Following CAT Chandigarh’s directive, the DoPT, under the Union Ministry of Personnel, has ordered the appointment of former Haryana additional director, Ashwani Kumar Gupta, to the IAS. Gupta has been appointed as Additional Managing Director, HSIIDC, marking his first posting as an IAS officer.
The state government had five IAS vacancies for non-State Civil Service (SCS) officers, and after a selection process, Gupta’s name was recommended in the select list of 2019. However, a delay in notification led to his exclusion. Despite Gupta’s retirement, the CAT bench ruled that the objection raised by the Union Personnel Ministry is not valid. The central government is now instructed to consider Gupta’s appointment, treating him from the date when his juniors were inducted into the IAS cadre. DoPT, on January 23, issued orders for Gupta’s appointment, deeming him notionally appointed to the IAS cadre of Haryana from the select list date, with consequential benefits.
