DGP conference begins in Raipur; PM Modi to arrive in evening

The three-day-long mega show, called the DGP/IG conference, begins in Raipur today. The capital city of Chhattisgarh is geared up to welcome Prime Minister Narendra Modi, who will be arriving in the evening to attend this conference. This mega event, considered to be the most influential policing dialogue in this country, is being held at the Indian Institute of Management (IIM) campus in Naya Raipur.

The city is bearing the spectacle of a mini-PMO as PM Modi, Home Minister Amit Shah, and National Security Adviser Ajit Dobhal will be camping here from Nov 28 to 30 for this 60th edition of the DGP/IG conference. During this period, they will be reviewing India’s responses to internal security challenges and how to effectively cope with left-wing extremism, counterterrorism, disaster management, and the use of AI in policing.

The broader agenda of this conference is to outline a forward-looking national policing framework for the country, which clearly reflects a strategic shift in approach toward technology-enabled policing and future-ready security architecture.

According to reliable sources, around 300 VVIPs are expected to attend the conference, including Director Generals of Police (DGPs) and home secretaries from all states and 20 DG/ADG-rank officers from central paramilitary forces, apart from heads of IB, CBI and other wings. To infuse fresh ideas, selected DIGs, SPs and heads of state home departments are also participating in the conference this year.

During this period, the Speaker’s House in Naya Raipur will turn into a temporary PMO, as the PM will also be staying there. Interestingly, none of the VVIPs will be staying in hotels or private facilities, and all accommodation is being arranged in government buildings in Naya Raipur.

As this is the first time that Chhattisgarh is hosting this conference, the state government has made an elaborate security bandobast with around 2,000 personnel being deployed between the Speaker’s House and the IIM campus alone, with around 650 vehicles at command. In addition to it, separate companies have been posted around the residences of the Prime Minister, Home Minister, NSA and IB chief and will remain on duty throughout the three-day event.

Apart from operational and security concerns, this conference will also hold discussions on welfare challenges faced by police forces, best practices in crime control, law-and-order management, and responses to evolving internal security threats.

The PM will also be conferring the President’s police medals for distinguished service during this conference.


AP govt extends suspension of IPS officer N Sanjay by six months

The Andhra Pradesh government on Thursday (November 27, 2025) extended the suspension of senior IPS officer N Sanjay (IPS:1996:AP) for another six months, up to May 26, 2026. The order was issued by Chief Secretary K Vijayanand (IAS:1992:AP). It says the suspension will continue for 180 days or until further orders, under Rule 3(8)(d) of the AIS (Discipline and Appeal) Rules, 1969.

Sanjay was first suspended on December 3, 2024 under Rule 3(1) of the same Rules. The suspension was based on allegations of misuse and misappropriation of public funds. The charges relate to work on the AGNI portal during his posting as Director General, AP State Disaster Response and Fire Services. He also faces charges of misusing funds meant for training police personnel on victim rights and the Prevention of Atrocities (POA) Act, 1989, when he served in the AP CID.

A review committee was set up to examine his suspension, as required under Rule 3(8)(c). The committee met on November 21 and reviewed the status of the criminal case filed by the ACB on December 24, 2024. The investigation is still not complete. Several witnesses have not been examined, more documents are needed, and the FSL reports on electronic devices and questioned documents are still pending. The committee recommended extending the suspension.

Sanjay is currently in judicial custody. On November 17, the ACB Special Court rejected his bail petition.

Diptasri Barma Arora promoted as Chief Commissioner in CBIC

Senior IRS officer Diptasri Barma Arora (IRS-C&IT:1991) has been promoted as Chief Commissioner of Customs and Indirect Taxes in the CBIC on Thursday (November 27, 2025). The promotion to Level 16 of the Pay Matrix has been given for the panel year 2024 and will be treated as effective notionally from July 1, 2024, the date on which her junior officer was promoted. She will receive actual benefits from the day she takes charge.

Till her regular posting is decided, Arora has been allowed to hold the promotional post in-situ basis. A separate order will be issued once the Competent Authority finalises her posting.

Notably, in the first week of September this year, she was promoted to the grade of Principal Commissioner of Customs and Indirect Taxes (HAG). She was elevated to Level 15 of the Pay Matrix for the panel year 2020. That promotion was effective notionally from September 11, 2020, and on an actual basis from the date she took charge of the post on an ad-hoc basis.

REC lays foundation stone for new Workshop & Classroom Building at RK Mission Technical Campus

Coimbatore, 27 November 2025: The foundation stone for the Workshop and Classroom Building at the Ramakrishna Mission Technical Campus, Coimbatore, was laid on 27 November 2025. The upcoming structure is being funded by REC Limited under its CSR initiative.

The ceremony was graced by Narayanan Thirupathy, Independent Director, REC Ltd. and Immanuvel Antony Doss, Chief Manager, REC Ltd.

The new facility, being constructed at a cost of ₹9.06 crore, represents a significant step towards strengthening technical education and advancing skill development, further supporting youth empowerment in the region.

The upcoming Workshop and Classroom Building will offer improved learning spaces, advanced training facilities, and upgraded academic infrastructure for students. This initiative reinforces REC’s commitment to supporting quality technical education and contributing to the development of skilled, future-ready youth.

Ashish Kundra appointed Chief Secretary of Ladakh

In a significant administrative move, senior IAS officer Ashish Kundra (IAS:1996:AGMUT) has been transferred from Delhi and appointed as the new Chief Secretary of Ladakh. According to an order issued by the Ministry of Home Affairs (MHA) on Thursday (November 27, 2025), his appointment will take effect from January 1, 2026, or from the date he assumes charge, whichever is later.

Kundra will succeed Dr. Pawan Kotwal (IAS:1994:AGMUT), who became the first Chief Secretary of Ladakh after the post of Advisor to the Lieutenant Governor was redesignated. Dr. Kotwal is scheduled to retire on December 31, 2025.

Kundra is presently serving in Delhi as Principal Secretary to the Lieutenant Governor, and his shift to Ladakh marks a key administrative transition for the Union Territory.

Telangana govt’s order posting IPS to IAS cadre post challenged in HC

An IPS officer being posted to a position earmarked for an IAS officer has always been a bone of contention between officers of the two cadres, often leading to legal wrangling. This is exactly what is happening in Telangana, where a writ petition challenging the validity of a state government’s order deputing IPS officers to posts earmarked for the IAS cadre has been filed in the High Court. A single-judge bench is now hearing the case.  

The writ cites two specific postings of IPS officers in IAS-specific roles – appointment of IPS officer C V Anand (IPS:1991:TG) as Special Chief Secretary (Home) and that of Shikha Goel (IPS:1994:TG), as Director-General, Vigilance & Enforcement, and Ex-Officio Principal Secretary in the general administration department.

The Chief Secretary and the Principal Secretary of the general administration department (GAD) have been arrayed as respondents.

The petitioner, Vadla Srikanth, contends that the government’s order violates the Indian Administrative Service (Cadre) Rules, 1954, which regulate cadre postings at the state level.

The petitioner argues that the IAS and IPS are two distinct All-India Services that follow different training modules, orientations and administrative systems. According to the petitioner, while IAS officers are trained in public administration, policy formulation, and interaction with elected representatives, the IPS officers’ training primarily equips them for policing, law enforcement, and security-related functions. Thus, as per the petitioner, such decisions undermine the specialised nature of the IAS.

 

Odisha govt promotes IAS officer Chithra Arumugam to ACS rank

The Odisha government has elevated senior IAS officer Chithra Arumugam (IAS:1995:OR) to the Apex Grade (Level-17 of the Pay Matrix), placing her in the rank of Additional Chief Secretary (ACS). The General Administration Department issued the promotion order on November 25.

For now, Arumugam will continue with her existing responsibilities. She is currently the Principal Secretary of Labour and ESI, and she also holds the additional charge of Principal Secretary, Science and Technology. She will remain in these roles until further orders are issued.

Bihar govt promotes three IAS officers of 1996 batch to ACS rank

The Bihar government on Monday (November 25, 2025) promoted three IAS officers of the 1996 batch to the Apex Pay Scale and designated them as Additional Chief Secretary (ACS) with effect from January 1, 2026.

The officers promoted are Anand Kishor, currently serving as Principal Secretary, Finance Department; K Senthil Kumar, Principal Secretary, Planning & Development Department; and HR Srinivasa, Principal Secretary, Backward Classes and Extremely Backward Classes (BC & EBC) Welfare Department.

Rajasthan Chief Secretary V Srinivas opens his doors for officers

Developing a well-rounded feedback mechanism is key to good governance and public administration. This seems to have been the reason behind Rajasthan Chief Secretary V. Srinivas embarking on an ‘open door policy’ for officers working under him. He has fixed three days—Tuesday, Thursday, and Friday—(between 10 and 10:30) for open discussion with subordinates without any predecided agenda.

Any officer working in the secretariat, districts, or outside may visit the chief secretary’s office and share their feedback and concerns without any prior appointment.

Srinivas deserves appreciation for his pragmatic decision, as opening up for feedback from subordinates will help develop a system that is more open, more practical, and more accountable. But more than this, it serves in sending a big message that the head of the state bureaucracy is easily accessible. Lack of accessibility often comes in the way of good governance and has been a major cause of concern gnawing at the roots of Indian bureaucracy.

This gesture may look small, but the message it carries is big, as it may exert moral pressure on other senior IAS officers to adopt a similar open-door policy for their subordinates, giving birth to a robust feedback mechanism in the state. 

Encouraging open communication and exchanging views and concerns without fear of reprisal is at any time a highly commendable move. Further, it gives an idea of how the new Chief Secretary is going to run the show, as it reflects Srinivas’s receptiveness to new ideas and feedback from fellow officers working in the field. This will go a long way in establishing a transparent bureaucratic setup in the state. 

Manasi Sahay Thakur empanelled for Joint Secretary-level posts

IAS officer Manasi Sahay Thakur (IAS:2009:HP) has been empanelled for holding Joint Secretary or equivalent level posts in the Government of India. The Department of Personnel and Training (DoPT) issued the empanelment order on Wednesday (November 26, 2025).

She is currently serving as Director in the Ministry of Housing & Urban Affairs, a position she has held since November 2024.
