MP: 5 IAS officers shifted, SS Verma posted as Dy. Secretary, Urban Development and Housing Department

Upon obtaining approval from the Election Commission of India, the Madhya Pradesh government has issued transfer orders for five IAS officers, with four of them being transferred on October 23, and the remaining one on October 20.

They are;

  1. VS Choudhary Kolsani (IAS:2011:MP), Deputy Secretary, Urban Development and Housing Department, has been transferred and posted as MD, MP Jal Nigam, Bhopal.
  2. Shivraj Singh Verma (IAS:2011:MP), Deputy Secretary, Madhya Pradesh Secretariat, has been transferred and posted as Deputy Secretary, Urban Development and Housing Department.
  3. Narendra Kumar Suryavanshi (IAS:2012:MP), Deputy Secretary, Madhya Pradesh Secretariat, has been transferred and posted as MD, State Seeds and Farms Development Corporation, Bhopal.
  4. Vandana Sharma (IAS:2018:MP), Deputy Secretary, Madhya Pradesh Secretariat, has been transferred and posted as Deputy Secretary, Commercial Tax Department.
  5. Sanjana Jain (IAS:2016:MP), Deputy Secretary, Bhopal Gas Tragedy Relief and Rehabilitation Department, has been given additional charge of the post of Deputy Secretary, Public Health and Family Welfare Department.

Vidhi Kumar Birdi returns to AGMUT cadre, assigned to J&K

In accordance with a directive from the Ministry of Home Affairs (MHA), Inspector General Vidhi Kumar Birdi (IPS: 2003: AGMUT) has been expediently repatriated from his assignment with the Central Reserve Police Force (CRPF) and officially reassigned to his parent AGMUT cadre. As of the immediate effect and until further instructions, Birdi is now posted in Jammu & Kashmir. He officially rejoined his AGMUT cadre on the morning of October 13, 2023. The period from the date of his cadre reintegration until the date of this order issuance is to be considered as ‘awaiting posting.’ This directive has received the approval of the competent authority, with the MHA issuing an order to this effect on October 20.

Vidhi Kumar Birdi, who originally belonged to the Jammu and Kashmir cadre, had been serving in the CRPF on a deputation basis.

CBDT: 15 Addl. Commissioner/Jt Commissioner level officers get new postings

The Central Board of Direct Taxes (CBDT) on Thursday (26.10.2023) issued transfer and posting orders for 15 IRS-IT officers in the grade of Additional Commissioner/ Joint Commissioner of Income Tax with immediate effect and until further orders

They are;

  1. Ankur Alva has been transferred from NWR to NADT, Nagpur.
  2. Dhruvapurari Singh has been transferred from UP (East) to Kerala.
  3. Vimalraj Periyagounden will remain in Karnataka & Goa.
  4. Aparna Villuri has been transferred from Tamil Nadu & Puducherry to Andhra Pradesh & Telangana.
  5. Tarun Jarwal will remain in Delhi.
  6. Himanshu P Joshi has been transferred from Gujarat to Mumbai.
  7. Abhay Y Marathe has been transferred from Mumbai to Nagpur.
  8. Rajeev Garg will remain in Gujarat.
  9. Guru Kumar Sompalle has been transferred from Andhra Pradesh & Telangana to Karnataka & Goa.
  10. Sunil Kumar Rajwanshi will remain in UP (East).
  11. Mathivanan SA will remain in Andhra Pradesh & Telangana.
  12. Sourabh Narayan Nayak has been transferred from Karnataka and Goa to Pune.
  13. Veerabadram Vislavath has been transferred from Mumbai to Gujarat.
  14. Prabhakaran K will remain in Karnataka and Goa
  15. Sujay Kumar Srivastava will remain in MP & Chhattisgarh.

Anil Kishore Yadav appointed as IG, BPR&D

Anil Kishore Yadav (IPS:1996:BH) has been appointed as the Inspector General (IG) within the Bureau of Police Research & Development (BPR&D) for a tenure of five years. In an official directive issued by the Ministry of Home Affairs on Wednesday (25.10.2023), the competent authority has granted approval for Mr. Yadav’s appointment to the position on a deputation basis. This appointment spans five years from the date he assumes charge or until further orders, depending on whichever comes first.

Dr. Abhijit Phukon nominated as Director on Bank of Maharashtra’s Board

The central government on Wednesday (25.10.2023) nominated Dr. Abhijit Phukon as Director on Bank of Maharashtra’s Board. As per an order from the Department of Financial Services (DFS), Dr. Phukon’s nomination to this position is effective immediately and extends until further notice.

Dr. Abhijit Phukon, currently serving as the Economic Adviser to the Government of India in the Ministry of Finance, is set to succeed Prashant Kumar Goyal (IAS:2007:TR) in this new role.

MHA to effect major bureaucratic overhaul soon

The Union Ministry of Home Affairs is contemplating a significant revamp of the senior bureaucratic ranks in the upcoming days, as the chief secretaries of three Union Territories—Chandigarh, Delhi, and Jammu and Kashmir—are set to retire between October and November. This restructuring is anticipated to have an impact on Goa and Arunachal Pradesh as well.

If insider reports are to be believed, approximately six senior IAS officers and an equal number of IPS officers from the AGMUT cadre (from batches 1989 to 1995) nationwide are expected to be part of this reshuffling. Extensions of tenure are likely to be granted in at least one case each within the administrative and police services.

Front-runners for postings in Delhi and Chandigarh include Arunachal Pradesh Chief Secretary Dharmendra (IAS:1989:AGMUT), Goa Chief Secretary Puneet Kumar Goel (IAS:1991:AGMUT), and New Delhi Municipal Council Chairperson Amit Yadav (IAS:1991:AGMUT). Notably, the tenures of Goel and Yadav are also coming to an end.

Prashant Goyal (IAS:1993:AGMUT) and Sharat Chauhan (IAS:1994:AGMUT) are among the top contenders for postings in Chandigarh. Currently, Goyal serves as the Principal Secretary in Jammu and Kashmir’s Housing and Urban Development Department, while Chauhan holds the position of Principal Secretary in Arunachal Pradesh, overseeing Finance, Health & Family Welfare, EF&CC, Planning & Investment, and serving as the Chairman of the Arunachal Pradesh State Pollution Control Board.

The Adviser to the Administrator of Chandigarh, Dharampal (IAS:1988:AGMUT), is retiring this month. Meanwhile, Delhi Chief Secretary Naresh Kumar (IAS:1987:AGMUT) and Jammu and Kashmir’s Chief Secretary Arun Kumar Mehta (IAS:1988:AGMUT) are scheduled to retire by the end of November. According to reliable sources, Mehta’s successor may be chosen from among Atal Dulloo (IAS:1989:AGMUT) and Raj Kumar Goyal (IAS:1990:AGMUT). Dulloo is presently on central deputation as the Secretary of the Department of Border Management, and Goyal is serving in Jammu and Kashmir as the Financial Commissioner and Additional Chief Secretary of the Home Department.

Jammu and Kashmir’s Director General of Police, Dilbagh Singh (IPS:1987:AGMUT), is set to retire by the end of this month. In November, Director General of the Central Reserve Police Force (CRPF), Sujoy Lal Thaosen (IPS:1988:MP), is also scheduled to retire.

Central government approves IAS Adapa Karthik’s overseas assignment

The Central government has granted its approval to the Punjab government’s proposal concerning the overseas assignment of Dr. Adapa Karthik (IAS:2008:PB) in the capacity of Regional Adviser, Digital Health (P-5) at the World Health Organization (WHO), South-East Asia Regional Office (SEARO) in New Delhi. This consent from the central government authorizes her to assume this role for a duration of two years. According to an official order issued by the Department of Personnel and Training (DoPT) on Monday, October 23, 2023, this sanction is provided in accordance with rule 6 (2) (ii) of the IAS (Cadre) Rules, 1954. The approved tenure is for a period of two years, commencing from the date of assuming the assignment, or until further directives are issued, whichever occurs earlier.

Odisha: CM’s PS VK Pandian takes voluntary retirement

The central government on Monday (23.10.2023) granted approval for the voluntary retirement of VK Pandian (IAS:2000:OD), an Odisha cadre IAS officer who currently holds the position of Private Secretary to Chief Minister Naveen Patnaik. The Department of Personnel and Training has transmitted an official communication to the additional chief secretary of Odisha’s general administration department regarding this decision.

“In reference to letter No.GAD-SER1-PERS-0100-2014 dated 20.10.2023 from Government of Odisha on the above mentioned subject, I am directed to convey the approval of the competent authority for acceptance of voluntary retirement of Shri V Kartikeya Pandian, IAS(OD-2000) under Rule 16(2A) of All India Services (Death-cum-Retirement benefits) Rules, 1958 with waiver of the notice period as recommended by the State Government,” reads the Centre’s letter.

Pandian, who has been serving in his current capacity since 2011 and wields significant influence within the political landscape of Odisha, recently gained public attention due to his extensive travels to various districts within the state utilizing a government helicopter. Both the opposition parties, the BJP and Congress, have criticized Pandian, a native of Tamil Nadu, for alleged violations of service conditions.

MHA: IAS Hemant Kumar shifted to Andaman & Nicobar Islands

The Ministry of Home Affairs on Thursday (19.10.2023) issued transfer orders for Hemant Kumar (IAS:2013:AGMUT). He has been relocated from Delhi to Andaman & Nicobar Islands, with the transfer taking effect immediately and continuing until further orders. Hemant Kumar, who currently holds the position of Special Secretary in the AR, Delhi, is considered “Deemed Relieved” from his duties in Delhi. He has been directed to report to the Chief Secretary of Andaman & Nicobar Islands.

Tripura: 5 IFS/IAS officers shifted

The Tripura government on Wednesday (18.10.2023) issued transfer and posting orders for 2 IFS officers and 3 IAS officers across the state.

The names of the officers and their postings are as follows :

  1. KS Sethi (IFS:1990:TR), Principal Chief Conservator of Forests & HoFF with additional charge of Principal Secretary, Forests, Science, Technology & Environment and Industries & Commerce (excluding Handloom, Handicraft & Sericulture and Information Technology) Departments is relieved from the charges of Forests, Science, Technology & Environment and Industries & Commerce (excluding Handloom, Handicraft & Sericulture and Information Technology) Departments.
  2. V George Jenner (IFS:1996:TR), Additional Principal Chief Conservator of Forests, has been transferred and posted as Principal Secretary, Tripura. On assumption, he will hold the charges of Forests, Science, Technology & Environment and Industries & Commerce (excluding Handloom, Handicraft & Sericulture and Information Technology) Departments.
  3. Gitte Kirankumar Dinkarrao (IAS:2005:TR), Secretary, Industries & Commerce (Information Technology) Department will also hold the charge of Planning (including Statistics) Department.
  4. Abhishek Chandra (IAS:2003:TR), Special Secretary with independent charge of Planning (including Statistics) Department is placed on Compulsory waiting for posting.
  5. Pradeep Kumar Chakravarty (IAS:2006:TR), Secretary, Information & Cultural Affairs, Education (Youth Affairs & Sports), General Administration (Confidential & Cabinet) and General Administration (Good Governance) with additional charge of Secretary to Chief Minister will also hold the charge of Chief Executive Officer, Tripura Institution for Transformation, Agartala, in addition.
