GK Singh assumes charge as DG & CEO of Indian Institute of Corporate Affairs

Seasoned bureaucrat Gyaneshwar Kumar Singh (IP&TA&FS:1992) on Wednesday (30.04.2025) assumed charge as the new Director General and Chief Executive Officer of the Indian Institute of Corporate Affairs (IICA)—a key policy think tank under the Ministry of Corporate Affairs, Government of India.

Singh brings with him a wealth of experience from his previous roles, including serving as Joint Secretary in the Ministry of Corporate Affairs, CEO of the Investor Education and Protection Fund Authority (IEPFA), and Member of the Governing Body of the Insolvency and Bankruptcy Board of India (IBBI). He also represented the government as a nominee to the Central Council of the Institute of Company Secretaries of India (ICSI) and Institute of Chartered Accountants of India (ICAI) between 2019 and 2021.

Notably, this is Singh’s second stint as DG & CEO of IICA, having earlier held the position during 2017–18. During that term, he spearheaded a financial turnaround that rendered the institute financially self-sustaining.

As Member Secretary of the Insolvency Law Committee (ILC) from 2018 to 2021, Singh played a pivotal role in implementing and amending the Insolvency and Bankruptcy Code (IBC), including the landmark Pre-Packaged Insolvency Resolution amendment. His contributions were instrumental in making the Code more responsive to the needs of the economy.

He also contributed significantly to the establishment and strengthening of institutions such as the NCLT, NCLAT, IEPFA, and IBBI under the Ministry of Corporate Affairs.

Singh is regarded as a thought leader in Corporate Social Responsibility (CSR). He was central to the launch of the National CSR Awards Scheme and served as Member and Convener of the High-Level Committee on CSR, whose report (submitted in 2019) was key to reforming the CSR Rules, 2014. His work involved the revamp of CSR reporting formats, establishing transparent disclosure systems, and enhancing the ease of doing business.

He also chaired the Committee on Business Responsibility Reporting (BRR) and submitted a comprehensive report in August 2020. This became the foundation for SEBI’s mandate on Business Responsibility and Sustainability Reporting (BRSR) for the top 1000 listed companies starting FY 2021–22.

Academically, Singh holds degrees from prestigious institutions—JNU (MA & M.Phil in Sociology), FMS Delhi (MBA in Finance), and Delhi University (LLB and BA Hons in History). His international exposure includes a stint as Capacity Development Advisor with UNDP Afghanistan, adding a global dimension to his governance expertise.
