Manipur: IAS officer Ng Roben Singh suspended for rejecting District Commissioner role amidst ethnic tension

Amid the ongoing wave of ethnic conflicts in Manipur, a seasoned bureaucrat has faced suspension due to his refusal in taking up the role of Deputy Commissioner for the Jiribam district. Ng. Roben Singh, an officer of the Indian Administrative Service (IAS), was promptly suspended under the provisions of Rule 3 of the All India Service (Discipline & Appeal) Rules, 1969, by Manipur Chief Secretary Vineet Joshi.

This action comes in response to the officer’s non-compliance with a transfer order issued by the Department of Personnel and Administrative Reforms on August 2. The directive appointed Singh to the position of Deputy Commissioner in the Jiribam district of Manipur.

The suspension has been prompted by the officer’s failure to adhere to the aforementioned transfer order. Singh’s response included a representation dated August 12, in which he raised concerns pertaining to the volatile communal tensions existing between the Meitei and Kuki communities.

Singh articulated his reservations about assuming his duties in regions primarily inhabited by the Kuki community, citing apprehensions for the safety of Meitei Civil Officers, a category to which he belongs. Moreover, he highlighted his history of frequent transfers and expressed his willingness to serve as the Deputy Commissioner in districts that have been most severely affected by the ongoing communal strife in the valley.

Tripura: Abhishek Singh gets addl. charge of OSD, Tripura Bhavan, New Delhi

The Tripura government on Monday (21.08.2023) assigned additional responsibilities to Abhishek Singh (IAS:2006:TR). Abhishek Singh, who is currently serving as the Secretary of the Urban Development Department with additional charges of the Power Department and Ex-officio Chairman of the Tripura State Electricity Corporation Limited (TSECL), has also been given the additional charge of Officer-on-Special Duty at Tripura Bhavan in New Delhi.

The Tripura government took the initiative on August 18 to restructure the administrative setup of the state by issuing transfer and posting orders for 7 IAS (Indian Administrative Service) officers.

The names of the officers and their postings are as follows :

  1. Abhishek Singh (IAS:2006:TR), Secretary, Urban Development Departments will also hold the additional charge of Power Department and Ex-officio Chairman, TSECL. He is relieved from the charge of Labour (Including ES&MP) and GA (AR) Department.
  2. Apurba Roy (IAS:2006:TR), Secretary, Agriculture & Farmers’ Welfare and GA (P&T) Departments with additional charges of Director, SIPARD, will also hold the charge of Finance Department including Audit. He will also hold the charge of Member Tripura VAT Tribunal in addition.
  3. Brijesh Pandey (IAS:2004:TR), Secretary to the Government, has been relieved from the charge of Finance and Power Departments including Audit. He is relieved from the additional charges of Ex-officio Chairman, TSECL and Member, Tripura VAT Tribunal.
  4. Saradindu Choudhury (IAS:2007:TR), Secretary, Education (School & Higher) and Home (excluding Jail and Fire & Emergency Services) Department is relieved from the charge of Education (School) Department.
  5. T K Debnath (IAS:2009:TR), Secretary, Tripura Public Service Commission (TPSC), has been transferred and posted as Secretary, Labour (including ES & MP) Department. He will also hold the additional charge of Secretary, TPSC.
  6. Raval Hamendra Kumar (IAS:2011:TR), Special Secretary with independent charge of Food, Civil Supplies & Consumer Affairs Department, will also hold the charge of Education (School) Department, independently.
  7. IAS Couple Takes Educational Expedition: Adilabad District Schools Under Spotlight

In an intriguing recent occurrence, two IAS officers embarked on a proactive journey, visiting schools within their respective jurisdictions in Adilabad district. Driven by a shared passion for education, these officials, Chahat Baj Pai and K Varun Reddy, embarked on these visits to delve into the teaching methodologies and student amenities in government schools.

Chahat Baj Pai, entrusted with the role of Project Officer for the Integrated Tribal Development Organisation in Utnur, Adilabad District, and her spouse, K Varun Reddy, who holds the position of Nirmal District Collector, undertook this educational exploration in tandem. Coincidentally, their routes converged as they conducted these school inspections, each driven by a fervent curiosity about the educational environment.

K Varun Reddy made his presence felt at the Social Welfare Gurukula College and School. Demonstrating an admirable commitment, he took charge of a mathematics class for tenth-grade students, sharing insightful tips for mastering the subject. The session, marked by student interaction and engagement, left a positive impact.

Simultaneously, Chahat Baj Pai embarked on an impromptu visit to the Tribal Girls Ashram schools in the village of Bejjur Mandal, Asifabad district, Telangana. Her approach was multifaceted, commencing with personal interactions with students followed by discussions with teachers regarding attendance, pass rates, and educational provisions. Taking a hands-on approach, she participated in classes, fostering a direct connection with the students. Ensuring comprehensive assessment, she meticulously examined storeroom inventory and records, even inquiring about the quality of meals served to the students.

Reflecting on this proactive initiative, Chahat Baj Pai emphasized the importance of specialized classes in tribal schools to bolster pass percentages. She highlighted the Integrated Tribal Development Agency’s (ITDA) role in promoting higher education pursuits. With a forward-looking perspective, she offered guidance to maintain school and dormitory cleanliness during the rainy season, curbing the spread of seasonal ailments.

Chandigarh: Administrative reshuffle in UT; Yashpal Garg moves to Arunachal, Zade is Health Secretary

In a significant administrative restructuring on Monday, the UT Administrator oversaw a series of officer reassignments within the UT Department of Civil Services.

Yashpal Garg (IAS:2008:AGMUT) has been released from his positions as UT Health Secretary and CEO of the Chandigarh Housing Board (CHB) to take up responsibilities in the Arunachal Pradesh government. This move follows Garg’s transfer to Arunachal Pradesh by the Ministry of Home Affairs (MHA) on June 8 of this year.

Numerous other officer transfers have also occurred within the UT Department of Civil Services.

UT Finance Secretary Vijay Namdeorao Zade (IAS:2002:PB) has taken on the additional role of Health Secretary. Purva Garg has been appointed as Secretary Vigilance and CEO of CHB. UT Home Secretary Nitin Kumar Yadav has assumed the extra responsibility of Secretary of Hospitality.

Vinod P Kavle (IAS:2008:AGMUT), who held positions in multiple departments, including Food and Supplies, Consumer Affairs and Legal Metrology, Labour, Agriculture, Cooperation, and Sports, is still awaiting his release as a result of the June 8 MHA transfers.

Following the arrival of Navneet Kumar Srivastava (IFS:2014:AGMUT), in Chandigarh, he has taken on roles such as Deputy Conservator of Forests (Wildlife and HQ), Additional Director (Science and Technology and Renewable Energy), and Additional Director of Environment and Forests.

In further departmental changes, Nitish Singla, PCS, has been appointed as Sub-Divisional Magistrate (East), Joint Secretary of Employment, and Regional Employment Officer. HCS Shambhu has assumed the position of Joint Commissioner of the Municipal Corporation, succeeding Pavitar Singh, PCS.

Pavitar Singh, PCS, has been designated as the Director of Food and Supplies, Consumer Affairs and Legal Metrology; Director of Industries; General Manager of District Industries Centre; Joint Secretary of Industries; and Director of Animal Husbandry and Fisheries. Khushpreet Kaur, DANICS, has been named Joint Director (Administration) of Government Medical College and Hospital, as well as Assistant Estate Officer-II, relieving Shambhu of these duties.

Sanyam Garg, HCS, has been relieved of his role as Joint Director of Food and Supplies, Consumer Affairs, and Legal Metrology.

Deputation tenure of three CBI officers extended

The duration of deputation for three officers of the Central Bureau of Investigation has been extended by the central government.

The officers affected are as follows:

  1. The tenure of Mohit Gupta (IPS:2006:UP), who holds the position of DlG at CBI, has been prolonged for an additional year, starting from 04.09.2023 and concluding on 03.09.2024, accumulating a total of 6 years.
  2. Raguramarajan A (IPS:2012:NL), who serves as the SP at CBI, will continue his deputation for an extra two years, commencing from 16.09.2023 and concluding on 15.09.2025, resulting in a total of 6 years.
  3. Dr. Vidyut Vikash (IRS-C&CE:2008), who holds the position of SP at CBI, has been granted an extension until 19.02.2024, totaling 7 years of deputation.

Kerala govt mandates advanced notice for foreign travel by All India Service Officials

The Chief Secretary of the Kerala Government has issued a directive necessitating All India Service officials to provide prior written notice to their respective higher authorities within the cadre regarding foreign trips, even if these journeys are personal in nature.

This directive pertains to officers belonging to All India Services, including the Indian Administrative Service (IAS), Indian Police Service (IPS), and Indian Forest Service (IFoS).

Previously, it was not obligatory to seek approval from the cadre in charge before embarking on self-funded foreign trips. However, going forward, essential information such as the destination country
and travel dates must be communicated to the higher-ranking official in advance.

While the protocol for requesting casual leave requires submission to the immediate superior, in the case of taking leave for foreign travel, the designated higher authority should be informed in advance.
