Haryana transfers 20 IAS officers in major bureaucratic reshuffle

In a major bureaucratic reshuffle, the Haryana government on Sunday (November 30, 2025) issued transfer and posting orders for 20 IAS officers. The wide-ranging exercise covers both departmental roles and district-level responsibilities.

As part of this reshuffle, the state government has transferred the Deputy Commissioners of Yamunanagar, Kaithal, Faridabad, and Hisar, and appointed new officers to lead the administration in these four key districts.

The names of the officers and their postings are as follows;

  1. Arun Kumar Gupta (IAS:1992:HY), Principal Secretary to Chief Minister, has been given additional charge of Additional Chief Secretary, Urban Local Bodies Department and Member Secretary, Kurukshetra Development Board.
  2. Vijay Singh Dahiya (IAS:2001:HY), Commissioner & Secretary, Printing & Stationery Department and Commissioner & Secretary, Animal Husbandry Department has been given additional charge of Commissioner & Secretary, Sports Department.
  3. Amit Kumar Agrawal (IAS:2003:HY), Commissioner & Secretary, Industries & Commerce Department and Commissioner & Secretary, Information, Public Relations, Languages and Culture Department, has been given additional charge of Commissioner & Secretary, Heritage & Tourism Department.
  4. Dhool Chand Meena (IAS:2004:HY), Commissioner & Secretary, Human Resources Department and Commissioner & Secretary, General Administration Department, has been given additional charge of Chief Executive Officer, Gurugram Metropolitan Development Authority, Gurugram.
  5. J Ganesan (IAS:2006:HY), Chief Executive Officer, Faridabad Metropolitan Development Authority, Faridabad; Chief Executive Officer, Gurugram Metropolitan Development Authority, Gurugram (designate); Director General, Housing for All, and Secretary, Housing for All Department; Chief Administrator, Housing Board; Chief Executive Officer, Special Purpose Vehicle (SPV), under Haryana Atal Development Project (HAIDP) and Haryana Clean Air Project–Sustainable Development (HCAPSD); and other externally-aided Projects, has been relieved of the charge of Chief Executive Officer, Gurugram Metropolitan Development Authority, Gurugram (designate) and given charge two more charges as Managing Director, HARTRON; and Managing Director, Haryana Vidyut Prasaran Nigam Limited.
  6. Ashok Kumar Meena (IAS:2006:HY), Director General, Development & Panchayat and Secretary, Development & Panchayats Department, has been transferred and posted as Director General, Urban Local Bodies and Secretary, Urban Local Bodies Department; Mission Director, State Urban Livelihood Mission and State Urban Development Authority; and Director General, Foreign Cooperation Department.
  7. Ravi Prakash Gupta (IAS:2007:HY), Secretary, Revenue & Disaster Management Department, has been transferred and posted as Commissioner, Hisar Division, Hisar.
  8. Pankaj (IAS:2009:HY), Director General, Urban Local Bodies, and Secretary, Urban Local Bodies Department; Mission Director, State Urban Livelihood Mission and State Urban Development Authority; and Director, Supplies & Disposals, has been transferred and posted as Secretary, Personnel, Training and Parliamentary Affairs Department and Director Training (Ex-Officio); Inquiry Officer, Vigilance; and Director General, Supplies and Disposals.
  9.   11. Amna Tasneem (IAS:2012:HY), Director, Foreign Cooperation Department, has been transferred and posted as Special Secretary, Home Department.
  12. Parth Gupta (IAS:2013:HY), Deputy Commissioner, Yamunanagar, has been transferred and posted as Director, Sports, and Special Secretary, Sports Department; Director, Tourism, and Special Secretary , Tourism Department; and Managing Director, Haryana Tourism Corporation Limited.
  13. Sangeeta Tetarwal (IAS:2013:HY), Chief Executive Officer, Ayushman Bharat Haryana Health Protection Authority, has been transferred and posted as Director, New & Renewable Energy, and Special Secretary, New and Renewable Energy Department; and Secretary, Haryana State Commission for Schedule Castes.
  14. Anish Yadav (IAS:2014:HY), Special Secretary, Grievances Department and Deputy Commissioner, Hisar, has been transferred as
    Director, Development & Panchayats, and Special Secretary, Development & Panchayats Department.
  15. Vikram (IAS:2014:HY), Deputy Commissioner, Faridabad, has been transferred and posted as Managing Director, Dakshin Haryana Bijli Vitran Nigam Limited.
  16. Preeti (IAS:2015:HY), Deputy Commissioner, Kaithal, has been posted as Deputy Commissioner, Yamunanagar.
  17. Mahender Pal (IAS:2017:HY), Managing Director, HARTRON and Managing Director, Haryana Vidyut Prasaran Nigam Limited, has been transferred as Deputy Commissioner, Hisar.
  18. Ayush Sinha (IAS:2018:HY), Deputy Commissioner, Municipal Corporation, Manesar, has been transferred as Deputy Commissioner, Faridabad.
  19. Aparajita (IAS:2018:HY), Mission Director, Swachh Bharat Mission (Urban), has been posted as Deputy Commissioner, Kaithal.
  20. Pradeep Singh (IAS:2020:HY), Additional Deputy Commissioner–cum-District Citizen Resources Information Officer, Nuh and CEO, Zila Parishad, Nuh and CEO, DRDA, Nuh, has been transferred and posted as Commissioner, Municipal Corporation, Manesar.

Utpal Kumar Singh gets another extension as Lok Sabha Secretary General

The central government on Sunday (November 30, 2025) gave another extension to Utpal Kumar Singh (Retd. IAS:1986:UK) as Secretary General of the Lok Sabha until further orders. This is his fourth extension since he took charge.

He received a two-year extension on November 30, 2021.

He later got one-year extensions in 2023 and 2024.

Singh retired as Chief Secretary of Uttarakhand on July 31, 2020. He joined the Lok Sabha Secretariat as Secretary on September 1, 2020, and became Secretary General in December 2020.

IPS officer Daljit Singh Choudhary bids goodbye to BSF and his career

IPS officer Daljit Singh Chaudhary (IPS:1990:UP) was accorded a warm farewell on his retirement as Director General of the Border Security Force (BSF) on November 30. Thus, Choudhary is bidding goodbye to an illustrious policing career that spanned over more than three decades.

He was appointed as the BSF DG on August 3, 2024, at a time when tempers ran high along the India-Pakistan border in the Jammu region, where security forces and civilians were suffering casualties.

Known for his dynamic leadership and meticulous approach, Choudhary has been on central deputation since 2017 without a break.

Before taking over the reins of the BSF, he served as Additional Director General (ADG) in the Indo-Tibetan Border Police (ITBP), Special DG and Additional DG in the CRPF, and later as the Sashastra Seema Bal (SSB) DG. Thus, barring CISF, Choudhary has held leadership positions in all wings of the paramilitary forces. Besides, he also briefly held the additional charge of the National Security Guard (NSG). It shows how valued he has been for the central government.

Apart from his acclaimed operational skills, Choudhary is an accomplished marksman and a qualified skydiver.

As Choudhary bids farewell to his career from the post of the BSF chief, senior IPS officer Praveen Kumar (IPS:1993:WB), currently posted as ITBP chief, has been assigned the additional charge of the BSF DG in his place.

 

PM Modi attends DGP/IGP conference in Raipur, calls it great forum

Prime Minister Narendra Modi finally attended the 60th DGP/IGP conference being held in Raipur. The PM chaired on Saturday the grueling 12-hour-long discussions on national security concerns, emerging threats, and a long-term policing roadmap.

PM Modi was full of praise for the crucial role this conference plays in strengthening internal security. He said that the DGP/IGP conference is a great forum that serves as a vital platform to share best practices and innovations in the field of national security. Later PM Modi shared his experience about the conference in a post on X, saying the first day of the DGP/IGP Conference in Raipur witnessed extensive deliberations on different aspects of India’s security system.

Saturday’s proceedings ran from 8am to 8.30pm, featuring four thematic sessions. The DGPs from various states presented their views on law and order, internal security, and implementation of previous conference recommendations. Union Home Minister Amit Shah and National Security Adviser Ajit Dobhal were present at the deliberations.

 Chhattisgarh DGP Arun Dev Gautam also gave a detailed presentation on how the state wishes to achieve the goal of the complete elimination of Naxalism by March 2026. Gautam’s briefing was focused on stabilising security gains, improving connectivity, and delivering state services to remote tribal areas that have long been affected by Maoist violence.

Along with traditional concerns of terrorism, Naxalism, and organised crime, the deliberations also included a key issue of how to safeguard the women’s safety through technology.

The three-day conference will conclude on November 30.


G Sai Prasad to take over as Andhra Pradesh Chief Secretary from March 1

The Andhra Pradesh government on Saturday (November 29, 2025) appointed senior IAS officer G Sai Prasad (IAS:1991:AP) as the next Chief Secretary. He will take charge on March 1, 2026, after the extended tenure of the present Chief Secretary K Vijayanand (IAS:1992:AP) ends on February 28, 2026.

Sai Prasad is now working as Special Chief Secretary to the Chief Minister and Special Chief Secretary, Water Resources Department.

Vijayanand was due to retire on November 30, 2025. But the government extended his service by three months, from December 1, 2025, to February 28, 2026, under Rule 16(1) of the All India Services (Death-Cum-Retirement Benefits) Rules, 1958, with the approval of the competent authority.

By extending Vijayanand’s tenure and announcing his successor early, the government aims to ensure a smooth and stable transition at the top administrative level.

Rekha Lohani appointed IG in CRPF

Senior IPS officer Rekha Lohani (IPS:1997:OR) has been appointed as Inspector General (IG) in the Central Reserve Police Force (CRPF) on a lateral shift basis. She is presently serving as IG in the Bureau of Police Research & Development (BPR&D).

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (November 28, 2025), the competent authority has approved her appointment as IG, CRPF, with effect from the date she assumes charge. Her tenure will run until January 15, 2028, or until further orders, whichever is earlier.

Lohani’s central deputation tenure is counted from January 16, 2023, when she took charge as IG, BPR&D, for a five-year term. She will now continue on deputation in her new role in the CRPF up to January 15, 2028.

Legal battle erupts over appointment of regular DGP in Bengal

Another state has got enmeshed in a legal battle over the appointment of a regular DGP. This time, it is West Bengal. The matter was brought to the court by senior IPS officer Dr Rajesh Kumar (IPS:1990:WB), who moved the Central Administrative Tribunal (CAT), challenging the Union Public Service Commission’s decision to exclude him and two other senior-most officers—Rajiv Kumar (IPS:1989:UP) and Ranvir Kumar (IPS:1990:WB)—from the panel for appointment as a regular DGP. Currently, Rajiv Kumar, a close confidante of the Bengal CM, is serving as the acting DGP.

Dr Kumar contends that the exclusion of their names from the panel is a violation of the criteria laid down by the Supreme Court in Prakash Singh vs. Union of India (2006).

The matter of fact is that when the vacancy for the DGP post arose on December 27, 2023, Kumar and the two other senior officers had more than six months of residual service remaining, fulfilling the mandatory requirement. The Mamata Banerjee government sent a panel of 10 eligible IPS officers to the UPSC in July 2025, each of whom had more than six months of service left. But when the meeting was held on October 30, 2025, for finalising the panel, these three officers did not have six months of service left.

The UPSC claims to have excluded their names on this ground. Now, Kumar alleges that the decision was arbitrary and discriminatory.

Himachal HC finds misuse of deputations by govt employees ‘disturbing’ in state

The Himachal Pradesh High Court has taken a strong exception to government employees of the health and education departments misusing deputations. The court said that these employees secure deputations to urban centres, particularly Shimla, while continuing to draw the service benefits meant for their original postings in hard, tribal, and rural areas.

The division bench, comprising Chief Justice Gurmeet Singh Sandhawalia and Justice Jiya Lal Bhardwaj, described it as “disturbing factors” involving a pattern while hearing a public interest litigation. The High Court observed that by doing so, the whole purpose of deputing official(s) for development and the sufferings of persons residing in rural/difficult areas are rendered ineffective.

The bench vented its anger by saying that this practice undermines the intent of the hard-area posting scheme and emphasised the need for urgent intervention to prevent further misuse.

The issue came to light after compliance affidavits submitted by the director of health services and the education secretary revealed that 123 employees of the health department and 86 of the education department were deputed at locations other than their official places of posting.

The court had earlier sought clarification on whether employees could continue to claim transfer benefits based on their original postings despite extended deputations elsewhere. Supplementary affidavits filed by the govt confirmed that deputation periods are not reflected in the service book of the concerned employee for future transfers.

The court described it as a serious issue that requires redressal and directed the chief secretary to issue necessary instructions and policy corrections.

AP Chief Secretary K Vijayanand gets three-month extension

The Andhra Pradesh government on Friday (November 28, 2025) extended the tenure of Chief Secretary K Vijayanand (IAS:1992:AP) by three months. This comes after the central government approved the proposal.

With the extension, Vijayanand will continue in the post until the end of February 2026. He was earlier set to retire on November 30, 2025.

According to officials, G Sai Prasad (IAS:1991:AP), who is Special Chief Secretary (Water Resources), is likely to become the next Chief Secretary. He is expected to take charge after Vijayanand’s extended term ends in March 2026.

Country to be completely free from Naxalism soon: Amit Shah tells DGPs

Union Home Minister Amit Shah sounded rather confident while inaugurating the 60th DGP/IGP conference in Raipur on Friday. He started his speech on a positive note, saying the country would be completely free from the problem of Naxalism before the next conference. He urged the security machinery to launch a frontal attack on narcotics and organised crime. While exhorting the country’s top police officers attending the conference, Shah urged them to start a 360-degree offensive against them.

He was speaking on the first day of the DGP/IGP conference, which is being organised for the first time in Chhattisgarh’s capital city, Raipur. The conference is being attended by top police officers from across the country.

According to Shah, Naxalism, Northeast, and Jammu & Kashmir had been bleeding India for the past 40 years, but Modi government has provided their permanent solutions.

He emphasised three key points—accuracy of intelligence, clarity of objectives, and synergy in action—to deliver a strong blow to radicalisation, extremism, and narcotics.

Besides, Shah stressed the need to take on drug traffickers and criminals by creating such a system that they are not able to gain even an inch of space in this country. He asked the state police chiefs to work together with the Narcotics Control Bureau (NCB) and launch a stringent crackdown on narcotics syndicates operating at the state, national, and international levels, and to put their kingpins behind bars.

The conference will have detailed deliberations on key security issues, such as Left-wing extremism, counter-terrorism, disaster management, women’s safety, and the use of forensic science and artificial intelligence in policing.

Prime Minister Narendra Modi, who arrived in Raipur on Friday night, will be attending the conference on Nov 29 and 30.
