Centre asks states to nominate women, SC and ST officers for central deputation

In order to provide adequate representation to women, SC and ST officers at the Centre, the Union Government has asked the state governments to nominate women officers and those from the Scheduled Caste (SC) and Scheduled Tribe (ST) for appointment in key posts on central deputation.

The government usually invites nominations every year to fill key posts, such as joint secretaries, directors, Deputy Secretaries, and Chief Vigilance Officers (CVOs) in Central Public Sector Enterprises (CPSEs).

The Ministry of Personnel, through a communique issued on December 10, 2025, to the Chief Secretaries of all states, has clearly sought nominations of only those officers who are not likely to be recalled by them on the grounds of availing promotion for at least two years. Through this move, the Centre seeks to ensure that every eligible officer has an opportunity to serve at the Centre at least once at the middle management level.

The communiqué also asks the CSs to ensure that an officer, “once placed on the offer list,” continues to be available for consideration throughout the year.

The sponsored officers are to be appointed on deputation to the posts under the Central Staffing Scheme (CSS) and for the posts of CVOs in CPSEs and other Central Government organisations. According to the DoPT, the nomination process will be routed through a dedicated portal from January 1, 2026. The states have been asked to ensure that the names of officers debarred from central deputation are not forwarded for appointments.

The communiqué says that proper cadre management requires an adequate number of officers to be deputed to the Centre under the CSS.

The purpose behind such a move is to build up the capabilities and contribute towards developing State perspectives in the Government of India or national perspectives in the State at the decision-making levels.

Haryana set to get new DGP from January 1 as Shatrujeet Kapoor is relieved

With the Haryana government finally relieving Shatrujeet Kapoor (IPS:1990:HY) of the DGP charge on Sunday, the state is now poised to get a new police chief from January 1, 2026. Kapoor has been asked to take over as Chairman of the Haryana Police Housing Corporation. This order came a day after he returned from a two-month leave on Saturday. Kapoor is expected to join the new posting on Monday.

Shatrujeet Kapoor had been asked to proceed on leave on October 14 following the allegation of his involvement in the suicide of fellow IPS officer Y. Puran Kumar (IPS:2001:HY). During this period, O.P. Singh (IPS:1992:HY), who heads the Haryana State Narcotics Control Bureau and the Forensic Science Laboratory, Madhuban, served as the officiating DGP.

Kapoor’s removal from the DGP post now creates a clear vacancy at the top of the Haryana Police. The state had earlier sent a panel of five officers, including Shatrujeet Kapoor, to the UPSC for selecting the next DGP, citing the anticipated vacancy as officiating DGP OP Singh is due to retire on December 31, 2025. The UPSC returned the panel on the ground that no vacancy for the DGP post existed, as Shatrujeet Kapoor was only on leave and could resume duty anytime after returning from leave.

With Shatrujeet Singh now formally relieved, the vacancy stands confirmed. The state government can send a fresh panel of eligible officers to the UPSC. The Commission will pick three names, and the next DGP of Haryana will be chosen from that list.

PESB recommends Vamsi Rama Mohan Burra as CMD of POWERGRID

The Public Enterprises Selection Board (PESB) has recommended Vamsi Rama Mohan Burra for appointment as Chairman and Managing Director (CMD) of Power Grid Corporation of India Limited (POWERGRID). The recommendation was made after interviews conducted by the PESB on December 13, 2025.

Burra is currently serving as Functional Director (Projects) at POWEGRID. His name will now be forwarded to the Appointments Committee of the Cabinet (ACC) for final approval, subject to vigilance clearance and completion of other formalities.

The selection comes ahead of the retirement of incumbent CMD Ravindra Kumar Tyagi, who is due to superannuate on March 31, 2026. Tyagi has been holding the post since January 1, 2025. The PESB had invited applications for the top post at POWERGRID through a notification issued on May 16, 2025, with June 9, 2025 as the last date for submission of applications.

The PESB interviewed a total of 9 candidates for the post. The list included:

CIC acquires full strength with R K Goyal as Chief Information Commissioner

The Central Information Commission (CIC) has been reconstituted with former law and justice secretary Raj Kumar Goyal being appointed as the Chief Information Commissioner (CIC) and eight others as new Information Commissioners that include three women, the highest in recent years.

With this, the 11-member Central Information Commission (CIC) acquired full strength for the first time in the past seven years. The CIC was making do with only two information commissioners (ICs)—Anandi Ramalingam and Vinod Kumar Tiwari—with the eight posts of ICs vacant since Nov 2023.

The three newly-appointed woman Information Commissioners are former Railway Board Chairman Jaya Varma Sinha, Sudha Rani Relangi, who was a member of the Petroleum and Natural Gas Regulatory Board, and former IPS officer Swati Das, who has served in the home ministry as well as in the IB.

Besides, former Social Justice and Empowerment Secretary Surendra Singh Meena, former Indian Forest Service officer Khushwant Singh Sethi, former IAS officer Sanjeev Kumar Jindal, senior journalist PR Ramesh and Ashutlosh Chaturvedi are the other new members in CIC.

President Droupadi Murmu will be administering the oath to Goyal and the eight Information Commissioners on Dec 15 at 11 am.

Goyal is succeeding Heeralal Samariya, who relinquished office after reaching the age of 65. The CIC had become headless with the exit of Samariya, the first Dalit chief of the CIC, on September 13. It happened the seventh time in the last 11 years, with the government failing to find Samaria’s successor after Sep 13.

The filling of vacancies came after the three-member selection committee headed by PM Narendra Modi met on Dec 10 to decide the names of the new CIC, eight ICs, and a vigilance commissioner.  Leader of the Opposition in Lok Sabha Rahul Gandhi registered his strong dissent, but the govt later rebutted his claims. Home Minister Amit Shah was also part of the meeting.

The newly constituted CIC has a dominance of retired bureaucrats.

IPS probationers encounter dreaded Maoist Chandranna at Hyderabad Police Academy

It has all the ingredients of a potboiler from Bollywood. The scene covers an unusual encounter between a surrendered hardcore insurgent and young IPS probationers, with the Sardar Vallabhbhai Patel National Police Academy at Hyderabad playing host. The stage is now set for an encounter to begin between a man who spent 45 years in underground Naxal operations and young IPS officers preparing to begin their policing careers.

Suddenly, Maoist central committee member, Pulluri Prasada Rao, known for decades as Chandranna, walks in.

It is now the time for action. And it begins with Chandranna being bombarded with questions about Maoist organisation by the probationers, about how the organisation operated for so long, who sustained it, how networks were built, and how weapons and logistics moved through the jungles.

Chandranna answers every question and tells the IPS probationers that Maoists never targeted police officials who were upright and stood for the cause of the people. The top Maoist leader urges the young officers to anchor their careers in public service.

Chandranna had surrendered to Telangana police on Oct 28 this year.

In the interaction, the 64-year-old top Naxal leader reflects on his own surrender and says, “Forty-five years underground gave me nothing personally, but we could impact the lives of the people.” But his faith in Maoist ideology remains intact. Then, why did he surrender? He points out, “We are joining the mainstream to fight for the people, among the people.”

The probationers also asked how he planned to navigate a technology-driven world after decades in the jungle. Chandranna replies that he and other surrendered cadres now want to work for people democratically as per the changed situation. “Our cadres are still among the people,” he blurts out.

For the young IPS officers, this was part of their left-wing extremism module at the NPA—a detailed programme covering counter-insurgency, anti-Naxal strategy, and jungle warfare in collaboration with the Greyhounds, the elite anti-Naxal force.

But, undoubtedly, for many of these IPS officers, listening to Chandranna tracing his journey from the forests to the mainstream offered a new perspective no classroom module could match.

Former Telangana SIB Chief T Prabhakar Rao surrenders in phone tapping case

Former Telangana SIB chief T Prabhakar Rao appeared before the Jubilee Hills police on Friday (December 12, 2025) in the phone-tapping case. He did so after the Supreme Court told him to surrender. Rao is the main accused in the case. He reported before the SIT at the Jubilee Hills police station around 11 am.

Police said ACP P Venkatagiri questioned him as part of the custodial interrogation. The SIT is looking into his role in the alleged phone-tapping work. Officers believe his answers may help them understand how the system was run and who ordered it.

The Supreme Court had told Rao on Thursday to surrender and cooperate with the probe. The court also told the SIT to ensure his safety, not use force during questioning, and allow him to take food from his home. The case will come up again on December 19.

The investigation began moving faster after the arrest of former SIB DSP Praneeth Rao on March 13, 2024. He was arrested at his home in Rajanna Sircilla district after a complaint by Additional SP D Ramesh, who said phone calls of senior political leaders and officials were tapped without permission.

Rajesh Kumar is currently serving as Executive Director (Finance) at REC Limited. His name will now be forwarded to the Appointments Committee of the Cabinet (ACC) for final approval, subject to vigilance clearance and other formalities.

The PESB interviewed a total of 12 candidates for the post, drawn from leading power sector CPSEs and financial institutions. The list included:

Ex-IPS Lokeshwar Singh to face disciplinary action for ‘stripping, assaulting’ trader

Former IPS officer Lokeshwar Singh (IPS:2014:UK) is going to face disciplinary action for allegedly stripping and assaulting a trader in his office while serving as Pithoragarh superintendent of police (SP). The Uttarakhand Police Complaints Authority (PCA) recommended action against him on Wednesday through a letter to the state home department after finding him guilty of stripping and assaulting a local trader in Feb 2023.

Singh resigned from the elite IPS job in Oct to join a UN-affiliated body working on sustainable development.  His posting as Pauri Garhwal SSP was his last assignment.

According to the PCA sources, the trader had alleged that Singh summoned him to his office on the pretext of questioning him about an issue related to cleanliness in the district police quarters and indulged in misbehaviour.

According to the complaint, Singh, along with six other police personnel, took him to a room away from the CCTV coverage area and stripped him and thrashed him brutally. The trader lodged a complaint against the IPS officer in the district PCA in Nainital, leading to an inquiry. The complainant attached medical reports that clearly stated the nature of wounds he sustained during the assault.

The recommendation of disciplinary action came after Singh’s failure to appear before the PCA to present his version.

Singh later replied by submitting three affidavits denying the accusations. The officer claimed that the trader was involved in a number of criminal cases in the district. However, he failed to submit any evidence to support his claim.

Bihar govt transfers 36 IAS officers in major bureaucratic reshuffle

A major bureaucratic reshuffle is underway in Bihar after the formation of the new government, with the Nitish Kumar administration on Friday ordering the transfer and posting of 36 IAS officers. Several secretaries and departmental directors have been moved, while officers awaiting posting have been assigned new responsibilities.

Centre extends deputation tenure of 17 IAS and IFoS officers posted as DCOs/DCRs across States and UTs

The Centre has approved the extension of central deputation tenure for 17 IAS and IFoS officers serving as Director Census Operations/Director Citizen Registration (DCO/DCR) across multiple States and Union Territories. The Department of Personnel and Training (DoPT) issued separate orders on Thursday (December 11, 2025), confirming that each officer will continue in their respective postings beyond their current tenure, with extensions ranging from early 2026 to as far as March 2030. All extensions are subject to the admissible tenure under the Central Staffing Scheme or until further orders.

According to the notifications, Swadha Dev Singh (IAS:2014:OD) has received one of the longest extensions, with her deputation at RGI (Hqrs), New Delhi, now valid until March 31, 2030. Similar long-term extensions have been granted to Amit Sharma (IAS:2012:AGMUT), posted in Jammu & Kashmir and Ladakh, also extended until March 31, 2030, and Purva Garg (IAS:2015:AGMUT), serving in the Andaman & Nicobar Islands, whose tenure is now extended till August 10, 2028.

Several senior officers from the 2010 and 2011 batches have also been granted fresh tenure, including Iva Ashish Srivastava (IAS:2010:UK) for Uttarakhand, J Nivas (IAS:2010:AP) for Andhra Pradesh, Karma R Bonpo (IAS:2010:SK) for Sikkim, Bharati Holikeri (IAS:2010:TG) for Telangana, and Prabhat Kumar (IAS:2011:JH) for Jharkhand.

Extensions have further been approved for Lalit Jain (IAS:2011:HP) in Haryana, Sujal Jayantibhai Mayatra (IAS:2011:GJ) for Gujarat, Daman & Diu and Dadra & Nagar Haveli and Kartikeya Goel (IAS:2011:CH) for Chhattisgarh.

In addition, tenure extensions have been cleared for Nikhil Pavan Kalyan (IAS:2012:OD) in Odisha, M Sundaresh Babu (IAS:2012:KN) in Tamil Nadu and Puducherry, Navjot Khosa (IAS:2012:KL) in Punjab & Chandigarh, and Zasekuolie Chusi (IAS:2015:NL) in Nagaland. Cheshta Yadav (IAS:2014:AGMUT), who holds additional charge as DCO/DCR in Goa, will continue until August 17, 2028 and Deep Shikha Sharma (IFoS:2011:AGMUT) for Himachal Pradesh.

The DoPT stated that each extension has been approved by the competent authority to ensure continuity in Census and Citizen Registration functions across the country.
