In a recent development, Vineet Mathur (IPoS:1994), currently serving as Joint Secretary in the Department of Consumer Affairs, has been prematurely repatriated to his parent cadre.
As per an order issued by the Department of Personnel and Training (DoPT) on Thursday (01.02.2024), the competent authority has approved the proposal to repatriate Mr. Mathur to his parent cadre. The decision is aimed at providing him the opportunity to avail the benefit of promotion within his cadre.
In a recent development, Shrikant Walgad (IAS:1991:HY), serving as the Chief Vigilance Officer (CVO) in Bharat Electronics Ltd. (BEL), Bengaluru, has been prematurely repatriated to his parent cadre of Haryana.
As per an order issued by the Department of Personnel and Training (DoPT), the competent authority has approved the proposal to repatriate Mr. Walgad to his parent cadre. The decision is aimed at enabling him to avail the benefit of promotion within his cadre.
In a recent update, the central government has made several noteworthy changes and extensions in the administrative posts of key officials, as follows:
Saurabh Kumar Tiwari (IP&TA&FS: 1993): The post of Saurabh Kumar Tiwari has been extended with a downgradation from Additional Secretary to the level of Joint Secretary in the Direct Benefit Transfer Mission. This extension is effective until December 10, 2025.
Praveen Vashista (IFS: 1991: BH): The post of Praveen Vashista has been extended with an upgradation from Joint Secretary to the level of Additional Secretary in the Department of Home. This extension is effective until January 14, 2025.
Sunil Paliwal (IAS: 1993: TN): Sunil Paliwal, currently serving as the Chairperson of Chennai Port Authority, has received an extension with an upgradation from the level of Joint Secretary to that of Additional Secretary. This extension is valid until September 15, 2024.
Sandip Pradhan (IRS-IT: 1990): Sandip Pradhan, the Director General of Sports Authority of India, Department of Sports, Ministry of Youth Affairs and Sports, has been granted an extension with an upgradation from the level of Joint Secretary to Additional Secretary. This extension is effective until September 30, 2024.
Arvind Shrivastava (IAS: 1994: KN): Arvind Shrivastava’s post has been extended with an upgradation from Joint Secretary to the level of Additional Secretary in the Prime Minister’s Office. This extension is valid until March 24, 2025.
These changes and extensions aim to ensure the continuity of effective leadership and management within the respective departments and missions, providing stability and expertise in key administrative roles.
Deepika Lohia Aran (IOFS:2002), currently serving as the Chief Vigilance Officer (CVO) at the National Institute of Fashion Technology (NIFT), has been granted approval for an extension in holding the additional charge of the post of CVO at Handicrafts & Handlooms Export Ltd. (HHEC) & Central Cottage Industries Corporation of India Ltd. (CCIC). According to an order issued by the Department of Personnel and Training (DoPT) on January 24, 2024, the Appointments Committee of the Cabinet has endorsed the proposal. This extension is valid up to September 21, 2026, or until the appointment of a regular CVO, or until further orders, whichever occurs earlier.
Prem Prakash (IOFS:1998), the Chief Vigilance Officer (CVO) at Satluj Jal Vidyut Nigam Ltd. (SJVNL), has received approval for a further six-month extension to continue holding the additional charge of the post of CVO at Tehri Hydro Development Corporation of India Ltd. (THDC). As per an order issued by the Department of Personnel and Training (DoPT) on January 24, 2024, the Appointments Committee of the Cabinet has sanctioned the proposal. This extension is effective beyond November 7, 2023, or until the appointment of a regular CVO, or until further orders, whichever is earlier.
Virender Kumar Adhana (IOFS:1998), currently serving as the Chief Vigilance Officer (CVO) at Rural Electrification Corporation Ltd (REC), has been granted a further six-month extension to continue holding the additional charge of the post of CVO at National Thermal Power Corporation Ltd. (NTPC). The Department of Personnel and Training (DoPT) issued an order on January 24, 2024, stating that the Appointments Committee of the Cabinet has approved the proposal. This extension is effective beyond November 7, 2023, or until the appointment of a regular CVO, or until further orders, whichever occurs earlier.
The Kerala government has given assurance that it will assess the request made by retired IAS officers for supplementary benefits beyond their pension, akin to the privileges granted to retired judges of the Kerala High Court.
Currently, retiring Chief Justices and Judges are entitled to additional benefits of Rs 25,000 and Rs 20,000 per month, respectively. The IAS Association in Kerala is advocating for similar benefits for retired IAS officers.
In response to an RTI query, the government stated that it will review the demands put forth by the IAS officers. It was disclosed in the RTI reply that the government lacks data pertaining to the number of retired IAS personnel eligible for such benefits.
Vivek Chandrakant Tongaonkar has been selected as Director (Finance), Oil & Natural Gas Corporation Limited (ONGC) at a Public Enterprises Selection Board (PESB) meeting held on January 31, 2024. Presently, he is serving as Director (Finance) & Chief Financial Officer, Mangalore Refinery & Petrochemicals Limited (MRPL).
He will be appointed to the post of Director (Finance) after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

The Himachal Pradesh government on Wednesday revoked the transfer orders of Sanjay Kundu (IPS:1988:HP), Director General of Police, from his position as Principal Secretary Ayush, effectively reinstating him as the Director General of Police.
Kundu was initially removed from his role as Himachal DGP and reassigned as Principal Secretary of the Ayush Department following a Himachal Pradesh High Court order. The court had raised concerns about allegations of Kundu interfering in an ongoing criminal investigation and attempting to exert pressure on a businessman who claimed to have received threats from his partners.
The withdrawal of the transfer order aligns with a Supreme Court directive that overturned the Himachal Pradesh High Court’s decision to oust Kundu as DGP. The Chief Justice of India DY Chandrachud, leading the bench, issued the order after hearing Kundu’s plea challenging the January 9 HC decision that rejected his petition to reconsider the earlier directive for his removal as police chief.
While setting aside the high court’s directive, the Supreme Court specified that Kundu would have no control over the investigation conducted by a special investigation team (SIT) into the matter.
On January 9, the high court had dismissed the review petition seeking to recall the December 26, 2023, orders. These orders directed the home secretary to transfer Kundu and others to positions where they would have no opportunity to influence the ongoing investigation.
The central deputation tenure of Subrat Kumar Pradhan (IES: 2008), serving as Director of Higher Education, has been extended. As per an order from the Department of Personnel and Training (DoPT) on Tuesday (30.01.2024), the Appointments Committee of the Cabinet has given its approval to the proposal by the Director of Higher Education to extend Mr. Pradhan’s deputation tenure. The extension is effective beyond 16.03.2024, up to 16.03.2026, or until further orders, whichever transpires earlier.
