With a new government taking office in Kerala under Chief Minister V D Satheesan, the state’s administrative structure is expected to undergo significant changes. Amid the transition, a major development has emerged involving allegations against senior bureaucrats.
Activist Jomon Puthenpurackal has submitted a complaint to Chief Minister V D Satheesan seeking an investigation against senior officials, alleging forgery, abuse of power and manipulation of vigilance procedures to allegedly target IPS officer Yogesh Gupta and shield former Chief Principal Secretary K M Abraham.
The complaint names Chief Secretary A Jayathilak, Additional Chief Secretary (Home and Vigilance) Biswanath Sinha and former Chief Principal Secretary to the previous Chief Minister, K M Abraham, alleging that they acted in concert to interfere in vigilance procedures, create forged documents and delay the vigilance clearance process linked to Gupta.
Referring to an April 11, 2025 High Court order directing registration of a disproportionate assets case against Abraham based on a petition filed by him under the Prevention of Corruption Act, Puthenpurackal alleged that despite directions to hand over relevant documents to the Central Bureau of Investigation (CBI), records were not forwarded.
The complaint further alleged interference in vigilance investigations and claimed that the vigilance status report required for Gupta’s empanelment to Director General-level posts at the Centre was kept pending for several months despite repeated communications from the Union Ministry of Home Affairs.
According to the complaint, Gupta later approached the Central Administrative Tribunal, which directed the state government to forward the vigilance clearance report within five days.
Puthenpurackal also alleged that after the tribunal’s direction, a pre-dated anonymous complaint was created and adverse remarks were included in the vigilance report sent to the Centre in an attempt to affect Gupta’s empanelment prospects.
The complaint further claimed that the Central Vigilance Commission and the Union government later found Gupta’s vigilance status clear, following which he was empanelled for DG-rank posts.
Seeking action, Puthenpurackal demanded that the officials concerned be shifted from sensitive positions, an FIR be registered against them and a detailed vigilance inquiry be initiated against Abraham.
