Seven Additional Judges of Allahabad HC made Permanent Judges

The Union government on September 22, 2023 notified the appointment of seven Additional Judges of the Allahabad High Court as Permanent Judges of that High Court with effect from the date they assume charge of their respective offices.

These seven judges are ;

  1. Justice Umesh Chandra Sharma
  2. Justice Renu Agarwal
  3. Justice Ram Manohar Narayan Mishra
  4. Justice Mayank Kumar Jain
  5. Justice Shiv Shanker Prasad
  6. Justice Gajendra Kumar
  7. Justice Nalin Kumar Srivastava

The Supreme Court Collegium had approved the proposal for appointing the seven Additional Judges of Allahabad High Court as Permanent Judges of the Court vide notification dated September 14, 2023.

Piyush Goyal gets extension as CEO of NATGRID

The central deputation tenure of senior IAS officer Mr. Piyush Goyal (IAS:1994:NL) as CEO of NATGRID (National Intelligence Grid) has been extended. As per an order issued by the Department of Personnel and Training (DoPT) on Wednesday, dated September 27, 2023, the Appointments Committee of the Cabinet (ACC) has granted approval to extend Mr. Goyal’s deputation tenure. This extension is effective beyond the original end date of March 25, 2024, and is now valid up to November 19, 2025, or until further orders, whichever occurs earlier.

Muktesh Kumar Pardeshi appointed as Secretary (CPV & OIA) in MEA

In a significant appointment, Senior Diplomat Mr. Muktesh Kumar Pardeshi (IFS:1991) has been named as the Secretary (CPV & OIA) in the Ministry of External Affairs (MEA). The order, issued by the Department of Personnel and Training (DoPT) on Wednesday, September 27, 2023, reflects the approval of the Appointments Committee of the Cabinet.

Mr. Pardeshi’s appointment to this key position comes as a replacement for Dr. Ausaf Sayeed (IFS:1989), who is set to retire on September 30, 2023. Currently holding the position of Special Secretary (G20 Operations), Mr. Pardeshi brings a wealth of experience and expertise to his new role, further strengthening India’s diplomatic efforts and international relations.

Sukriti Likhi gets extension as Additional Secretary & Financial Adviser, Ministry of Steel

The central deputation tenure of Ms. Sukriti Likhi (IAS:1993:HY) as Additional Secretary & Financial Adviser of the Ministry of Steel has been extended. This extension was approved by the Appointments Committee of the Cabinet, as per an order issued by the Department of Personnel and Training (DoPT) on Wednesday. Ms. Likhi’s deputation tenure is now extended up to 19th September 2025 or until further orders, whichever comes earlier.

CBIC: Three IRS (C&IT) officers promoted to Commissioner grade

In a significant development, three officers from the Indian Revenue Service (C&IT) have been elevated to the rank of Commissioner of Customs and Indirect Taxes.

The officers who have earned promotion are:

  1. Shailendra Kumar Sinha (IRS-C&IT:1991) has been empanelled and promoted to Commissioner grade against the panel year 2013-14 on a regular basis.
  2. Rajendra Singh (IRS-C&IT:1993) has been empanelled and promoted to Commissioner grade against the panel year 2014-15 on a regular basis.
  3. Rajiv Kumar Agarwal (IRS-C&IT) has been empanelled and promoted to Commissioner grade against the panel year 2017-18 on a regular basis.

TN: Four IAS officers shifted, HS Meena posted as Principal Secretary, Civil Supplies

The Tamil Nadu government on Monday (25.09.2023) issued transfer and posting orders for four IAS officers.

The names of the officers and their postings are as follows:

  1. Archana Patnaik (IAS:2013:TN), Industries Commissioner and Director of Industries and Commerce, has been transferred and posted as Secretary, Micro, Small and Medium Enterprises.
  2. L Nirmalraj (IAS:2005:TN), Director of Geology and Mining, has been transferred and posted as Industries Commissioner and Director of Industries and Commerce.
  3. Pooja Kulkarni (IAS:2003:TN), Commissioner of Food Supply and Consumer Protection, has been transferred and posted as Commissioner of Geology and Mining.
  4. Har Sahay Meena (IAS:1997:TN), Principal Secretary/Commissioner of Rural Development and Panchayat Raj (Training), has been transferred and posted as Principal Secretary/Commissioner of Civil Supplies and Consumer Protection.

HP: Three IAS officers shifted, SK Mokhta posted as MD, HPMC

The Himachal Pradesh government on Monday (25.09.2023) issued transfer and posting orders for three IAS officers.

The names of the officers and their postings are as follows:

  1. Sudesh Kumar Mokhta (IAS:2010:HP), Mission Director, National Health Mission, Shimla with additional charge of posts of MD, HPMC, Shimla and PD, HP Horticulture Development Society, Shimla, has been transferred and posted as MD, HPMC, Shimla on substantive basis with additional charge of PD, HP Horticulture Development Society, Shimla.
  2. Priyanka Verma (IAS:2015:HP), awaiting posting order, has been posted as Mission Director, National Health Mission, Shimla.
  3. Kumad Singh (IAS:2015:HP), awaiting posting order, has been posted as Director, Agriculture, Shimla.

Union Minister Dr. Jitendra Singh launches Capacity Building Plan for government employees

Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science & Technology, unveiled the Capacity Building Plan (CBP) for government employees at the Department of Personnel and Training (DoPT) headquarters in New Delhi today. The CBP is a collaborative effort between the Capacity Building Commission (CBC) and the DoPT.

During the launch, Dr. Jitendra Singh described the CBP as a new initiative endorsed by Prime Minister Narendra Modi, aimed at training officers and optimizing the deployment of personnel based on their skills and acquired competencies. The plan places a strong emphasis on transforming government offices to enhance efficiency.

He highlighted Prime Minister Modi’s emphasis on eGovernance, which leads to Easy, Economic, and Environment-friendly government operations. The use of eOffice technology not only simplifies and economizes processes but also contributes to environmental sustainability. The administrative reforms championed by PM Modi aim to create a more efficient, transparent, and corruption-free administration.

Dr. Jitendra Singh noted that the Karmayogi Prarambh module has been incorporated into the Induction Training for all government employees, including new recruits who recently joined through the Rozgar Mela, where over 51,000 young individuals were presented with appointment letters by PM Modi.

In the era of rapidly advancing technology, Dr. Jitendra Singh stressed the need for continuous updates and revisions of training modules, as Artificial Intelligence is set to revolutionize learning and work culture.

He commended the CBP for its iGOT (Integrated Government Online Training) modules, catering to government employees at all levels, from Assistant Section Officers (ASO) to Joint Secretaries (JS), and proposed the development of a similar training module for ministers.

The CBC Chairman, Adil Zainulbhai, informed the Minister that the iGOT platform offers 700 courses. Out of the approximately 3 million Central Government employees, 1 million serve in the Railways, another 1 million in Central Armed Police Forces (CAPFs), and the remaining 1 million in various Ministries and Departments. He emphasized that 80% of the skills covered in the training are related to functional and behavioral aspects, with only 20% being domain-specific, focusing on particular tasks and roles. The Mission Karmayogi and iGOT aim to transform government employees, referred to as ‘karamcharis,’ into ‘Karamyogis’ – individuals with a higher sense of duty and purpose.

Union Minister Dr. Jitendra Singh encourages IAS officers (2021 batch) to shape India at 2047

Union Minister Dr. Jitendra Singh shared inspiring words with the 2021 batch of IAS officers commencing their roles today as Assistant Secretaries in the Government of India. In his address, he emphasized their unique position as the architects of India’s future at the centenary mark of its independence in 2047.

Union Minister of State (Independent Charge) for Science & Technology, MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy, and Space, noted that these officers will play a pivotal role in witnessing India’s rise to prominence, envisioned for the nation’s 100th year of independence. He encouraged them to envision their careers in top leadership positions, highlighting the opportunity to celebrate India’s 100th Anniversary.

The Union Minister stressed that many government programs under Prime Minister Narendra Modi are technology-driven, such as the PM Gati Shakti and Svamitva schemes. He urged civil servants to become proficient in emerging technologies, including Artificial Intelligence, to promote citizen-centric governance and achieve Good Governance.

He highlighted the importance of breaking down silos and fostering a collaborative approach to development, aligning with Prime Minister Modi’s vision. Dr. Jitendra Singh also discussed the competency framework for the Civil Services under Mission Karmayogi, aimed at preparing civil servants for the future by making them more innovative, proactive, and technology-enabled.

Dr. Jitendra Singh praised the Assistant Secretaries program as a novel experiment initiated in 2015 by Prime Minister Modi. This program offers young IAS officers exposure to the functioning of the Government of India early in their careers, following their Phase II training at LBSNAA, Mussoorie.

He highlighted that Assistant Secretaries have the opportunity to contribute to flagship programs and make presentations before the Prime Minister, a privilege their senior colleagues may not have had.

Dr. Jitendra Singh shared that this batch of 182 officers consists of 61 women and 121 men, with diverse educational backgrounds. He expressed confidence that officers with varied qualifications, including engineering, arts, pure sciences, and medicine, will contribute to technology-based and technology-driven government initiatives in sectors like health, agriculture, sanitation, education, skills, and mobility.

As these young IAS officers embark on their careers, Dr. Jitendra Singh urged them to embrace the opportunity to shape India’s future as it approaches its historic 2047 milestone.

J&K: Dheeraj Gupta gets addl. charge of Chairman of J&K BOPEE

The Jammu and Kashmir government on Tuesday (26.09.2023) appointed Mr. Dheeraj Gupta (IAS:1993:AGMUT) to the additional role of Chairman of the J&K Board of Professional Entrance Examinations (J&K BOPEE). This appointment, outlined in a government order, specifies that Mr. Gupta will fulfill the duties of Chairman in addition to his existing responsibilities until further notice. This interim arrangement is in lieu of Raj Kumar Goyal (IAS:1990:AGMUT), Financial Commissioner (ACS), Home Department. Currently, Mr. Dheeraj Gupta serves as the Principal Secretary to the Government in the Department of Forest, Ecology, and Environment.
