In an important development, the Rajasthan High Court has ordered an investigation against famous IAS officer Arti Dogra (IAS:2006:RJ), currently serving as Discom Chairperson, for deliberately withholding the decision on the investigation against the petitioner, leading to his disqualification for promotion. A single-judge bench of Justice Ravi Chirania issued this order while hearing the petition of Superintendent Engineer RK Meena.
The investigation is to be conducted by the Anti-Corruption Bureau (ACB), which has been directed to submit a report within three months.
The court remarked that as the Discom Chairperson deliberately withheld the decision on the petitioner’s case for several months, it provided sufficient grounds to suspect corruption in the matter.
The petitioner had filed a writ petition in court in December 2023 challenging the Departmental Promotion Committee (DPC) of 2022-23, alleging that the department was conducting the DPC without maintaining roster even after the Supreme Court’s directive and the Department of Personnel’s (DOP) circular.
He argued that due to this, he could not get promoted to the post of Superintendent Engineer. Contrary to it, the petitioner was issued three chargesheets for different reasons after filing the petition, he told the court.
During the hearing, the court had directed the CMD to file an additional affidavit clarifying whether the roster register is being maintained and submit an additional affidavit along with the roster register. But the CMD had not provided information related to roster maintenance.
