Anuj Ojha (ISuppyS:2012), who received a recommendation for central deputation from the Department of Commerce, has been chosen for the position of Joint Development Commissioner (JDC) at the Deputy Secretary level within the Office of the Development Commissioner (Handicraft) under the Ministry of Textiles. This appointment is effective for a five-year term. As outlined in an order released by the Department of Personnel and Training (DoPT) on Thursday, September 21, 2023, Mr. Ojha has been appointed to this role under the central staffing scheme. His appointment is initially for a period of four years, starting from the date he assumes office, or until further instructions, whichever comes first.

Vivek Kumar gets extension as Director, CVC

The central deputation tenure of Vivek Kumar (IDES:2005) as Director in the Central Vigilance Commission (CVC) has been prolonged. As per an official directive released by the Department of Personnel and Training (DoPT) on Thursday, September 21, 2023, the competent authority has given consent to extend Mr. Kumar’s deputation period. This extension allows Mr. Kumar to continue his tenure beyond October 16, 2023, until July 30, 2024, to account for the time he spent on the 63rd NDC Course at the National Defence College, New Delhi.

Saroj Kumar (IAS:2008:UP) has been designated as Director within the Ministry of Health and Family Welfare for an extended five-year term. As per a directive issued on Thursday, September 21, 2023, by the Department of Personnel and Training (DoPT), the competent authority has granted approval for Mr. Kumar’s appointment to this position under the central staffing scheme. This appointment is valid for five years from the date he assumes office or until further instructions, whichever comes first.

Bihar: IPS Anusuya Ransingh Sahu shifted amidst controversy over allegations against superior Shobha Ohatkar

IPS officer Anusuya Ransingh Sahu (IPS:2006:BH) was transferred on Thursday following her accusation that her superior was attempting to frame her in an undated 13-page letter that mysteriously surfaced on social media.

Sahu, who held the position of Deputy Inspector General (DIG) and Deputy Commandant General of Home Guard and Fire Services, has been reassigned as DIG and Deputy Director of Civil Defence, according to a government order.

Sahu is the second IPS officer to be moved out of the Home Guard and Fire Services Department this year after a conflict with Senior IPS officer Shobha Ohatkar (IPS: 1990: BH), who serves as the Director General of the Home Guard and Fire Services Department.

In February of this year, another senior IPS officer, Vikas Vaibhav (IPS:2003:BH), was transferred out of the department after he shared a social media post that seemed to accuse Ohatkar of using offensive language with senior officers. Vikas Vaibhav promptly deleted his post but was still transferred and issued a show-cause notice for making his grievance public. After several months without a posting, the government ultimately appointed him as an Advisor to the Bihar State Planning Board.

Individuals familiar with the situation have indicated that the allegations made by DIG Sahu against the DG were not initially found to be true or substantiated. In contrast, IG Home Guard Sunil Kumar Naik (IPS:2005:BH) is believed to have raised concerns of misconduct and insubordination allegedly involving DIG Sahu in his communication with the home department.

Bihar: Nine IAS officers shifted, SK Singh gets addl. charge of Commissioner, Bhagalpur Division

The Bihar government on Thursday (21.09.2023) issued transfer and posting directives for nine IAS officers and one IRSS officer to enhance the efficiency of the state’s administrative apparatus.

The names of the officers and their postings are as follows:

  1. Dayanidhan Pandey (IAS:2006:BH), Commissioner, Bhagalpur Division, has been transferred and posted as Director, Consolidation Directorate, Revenue & Land Reform, Patna.
  2. Sanjay Kumar Singh (IAS:2007:BH), Commissioner, Munger Division, has been given additional charge of Commissioner, Bhagalpur Division.
  3. Deepak Anand (IAS:2007:BH), Additional Secretary, Art, Culture and Youth Department, has been transferred and posted as Director, Food and Consumer Protection Department.

Bihar: CM Nitish Kumar’s surprise inspections at secretariat and cabinet secretariat reveal numerous absent officers

Bihar Chief Minister Nitish Kumar conducted an unannounced inspection of government offices at the state secretariat in Patna on Wednesday, aiming to assess the daily operations of the administration.

During his surprise visit, Kumar noted that several officials had not yet arrived at the office. He gathered all the officials present in the secretariat and inquired about the whereabouts of their absent colleagues.

The Chief Minister then repeated this procedure at the Cabinet secretariat, where he observed that numerous officials and ministers were also missing at 9:30 am, the designated time for the office to commence operations.

In a commitment to ensure the efficient and punctual functioning of both secretariats, Kumar declared his intention to visit the Cabinet secretariat at 9:30 am for three days each week and the state secretariat for the remaining two days. This proactive approach aims to encourage timely and responsible attendance among government officials, ultimately enhancing the effectiveness of the administrative machinery.

Tajinder Gupta appointed as Director (Power), BHEL

Bharat Heavy Electricals Limited (BHEL) on Wednesday (20.03.2023) made a significant announcement concerning the appointment of Mr. Tajinder Gupta as Director (Power) on the BHEL Board. This announcement follows a communication received by BHEL from the Ministry of Heavy Industries on September 18, 2023, informing them that the Appointment Committee of the Cabinet (ACC) had granted approval for Mr. Gupta’s appointment to the position of Director (Power).

Rajeev Kumar Singhal is set to become the next Director (Business Development) of GAIL (India) Limited, following a recommendation by the Public Enterprises Selection Board (PESB) panel on Wednesday, September 20, 2023. Currently serving as the Executive Director at GAIL (India) Limited Ltd. (BCCL), he will officially assume the responsibilities of Director (Business Development) upon obtaining the requisite vigilance clearances and receiving approval from the Appointments Committee of the Cabinet.

PFC and SJVN join forces to propel Rs 1.18 lakh crore renewable and thermal energy projects

Power Finance Corporation (PFC) and SJVN Ltd on Wednesday (20.09.2023) formalized a Memorandum of Understanding (MoU) aimed at extending financial support to SJVN Ltd’s diverse project portfolio. This portfolio encompasses a wide array of projects, with a particular emphasis on Renewable Energy and thermal generation initiatives, collectively valued at Rs 1.18 lakh crore. The combined capacity of these projects totals 12,178 MW, with an additional 660 MW thermal generation project included in the mix.

The MoU outlines that the term loan financial assistance is provisionally set at 70% of the project cost, with the possibility of increasing this allocation for renewable energy projects as dictated by project-specific requirements.

The signing of the MoU took place between Manoj Sharma, Director (Commercial) of PFC, and Akhileshwar Singh, Director (Finance) of SJVN, reaffirming their shared commitment to this collaboration.

PFC’s financial support, provided in the form of term loans, is tentatively projected to range from Rs 80,000 crore to Rs 90,000 crore, demonstrating a substantial commitment to realizing these pivotal projects. Importantly, these funds remain flexible and may be further augmented to accommodate the specific needs of renewable energy projects, highlighting the adaptability and responsiveness of this partnership to evolving project requirements.

This collaborative endeavor between PFC and SJVN underscores their joint dedication to fostering sustainable and clean energy solutions, furthering India’s aspirations for a greener future.

NHAI Collaborates with DMRC to enhance National Highways Network and Safety Standards

The National Highways Authority of India (NHAI) took a significant step towards advancing its National Highways network by signing a Memorandum of Understanding (MoU) with the Delhi Metro Rail Corporation (DMRC) on Wednesday. The MoU focuses on several key aspects, including the review of bridge and structure designs, safety considerations for NHAI projects, and the capacity building of NHAI officials. The signing ceremony was graced by the presence of NHAI Chairman Santosh Kumar Yadav and Dr. Vikas Kumar, Managing Director of DMRC, alongside other senior officials from both organizations.

This collaborative effort aims to bolster NHAI’s “Design Division,” which is responsible for scrutinizing the planning, design, construction, and maintenance of bridges, structures, tunnels, and retaining walls on National Highways throughout the nation.

Under the terms of this agreement, DMRC will provide its expertise to NHAI for evaluating the designs of all bridges and structures within ongoing projects. Additionally, the agreement includes the review of designs for randomly selected bridges, structures, tunnels, retaining walls, and other specialized structures. DMRC will also assist NHAI in evaluating stand-alone bridges and special structures during the Detailed Project Report (DPR) stage.

Furthermore, DMRC will support NHAI in reviewing construction methodologies, temporary structures, lifting and launching methods, pre-stressing techniques for select bridges and structures, as well as specialized structures on a random basis.

In an effort to enhance the capabilities of NHAI officials, DMRC will organize tailored training programs. These programs will cover various aspects such as design, construction, supervision, maintenance, and safety considerations related to elevated structures and bridges.

This collaboration is set to remain in effect for a period of two years. It signifies a strong partnership between two government organizations aimed at sharing best practices and working together to improve the nation’s transportation infrastructure network, thereby contributing to the overarching goal of nation-building.
