Haryana: Rajeev Ranjan posted as In-Charge of Jind District

Rajeev Ranjan (IAS:1998:HY), who currently serves as the Principal Secretary of the Labour Department in Haryana, has been designated as the In-charge of Jind District by the state government. This appointment aligns with the government’s practice of assigning IAS officers as in-charge officers for districts, entrusting them with responsibilities pertaining to infrastructure projects, e-governance, the implementation of key government initiatives, and maintenance of law and order within their assigned regions.

In their capacity as in-charge officers, they preside over the District Public Grievances Committee in the absence of the appointed chairperson. This role empowers them to address and oversee matters related to public grievances, contributing to effective governance at the district level.

Maharashtra: 10 IPS officers promoted to Senior Time Scale

Uttarakhand: 10 IAS officers shifted

The Uttarakhand government on Wednesday (22.11.2023) released transfer and posting orders affecting 25 officers, including 10 IAS officers.

The names of the IAS officers and their postings are as follows :

  1. Manuj Goyal (IAS:2017:UK), Commissioner, Municipal Commissioner, Dehradun, has been transferred and posted as Additional Secretary, Rural Development.
  2. Sandeep Tiwari (IAS:2017:UK), CDO, Nainital with additional charge MD, KMVN has been posted as MD, KMVN.
  3. Varun Chaudhary (IAS:2017:UK), CDO, Pithoragarh, has been transferred and posted as Commissioner, Municipal Corporation, Haridwar.
  4. Abhinav Shah (IAS:2019:UK), Joint Magistrate, Roorkee, has been transferred and posted CDO, Chamoli.

UPSC queries Maharashtra govt on urgency to appoint New DGP

The Union Public Service Commission (UPSC) is currently reviewing a proposal for the appointment of a new Director General of Police (DGP) for Maharashtra. The UPSC has sought clarifications from the state government, questioning the necessity of changing the current state police chief, Rajnish Seth (IPS:1989:MH), before the completion of his term. Seth, who is set to retire on December 31, was chosen by the state government as the chairperson of the Maharashtra Public Service Commission (MPSC) in early October.

Insiders reveal that Seth was given the option of the MPSC role to create a vacancy for senior IPS officer Rashmi Shukla (IPS:1988:MH). The state government subsequently submitted a proposal to the UPSC for the appointment of a new DGP. The UPSC, in response, is preparing a panel of three officers suitable for the DGP position and will send it back to the state for selection. However, the UPSC has sought clarifications, particularly regarding the criminal charges faced by Rashmi Shukla.

Rashmi Shukla, currently serving as the DGP of the Sashastra Seema Bal, had faced several cases, including accusations of phone tapping during her tenure as the Commissioner of Intelligence of Maharashtra. Shukla, along with being wanted in these cases, sought legal relief. The UPSC has inquired about her criminal record.

The state government has responded to the UPSC, explaining that a vacancy was created by Seth’s appointment to the MPSC, and it provided details regarding the charges against Shukla. The state asserted that she now holds vigilance clearance, and all cases against her are closed.

The IPS officers on the list submitted to the UPSC are Rashmi Shukla, Sandeep Bishnoi (Chairman of Police Housing Corporation), Vivek Phansalkar (Mumbai Police Commissioner), Pradnya Sarvade (DG of Railway Police), Jaijeet Singh (Thane Police Commissioner), Sadanand Date (ATS chief), Atulchandra Kulkarni (Additional Director of NIA), and Bipin Kumar Singh (DG of State Security Corporation).

Shukla is scheduled to retire in June 2024, but if appointed as the DGP, she could serve a stipulated two-year term. Phansalkar, who will retire in April 2025, is another potential candidate. With elections approaching, the state government may lean towards appointing Shukla, given her cleared vigilance report. Phansalkar could be an alternative choice if he receives a promotion.

Bishnu Charan Mallick gets extension as DCO/DCR, Rajasthan

Bishnu Charan Mallick (IAS:2007:RJ), who is presently serving as DCO/DCR (Joint Secretary level), Rajasthan in the Office of the Registrar General of India, has been granted an extension of his deputation tenure. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (November 21, 2023), the Appointments Committee of the Cabinet has approved the extension of Mallick’s deputation tenure up to an overall period ending December 31, 2025, or until further orders, whichever is earlier.

Solomon Yash Kumar Minz gets extension as IG, BSF

Solomon Yash Kumar Minz (IPS:1997:MP), currently serving as the Inspector General (IG) of the Border Security Force (BSF), has received a two-year extension in his deputation tenure. The Department of Personnel and Training (DoPT) issued an order on Tuesday (21.11.2023), stating that the Appointments Committee of the Cabinet has granted approval to extend Mr. Minz’s deputation tenure beyond January 6, 2024, up to January 6, 2026. This extension is in relaxation of the IPS Tenure Policy.

Karnataka: Rajneesh Goel appointed new Chief Secretary

The Karnataka government announced on Tuesday (21.11.2023) the appointment of senior IAS officer Rajneesh Goel (IAS:1986:KN) as the new Chief Secretary, succeeding the incumbent Vandita Sharma (IAS:1986:KN), who is scheduled to retire at the end of November. Currently, he is serving as the Additional Chief Secretary (ACS) in the Home Department.

Since the inception of the Siddharamaiah government in May, Rajneesh Goel has consistently emerged as a strong contender for the position of Chief Secretary. His appointment as the Additional Chief Secretary to the Chief Minister at that time was a clear indication of the government’s trust in his capabilities. Additionally, Goel holds the most senior position among IAS officers in the state after Vandita Sharma, positioning him as a primary candidate for the Chief Secretary role.

2021 batch IPS officers of AGMUT Cadre get posting orders
