rajiv Singh (IPS:1993:TR), currently serving as Director General of Police (DGP), Manipur, as Secretary (Security) in the Cabinet Secretariat.

According to an order issued by the Department of Personnel and Training (DoPT), the Appointments Committee of the Cabinet (ACC) has approved his appointment with effect from the date of assumption of charge of the post or until further orders, whichever is earlier.

Rajiv Singh’s transfer to New Delhi comes nearly three years after he assumed charge as Manipur DGP on June 1, 2023.

Rajiv Singh will replace Parag Jain (IPS:1989:PB), Chief of the Research and Analysis Wing (RAW), who has been holding the post on an additional charge basis since November 12, 2025.

The position of Secretary (Security) has remained without a full-time incumbent since the retirement of Harinath Mishra (IPS:1990:KL) on July 31, 2025. The Centre had earlier appointed RA Chandra Sekhar (IPS:1991:KL), then Special Director in the Intelligence Bureau, to succeed Mishra. However, before assuming the post, he was appointed as Kerala DGP and repatriated to his cadre.

Following Mishra’s retirement, Manoj Govil (IAS:1991:MP), Secretary (Coordination), Cabinet Secretariat, had also held additional charge of the post.
