Modi govt effects major bureaucratic rejig ; Appoints three officers in PMO, Singhal is CEO of FSSAI

In a major bureaucratic reshuffle, the Modi government has cleared the appointment of over 22 officers to the post of Secretary, Additional Secretary, Joint Secretary, Deputy Secretary and Director level in various ministries and departments.

The names of the officers and their postings are as follows :

  1. Arun Singhal (IAS:1987:UP) has been appointed as Chief Executive Officer, Food Safety & Standards Authority of India (FSSAI) in the rank and pay of Secretary to Government of India by temporarily upgrading the post. Presently, he is Special Secretary, Department of Health & Family Welfare.
  2. S Gopalakrishnan (IAS:1991:TN) has been appointed as Additional Secretary in the Prime Minister’s Office, on lateral shift basis for the balance period of his central deputation tenure i.e upto 27.10.2022. Presently, he is Additional Secretary, Ministry of Electronics & Information Technology.
  3. Rajendra Kumar (IAS:1992:TN) has been appointed as Additional Secretary in the Ministry of Electronics & Information Technology vice S Gopalakrishnan (IAS:1991:TN), in partial modification of the order dated 12.05.2020 appointing him as DG, ESIC.
  4. Subir Mallick (IA&AS:1989), Additional Financial Adviser and Joint Secretary, Ministry of Defence (Finance) in-situ elevated at the level of Additional Secretary for the balance period of his Central deputation tenure i.e. till 04-05-2021. He was on 12.05.2020 appointed as Additional Secretary and Financial Adviser, DIo Agricultural Research and Education.
  5. C. Sridhar (IAS:2001:BH) has been appointed as Joint Secretary in the Prime Minister’s Office, on lateral Shift basis, for an overall tenure of 7 years upto 04.08.2022. Presently, he is serving as Deputy Director in LBSNAA, Mussoorie.
  6. Ms. Alaknanda Dayal (IAS:2000:PB) has been appointed as Joint Secretary in the Department of Agriculture, Cooperation & Farmers, from the date of assumption of the charge of the post, for a combined tenure of seven years outside the cadre upto 24.11.22.
  7. Ms. Pallavi Agarwal (IRS-IT:1991) has been appointed as Member Secretary, National Monuments Authority, Ministry of Culture for a tenure of five years vice Navneet Soni (IRS-IT:1988) consequent on completion of his tenure on 07.06.2020.
  8. Surendra Prasad Yadav (IFoS:1996:WB) has been appointed as Joint Secretary, Department of Defence Production for a tenure of five years vice Vijendra(IAS:1991:AM).
  9. Ms. V Radha (IAS:1994:AM) has been appointed as Joint Secretary, Department for Promotion of Industry & Internal Trade for an overall tenure of five years upto 29.03.2022 by temporarily upgrading a vacant post of DS/Dir. in the Department vice Rajeev Kandpal (IP&TA&FS:1995).
  10. Manish Tiwari (IRTS:1995) has been appointed as Joint Secretary, Ministry of Home Affairs for a tenure of five years against an existing vacancy.
  11. Vijay Kumar Singh (ICAS:1995) has been appointed as Member (Finance), Delhi Development Authority (DDA) under the Ministry of Housing & Urban Affair for a tenure of five years vice K Vinayak Rao (IRAS:1987).
  12. Ateesh Kumar Singh (IRTS:1994) has been appointed as Joint Secretary, Ministry of Micro, Small & Medium Enterprises for a tenure of five years by temporarily upgrading a vacant post of Joint Development Commissioner in the O/o Development Commissioner (MSME), initially for a period of two years.
  13. Anupam Mishra (IES:1995) has been appointed Joint Secretary (A&F), Development Monitoring & Evaluation Office (DMEO), NITI Aayog for a tenure of five years aginst an existing vacancy.
  14. Ms. Vinod Kotpal (IP&TA&FS:1994) has been appointed as Member Secretary, National Pharmaceutical Pricing Authority (NPPA) under the Department of Pharmaceuticals for a tenure of five years vice Ms. Ritu Dhillon (IA&AS:1995).
  15. Ghanshyam Prasad (CPES:1989) has been appointed as Joint Secretary, Ministry of Power for a tenure of five years vice Aniruddha Kumar (IRS-IT:1987).
  16. Ms. Himabindu Mudumbai (IA&AS:1999) has been appointed as Joint Secretary, Department of Revenue for a tenure of five years vice Sanjiv Kumar (IAS:1992:UT).
  17. Vipin Kumar (IAS:1996:BH) has been appointed as Joint Secretary in the Department of School Education & Literacy for a tenure of five years vice Sachin Sinha (IAS:1995:MP)
  18. Sunil Kumar (IFoS:1999:PB) has been appointed as Joint Secretary, Department of Science & Technology for a tenure of five years by temporarily upgrading a vacant post of DS/Dir in the Department vice Rajesh Kumar (CPSE:2001), initially for a period of two years.
  19. Ms. R Jaya (IAS:1995:TN) has been appointed as Joint Secretary, Ministry of Tribal Affairs for an overall tenure of five years upto 24.04.2024 against an existing vacancy.
  20. Ms. Roop Rashi (IA&AS:1994) has been appointd as Textile Commissioner, Mumbai under the Ministry of Textiles for a tenure of five years vice Sanjay A Chahande (IAS:1988:MH).
  21. Ms. Meera Mohanty (IAS:2005:HP) has been appointed as Director in the Prime Minister’s Office on lateral shift basis for a period ending 01.05.2021. Presently, she is Director, Cabinet Secretariat.
  22. Ms. Smita Sarangi (IAS:2008:NL) laterally shifted to Cabinet Secretariat as Deputy Secretary for the balance period of her Central Deputation tenure i.e. upto 29.07.2022. Presently, she is Deputy Secretary in DoPT.
