Tadasha Mishra appointed regular DGP of Jharkhand

In a key development, the Jharkhand government on Tuesday (December 30, 2025) appointed senior IPS officer Tadasha Mishra (IPS:1994:JH) as the regular Director General of Police (DGP) of the state. She has become the first woman DGP of Jharkhand.

To facilitate her appointment, the state government amended its existing rules, which earlier required a minimum of six months of residual service for an officer to be eligible for appointment as regular DGP.

Tadasha Mishra was appointed acting DGP on November 6, 2025, following the acceptance of voluntary retirement (VRS) of the then DGP Anurag Gupta (IPS:1989:JH). At the time of her appointment as acting DGP, Mishra had just 55 days remaining before her scheduled retirement on December 31, 2025. Given this, it was widely expected that another officer would be appointed as the regular DGP, as she did not meet the six-month service criterion under the earlier rules.

Subsequently, the state government amended the Jharkhand Director General and Inspector General of Police (Selection and Appointment) Rules, 2025, removing the requirement of a minimum six-month tenure before retirement for appointment as regular DGP.

Following this amendment, Tadasha Mishra has now been appointed as the regular DGP of Jharkhand. Under the revised rules, she will continue to serve as the state’s police chief for a tenure of two years, until 2027

IAS officer Rashmi Kamal appointed DCO/DCR, West Bengal

IAS officer Rashmi Kamal (IAS:2006:WB) has been appointed as Director of Census Operations (DCO) and Director of Citizen Registration (DCR), West Bengal, under the Central Staffing Scheme. She will succeed Kaushick Saha (IAS:2010:WB), who was prematurely repatriated to his parent cadre, West Bengal, in September 2025, even though his tenure was originally scheduled to end on December 31, 2025.

According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (December 30, 2025), the competent authority has approved her appointment at the Director level for a tenure of three years. The tenure will take effect from January 1, 2026, or from the date she assumes charge of the post, whichever is later, and will remain subject to further orders.

Rashmi Kamal is currently serving in her parent cadre of West Bengal as Secretary, Paschimanchal Unnayan Affairs Department.

IAS officer Biswajit Pegu appointed DCO/DCR, Assam

IAS officer Biswajit Pegu (IAS:2009:AM) has been appointed as Director of Census Operations (DCO) and Director of Citizen Registration (DCR), Assam, under the Central Staffing Scheme. He will succeed Debajyoti Dutta (IAS:2010:AM), who has been holding the post since December 2022.

According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (December 30, 2025), the competent authority has approved Pegu’s appointment at the Director level for a tenure of three years. The tenure will be effective from January 1, 2026, or from the date he assumes charge of the post, whichever is later, and will remain subject to further orders.

Pegu is currently serving in his parent cadre of Assam as Commissioner and Secretary in the Home and Political Departments. The DoPT has directed that he be relieved of his present responsibilities and join the post within three weeks from the date of appointment order issued.

ACC approves major round of appointments, postings and in-situ upgradations across ministries

In a fresh round of senior bureaucratic changes, the Appointments Committee of the Cabinet (ACC) on Tuesday (December 30, 2025) cleared several postings, transfers and in-situ upgradations across the Centre. The latest decisions cover appointments at the Secretary and Additional Secretary level, along with new heads for key organisations. A number of officers have also been given personal upgradations through temporary elevation of posts, signalling a wider reshuffle at the top tiers of the administration.

The names of the officers and their postings details are as follows;

  1. Suchindra Misra (IDAS:1992), presently serving in the cadre, has been appointed as Special Secretary, Department of Commerce, Ministry of Commerce & Industry, in the rank and pay of Secretary to the Government of India by temporarily upgrading a vacant post of Additional Secretary in the Department.
  2. Dilip Kumar (IAS:1995:PB), presently in the cadre, has been posted as Director General (Training), Ministry of Skill Development & Entrepreneurship, in the rank and pay of Additional Secretary to the Government of India by temporarily upgrading a vacant post of Joint Secretary in the Ministry.
  3. Shyamal Misra (IAS:1996:HY), presently in the cadre, has been appointed as Administrator (Digital Bharat Nidhi), Department of Telecommunications, in the rank and pay of Additional Secretary to the Government of India.
  4. Aneeta C Meshram (IAS:1996:UP), Additional Secretary, Department of Fertilizers, Ministry of Chemicals & Fertilizers, is appointed as Additional Secretary, President’s Secretariat. Haryana govt directs IAS, IPS to submit property details by Jan 31, 2026, or Else ….

The Haryana government has issued a strict warning to all IAS and IPS officers of the state to file their property details on time or face action. Chief Secretary Anurag Rastogi issued an order to this effect on December 29. The state govt’s order is virtually a continuation of the central government’s order on Dec 23, directing all IAS officers of the country to submit details of their immovable properties on an online portal by January 31, 2026.

The central govt’s directive to IAS officers made it mandatory for officers from Haryana also to provide the asset details on time. In short, all IAS officers, including those in the Haryana government, must disclose their property details or face legal action.

According to the DoPT, there are 5,004 IAS officers serving across the country at this moment.

The Haryana government has warned all its 169 IAS and 106 IPS officers of disciplinary action and withholding of promotions in the event of failure to provide timely details. The action aims at ensuring transparency and accountability in bureaucracy.

The property details of Haryana officials disclosed in April made a stunning disclosure, according to which Haryana Chief Secretary Anurag Rastogi owns a mango orchard in Uttar Pradesh besides owning flats in Panchkula and Gurugram. Similarly, Home Secretary Sumita Mishra owns a builder floor in Delhi worth Rs 3.5 crore. Chief Minister Nayab Saini’s Principal Secretary Arun Gupta does not lag behind, as he owns land in Hisar worth Rs 2.5 crore. IAS officer Ashok Khemka, famed for honesty, owns a flat in Gurugram worth Rs 3 crore.

Top IPS officers, too, showed a penchant for bequeathing properties for progenies. Former DGP Shatrughan Kapoor owns land in Haryana, as well as in Mohali, Kapurthala, and Bathinda in Punjab. His wife owns a house worth 4 crore rupees in Gurugram. Similarly, CID Chief Saurabh Singh owns 5 acres of land in Uttar Pradesh.

These facts came to light after the details were provided by IAS and IPS officers to the central government. In a report sent to the Union Ministry of Personnel and Training (DoPT), Haryana cadre officers detailed which farmhouses, houses, and plots they own, and the value of their properties.

A government order seeking property details of civil servants has been an annual practice, which follows a Department of Personnel and Training (DoPT)’s directive issued on April 4, 2011. The directive warns officers that failure to furnish the Immovable Property Returns (IPR) on time will invite punitive action, including cancellation of vigilance clearance. Besides, those who fail to comply with the directive will become ineligible for any central government post, including foreign postings.

Young woman Civil Services qualifier fighting legal battle due to short height; HC orders to keep one IPS post vacant

It sounds bizarre, but it is a truth—a young girl from the hills is fighting a legal battle due to her short height. She is not an ordinary girl but a Civil Services qualifier. The girl, Anupriya Rai, secured the 189th All India Ranking in the Civil Services Examination (CSE), 2024, but was denied entry into the Indian Police Service (IPS) for allegedly not meeting the minimum height requirement of 150 cm. Anupriya’s height is 147 cm. And this short height led her to seek legal asylum.

A resident of Champawat in the Kumaon region, she approached the Uttarakhand High Court in an attempt to secure height relaxation of 5 cms as she belonged to the hilly region, where natives are traditionally short-statured.  She approached the court, arguing that she was entitled to a height relaxation.

While asking the Union Govt and the Ministry of Home Affairs (MHA) to file their counter affidavits in the case, a division bench of Justices Ravindra Maithani and Alok Mahra ordered to keep one post of IPS in the Civil Services Examination, 2024, vacant as an interim measure till the next date of hearing.

The Centre has to file counter affidavits within four weeks. The next hearing is scheduled for Feb 11.

The HC also issued a notice to the chairman of the medical board, which had declared Rai unfit for all technical services, including IPS, due to height.

Rai virtually knocked on the High Court after getting disappointment at the Central Administrative Tribunal (CAT), which dismissed her application on Nov 13, observing that although she belonged to the Kumaon region, the waiver applied only to reserved category candidates.

It should be mentioned here that natives of the Kumaon region, along with Gorkhas, Assamese, and those from Nagaland, are eligible for height restriction relaxation of 5 cm. But the tribunal said since Rai belongs to an unreserved category, she did not fulfill the conditions to claim height relaxation.



Telangana Reorganises Hyderabad Policing, Creates Four Commissionerates

The Telangana government has carried out a major reshuffle of policing in and around the State Capital, reorganising boundaries and creating four police commissionerates. The earlier setup of three commissionerates has now been revised into Hyderabad, Cyberabad, Malkajgiri and the newly formed Future City Commissionerate. Alongside this, Bhuvanagiri district has been taken out of the commissionerate system and will function as an independent district police unit.

Under the new jurisdiction, prominent and high-security locations such as the State Assembly, Secretariat, Begumpet, Shamshabad Airport and the upcoming High Court complex at Budvel now fall within the Hyderabad Police Commissionerate’s limits. VC Sajjanar (IPS:1996:TG) continues as Commissioner of Police, Hyderabad.

Rachakonda becomes Malkajgiri Commissionerate

The Rachakonda Police Commissionerate has now been renamed as the Malkajgiri Commissionerate. Senior IPS officer Avinash Mohanty (IPS:2005:TG), who was heading Cyberabad, has been posted as Commissioner of Police, Malkajgiri.

The new commissionerate will cover Malkajgiri, Nacharam, Uppal, Medipally, Ghatkesar, Pocharam IT Corridor, Kushaiguda, Neredmet, Jawaharnagar, Keesara and Cherlapally. Bhuvanagiri, which was under Rachakonda earlier, has been removed from commissionerate limits.

Future City Commissionerate formed

A new Future City Police Commissionerate has been created keeping in view the planned development of the wider “Future City” region. Its jurisdiction includes Chevella, Moinabad, Shankarpally, Maheshwaram and Ibrahimpatnam.

G Sudheer Babu (IPS:2001:TG), who was Commissioner of Police, Rachakonda, has been appointed as the first Commissioner of Police, Future City.

New posting in Cyberabad

Cyberabad has also seen a change at the top. M Ramesh (IPS:2005:TG) has taken charge as Commissioner of Police, Cyberabad, replacing Avinash Mohanty. Ramesh was earlier handling multiple assignments including IGP (Provisioning & Logistics), head of the Police Transport Organisation, MD of TGPICS, and IGP (Sports).

Cyberabad’s jurisdiction remains unchanged and continues to cover key IT and industrial pockets: Gachibowli, Financial District, Nanakramguda, Madhapur, Raidurg, Patancheru, Genome Valley, Ramachandrapuram and Ameenpur.

Yadadri Bhuvanagiri gets its own district police unit

With Bhuvanagiri carved out of the commissionerate system, Yadadri Bhuvanagiri will now function as a separate district police unit. Akshansh Yadav (IPS:2019:TG), who was DCP Yadadri Bhongir (Rachakonda), has been posted as Superintendent of Police, Yadadri Bhongir district.

Why the changes

Officials say the restructuring is linked to the reorganisation of GHMC limits and follows long-term urban planning laid out in Vision 2047, released at the Telangana Rising Global Summit in December. The idea is to match policing boundaries with expanding city regions and improve day-to-day administrative control.

Finance Ministry asks PSBs to promptly report vigilance issues concerning Whole-Time Directors

In a significant move, the Finance Ministry has asked all Public Sector Banks (PSBs) and state-owned financial institutions, including insurance companies, to report vigilance-related matters concerning their Whole-Time Directors (WTDs) promptly. The action is aimed at plugging the gap and bringing transparency to key board-level postings and placement.

The central government is believed to have done so after observing the omission of significant information, particularly information related to appointments, promotions, board-level postings, and placement of WTDs.

A ministry official described it as a matter of serious concern, and added strict compliance in such matters is expected from public sector units, or PSUs.

The basis of this decision was provided by the Department of Financial Services (DFS) which said in its directive that there were several instances where adverse information about board-level appointees was not promptly reported.

It further explained that in many cases, adverse inputs like private complaints, court observations, references or inputs from the CBI or other law enforcement agencies were reported only at the time of seeking vigilance clearance from the chief vigilance officers of PSUs.

The advisory, issued earlier this month, says that in certain cases even the crucial information relating to WTDs is omitted in the vigilance clearance formats on the ground that no specific column exists for such disclosure.

It is not all; PSBs and financial institutions have also been directed to immediately report adverse inputs regarding board-level officials. Besides, they have also been advised to submit comprehensive disclosure in vigilance clearance, which would include observations or directions of courts or tribunals, internal committee findings, audit observations of a serious nature, and communications from any department or agency.

In an unusual move earlier this year, the central government demoted Union Bank of India Executive Director (ED) Pankaj Dwivedi to general manager (GM) of Punjab & Sind Bank due to an ongoing case in the Delhi High Court. But this crucial information was not disclosed before.  

PESB invites applications for Director (Production) post in ONGC

The Public Enterprises Selection Board (PESB) has invited applications for the post of Director (Production) at Oil & Natural Gas Corporation Limited (ONGC). The vacancy notification was issued on December 26, 2025, and the last date for submitting applications through the PESB portal is January 16, 2026.

The post will fall vacant on July 1, 2026, following the superannuation of the incumbent, Pankaj Kumar, on June 30, 2026. Kumar has been serving as Director (Production), ONGC, since March 1, 2023.

Eligible candidates from both public and private sector organisations have been invited to apply for the board-level position.

PESB invites applications for Director (Production & Planning) at MOIL

MOIL

The Public Enterprises Selection Board (PESB) has invited applications for the post of Director (Production & Planning) at MOIL Limited. The vacancy notification was issued on December 24, 2025, and the last date for submission of applications through the PESB portal has been fixed as January 14, 2026.

The post is scheduled to fall vacant on September 1, 2026, following the superannuation of the incumbent, Mirza Mohammad Abdulla, on August 31, 2026. Abdulla has been serving as Director (Production & Planning) at MOIL Limited since January 2022.

PESB has invited applications from eligible candidates belonging to both public and private sector organisations for selection to the post.
