ISTD Should Continue to Play Catalyst’s Role in Policy Formulation: Dr Raju Narayana Swamy

Senior IAS officer Dr Raju Narayana Swamy says ISTD should continue to play a catalyst's role in policy formulation and human resource development.

Dr Raju Narayana Swamy, an IAS officer popularly known as Kerala’s anti-corruption crusader and firebrand officer, said that the Indian Society for Training & Development (ISTD) should continue to play the role of a catalyst in policy formulation and execution of human resource interventions to improve personal and organizational effectiveness.

Addressing a gathering at ISTD, Kozhikode, Dr Swamy said that knowledge and skill obsolescence has become a daily reality, making training, re-training and redeployment of human resources a continuous priority for every organization. He stressed that organizations need to become agile and responsive to remain ahead of change and effectively capitalize on emerging opportunities.

Highlighting the challenges before the country, Dr Swamy said India continues to face critical skill shortages and talent deficits that act as obstacles to faster economic recovery. He appreciated ISTD’s commitment to the identification, development and transfer of knowledge, skills and technology for enhancing personal growth, human performance, productivity and sustainable development.

Describing manpower and technology as the prime drivers of industrial progress, he said India’s abundant human resources provide a comparative advantage, particularly at a time when the country is witnessing unprecedented demographic change. He also underscored the need to strengthen the capabilities of the social sector to ensure efficient delivery of services with equity and social justice.

Emphasising lifelong learning, Dr Swamy urged individuals to continuously identify new skills, master them and foster a culture of feedback and knowledge sharing within organizations. He concluded his address by quoting Benjamin Franklin: “Tell me and I forget. Teach me and I remember. Involve me and I learn.”
