MHA debars IPS officer Sanjay Darade Bhaskar from central deputation
In response to the request from the Maharashtra government, the central government has revoked its decision to appoint Sanjay Darade Bhaskar (IPS:2005:MH) as Deputy Inspector General (DIG) in the Border Security Force (BSF). This decision has been formalized through an order issued by the Ministry of Home Affairs (MHA) on Monday (04.09.2023). As per the order, Mr. Bhaskar is prohibited from taking up any central deputation assignments for a duration of five years, starting from June 15, 2023, which is the date of his initial appointment as DIG in the BSF. Additionally, he is also disqualified from being considered for foreign assignments or consultancies abroad during this period of debarment.
CPWD CVO Arun Kumar Chaturvedi repatriated to his parent cadre
Arun Kumar Chaturvedi (IRSE:1994), who was serving as the Chief Vigilance Officer (CVO) of the Central Public Works Department (CPWD) in Delhi, has been prematurely repatriated to his original cadre. This decision was made in accordance with an order issued by the Department of Personnel and Training (DoPT) on Wednesday, September 6, 2023. The Appointments Committee of the Cabinet has endorsed the proposal to repatriate Mr. Chaturvedi to his parent cadre, with the condition of an extended cooling-off period.
Rakesh Shrivastava gets two years extension as CVO, Mumbai Port Authority
Rakesh Shrivastava (ITS:1997) will continue to serve as the Chief Vigilance Officer (CVO) of the Mumbai Port Authority (MbPA), Mumbai, for an additional two years. This extension of his deputation tenure has been officially sanctioned by the Appointments Committee of the Cabinet, as per the directive issued by the Department of Personnel and Training (DoPT) on September 1. Mr. Shrivastava’s tenure will now extend beyond September 3, 2023, up to September 2, 2025, or until further instructions are received, whichever comes first.
REC secures USD 1.15 Billion via Syndicated Term Loans in August 2023
REC Limited, the distinguished Maharatna Central Public Sector Enterprise operating under the Ministry of Power, accomplished a remarkable feat in August 2023 by securing a substantial USD 1.15 Billion in loans. These loans, bearing a 5-year tenor, have been linked to the Overnight SOFR (Secured Overnight Financing Rate), serving as the standard benchmark for USD-denominated loans. The funds procured through this facility are earmarked for financing projects in the power, infrastructure, and logistics sectors, adhering to the ECB guidelines set forth by the Reserve Bank of India. This achievement aligns with REC’s ambitious Market Borrowing Programme, targeting Rs. 1.20 lakh crore for the fiscal year 2023-24.
The fund-raising effort comprised two tranches, orchestrated by a consortium of six banks serving as the Mandated Lead Arrangers and Bookrunners (MLABs). The initial tranche of USD 505 Million was raised on August 3, 2023, with the participation of Bank of Baroda, Gujarat International Fin Tec-City (GIFT City) IFSC Banking Unit (IBU); Axis Bank, GIFT City IBU; and State Bank of India, London Branch. Subsequently, the second tranche of USD 645 Million was secured on August 31, 2023, with contributions from State Bank of India, London Branch; Bank of India, GIFT City IBU; Bank of India, London Branch; and HSBC, GIFT City IBU.
Notably, both tranches combined garnered an impressive commitment of USD 550 Million from GIFT City IFSC Banking Units (IBUs). This achievement stands as the highest-ever commitment to REC from GIFT City IBUs within a single month, surpassing the previous record of USD 345 Million set in December 2021.
Chairman and Managing Director of REC Limited, Vivek Kumar Dewangan, commented on this significant milestone, stating, “REC has been actively exploring innovative options to diversify its sources of borrowing and reduce its borrowing costs. The successful closure of these two transactions in a single month underscores the strong financial position of REC Ltd. and its continued appeal to international lenders. We are pleased with the enthusiastic response from banks to these loans, marking our largest single-month fundraising from GIFT City IBUs. This further solidifies REC’s status as the leading PSU borrower in international markets during the current year.”

Union government appoints 4 Judges in three HCs
The Union government on September 02 made significant judicial appointments in the High Court of Orissa. Supreme Court Advocate Sibo Sankar Mishra and Judicial Officer Ananda Chandra Behera were appointed as Judges of the High Court on that day.
Additionally, the government designated Smt. Justice C S Sudha, who was previously serving as an Additional Judge of the Kerala High Court, as a Permanent Judge within the same High Court. Furthermore, Budi Habung received an appointment as an Additional Judge of the Gauhati High Court.
FSIB recommends Vinay M Tonse for the post of SBI Managing Director
The Financial Services Institutions Bureau (FSIB) on September 4 announced its recommendation for the appointment of Vinay M Tonse as the Managing Director of the State Bank of India (SBI). The FSIB’s decision was based on a thorough evaluation of 13 candidates who were interviewed, taking into account their performance, overall experience, and adherence to established criteria.
The vacancy in the Managing Director position arose following the appointment of Swaminathan Janakiraman as the Deputy Governor of the Reserve Bank of India.
Currently holding the role of Deputy Managing Director at SBI, Vinay M Tonse is poised to assume the role of Managing Director.

Retd Colonel Nectar Sanjenbam appointed SSP (Combat) to deal with Manipur crisis
The Manipur government has introduced a new position, that of Senior Superintendent of Police (Combat), and appointed retired Colonel Nectar Sanjenbam from the Indian Army’s esteemed 21 Para SF to fill this role. This decision has come at a time of sporadic clashes and months of ethnic tensions within the state. The establishment of this position received official approval from the state’s Home department on August 28, following a resolution passed by the state cabinet on June 12.
Colonel Sanjenbam, recognized for his involvement in the 2015 military operations conducted against insurgents near the Myanmar border, has been chosen for this pivotal role.
In an unusual departure from the customary recruitment norms, the appointment order issued by the Manipur governor explicitly states that Colonel Sanjenbam has been appointed as SSP (Combat) “as a special case,” deviating from the usual procedures.
