Leadership transition looms as tenures conclude for 23 CMDs and MDs across varied PSUs

The imminent conclusion of tenures for 23 CMDs and MDs across various Public Sector Undertakings (PSUs) marks a significant transition in leadership roles. Noteworthy conclusions include Ratna Sekhar Adika’s term as CMD at Balmer Lawrie & Co Ltd in June, Pravin Kumar Purwar’s tenure as CMD at BSNL in July, and Ravindra Kumar Jain’s term as MD at DFCCIL also concluding in July.

Additionally, Manoj Kumar’s tenure as CMD at EdCIL concludes in November, Kishor Rungta’s term as CMD at FACT in February, and Pushup Kumar Joshi’s tenure as CMD at HPCL in August. Other notable conclusions include K B George as CMD at HLL Lifecare in March, Dr. Mukesh Kumar as MD at Indian Medicine Pharmaceuticals Corporation Ltd in April, and Shrikant Madhav Vaidya as CMD at Indian Oil Corporation Ltd in August.

Moreover, Deependra Singh’s tenure as CMD at IREL (India) Limited concludes in November, Sunil Kumar Kaimal’s term as MD at KAPL in July, and T Saminathan’s tenure as CMD at KIOCL ends in May. Maharashtra: 7 IAS officers shifted

  4. DK Khillari (IAS:2013:MH), Chief Executive Officer of Zilla Parishad in Satara, has been transferred and posted as Director of Other Backward Bahujan Kalyan in Pune.
  5. Rahul Gupta (IAS:2017:MH), Chief Executive Officer of Zilla Parishad in Dharashiv has given additional responsibility of Joint Managing Director of MAHADISCOM in Chatrapatti Sambhaji Nagar.
  6. Muruganantham M (IAS:2020:MH), Project Officer at ITDP and Assistant Collector at Chandrapur Sub Division in Chandrapur, has been transferred and posted as Chief Executive Officer of Zilla Parishad in Gondia.
  7. Yashni Nagarajan (IAS:2020:MH), Project Officer at ITDP in Pandharkawada and Assistant Collector at Kelapur Sub Division in Yavatmal, has been transferred and posted as Chief Executive Officer of Zilla Parishad in Satara.

Chandigarh Administration Braces for Major Bureaucratic Shuffle as New Advisor Takes Charge

As the new Advisor to UT Administrator, Rajiv Verma (IAS:1992:AGMUT), assumes office on Wednesday (07.02.2024), the Chandigarh administration anticipates first significant bureaucratic reshuffle in the new year 2024. Numerous senior bureaucrats serving on deputation in the city for over two years are set to complete their service tenure by the end of the current year.

Home Secretary Nitin Kumar Yadav (IAS:2000:HY), a Haryana Cadre IAS officer, iwill complete his three-year deputation period in September.

Finance Secretary Vijay Namdeorao Zade (IAS:2002:PB), a Punjab Cadre IAS officer, is set to complete his three-year deputation in May.

The roles of home secretary and finance secretary are crucial bureaucratic positions in Chandigarh after the advisor to the administrator. Both officers handle key responsibilities related to home affairs, police, transport, finance, urban planning, excise, estate, etc.

Municipal Corporation Commissioner Anindita Mitra (IAS:2007:PB), a Punjab Cadre IAS officer, is anticipated to conclude her three-year deputation in August. Chandigarh Deputy Commissioner Vinay Pratap Singh (IAS:2011:HY), a Haryana cadre IAS officer, will complete his deputation tenure in November this year.

Furthermore, Director General of Police (DGP) Praveer Ranjan (IPS:1993:AGMUT), an AGMUT cadre IPS officer, is also reaching the end of his three-year term in Chandigarh in August. Unlike state cadre IAS and IPS officers of Punjab and Haryana, there is no fixed period for deputation for AGMUT cadre officers, but they generally get transferred from the city after a three-year tenure.

The Chhattisgarh government on Thursday (08.02.2024) issued transfer and posting orders for two IAS officers.

The names of the officers and their postings are as follows:

  1. Sanjay Kannauj (IAS:2016:CG), Additional Collector, Dantewada, has been transferred and posted as CEO, Zila Panchayat, Balod.
  2. Laxman Tiwari (IAS:2021:CG), SDO (Revenue), Surajpur, Surajpur District, has been transferred and posted as CEO, Zila Panchayat, Sukma with additional charge of SDO (Revenue), Sukma, Sukam District.

Punjab: RERA Chief Satya Gopal resigns

The Punjab government has accepted the resignation of Chairperson of Real Estate Regulatory Authority (RERA), Punjab Satya Gopal (Retd.IAS:1988:AGMUT). After retiring in July 2022, he assumed the role of RERA chief in December for a tenure of five years or until reaching the age of sixty-five in July 2027.

While the official reason for Satya Gopal’s resignation has not been disclosed, reports suggest that he had been on leave for an extended period. The delay in obtaining RERA licenses for numerous housing projects has been a matter of concern, prompting builders and developers to escalate the issue to the highest political and bureaucratic levels in the state. This delay has resulted in non-payment of dues, such as external development charges, by realtors to the government’s housing department.

Additionally, Satya Gopal is reportedly under scrutiny for allegedly providing financial benefits to two electricity distribution companies in Delhi in 2021.

Justice AM Khanwilkar to be next Lokpal

Justice AM Khanwilkar, former Supreme Court judge, is poised to become India’s next Lokpal following deliberations by a high-level committee, including Prime Minister Narendra Modi, Chief Justice of India D.Y. Chandrachud, and Congress leader Adhir Ranjan Chowdhury. Former Attorney General of India KK Venugopal was also part of the meeting to finalize the appointment of the new Lokpal. The Lokpal’s role involves investigating corruption allegations against public officials as per the Lokpal Act.

Currently, Justice Pradip Kumar Mohanty, former Chief Justice of the Jharkhand High Court, serves as the acting Lokpal, having been appointed a judicial member in 2019 and Acting Chairperson since May 2022.

In a separate meeting, attended by Home Minister Amit Shah besides Mr. Modi and Mr. Chowdhury, the committee discussed filling a vacancy in the Central Vigilance Commission (CVC). AS Rajeev, Managing Director of Bank of Maharashtra, was selected, though Mr. Chowdhury registered a dissent note, having proposed Atanu Das, a former banker, for the CVC position.

Following CAT Chandigarh’s directive, the DoPT, under the Union Ministry of Personnel, has ordered the appointment of former Haryana additional director, Ashwani Kumar Gupta, to the IAS. Gupta has been appointed as Additional Managing Director, HSIIDC, marking his first posting as an IAS officer.

The state government had five IAS vacancies for non-State Civil Service (SCS) officers, and after a selection process, Gupta’s name was recommended in the select list of 2019. However, a delay in notification led to his exclusion. Despite Gupta’s retirement, the CAT bench ruled that the objection raised by the Union Personnel Ministry is not valid. The central government is now instructed to consider Gupta’s appointment, treating him from the date when his juniors were inducted into the IAS cadre. DoPT, on January 23, issued orders for Gupta’s appointment, deeming him notionally appointed to the IAS cadre of Haryana from the select list date, with consequential benefits.

  2. G Phaneendra Reddy (IAS:1990:TG) has been appointed as Chief Rationing Officer of Hyderabad.
  3. Anita Ramachandran (IAS:2004:TG) has been posted as Commissioner of Panchayat Raj and Rural Development.
  4. B Bala Maya Devi (IAS:2005:TG) will now serve as the Commissioner of Backward Class Welfare.

  8. A Nirmala Kanthi Wesley (IAS:2016:TG) has been posted as Director of Women Child Development and Scheduled Caste (WCD&SC).
  9. B Gopi (IAS:2016:TG) has been appointed as the Commissioner of Fisheries.
  10. E Naveen Nicolas (IAS:2018:TG) has been appointed as the Secretary of the Telangana State Public Service Commission (TSPSC).

CVC Additional Secretary Praveen Kumari Singh repatriated to her parent cadre

Praveen Kumari Singh (IRPS:1993), serving as Additional Secretary (JS level) in the Central Vigilance Commission (CVC), has been prematurely repatriated to her parent cadre. In accordance with an order released by the Department of Personnel and Training (DoPT) on Tuesday (06.02.2024), the Appointments Committee of the Cabinet has sanctioned the DoPT’s proposal to repatriate Ms. Singh to her parent cadre, enabling her to avail the benefits of promotion within the cadre.
