The Punjab government on Tuesday (13.02,2024) transferred two IAS officers, relieving Rahul Bhandari (IAS:1997:PB) from the post of Principal Resident Commissioner, Punjab Bhawan, New Delhi. Shruti Singh (IAS:2005:PB), Secretary, Personnel, will work as Resident Commissioner, Punjab Bhawan, in addition to her present assignments. Bhandari has been asked to report to the Department of Personnel immediately. His posting orders will be issued later.
J&K: Two IAS officers assigned addl. responsibilities
The Jammu & Kashmir government has assigned additional responsibilities to two IAS officers. As per an order issued by the General Administration Department (GAD), senior IAS officer D Vaidya (IAS:1998:AGMUT), Principal Secretary, Finance Department, will now also hold the charge of Administrative Secretary, Home Department, in addition to his existing duties.
In another order from the GAD, IAS officer Mohammad Aijaz (IAS:2012:AGMUT), Administrative Secretary, Planning Department, holding the additional charge of Administrative Secretary, Civil Aviation Department, has been assigned the additional charge of the post of Civil Aviation Commissioner.
HP: 8 IAS officers shifted, Sanjay Gupta appointed Chairman of HPSEBL
In a significant bureaucratic reorganization, the Himachal Pradesh government issued transfer and posting orders for 8 IAS officers on Tuesday. Additionally, two IAS officers were assigned additional responsibilities.
The names of the officers and their posting are as follows;
- Sanjay Gupta (IAS:1998:HP) has been posted as the new Chairman of the Himachal Pradesh State Electricity Board Limited (HPSEBL). Gupta would operate under the overall administrative control and supervision of the Chief Minister. Furthermore, Gupta’s position is said to be equivalent in rank, status, and responsibility to that of the Chief Secretary. In addition to his role at HPSEBL, Sanjay Gupta will continue to hold the additional charge of the post of Chairman cum Managing Director of the Ropeway and Rapid Transport System Development Corporation.
- Onkar Chand Sharma (IAS:1994:HP), Additional Chief Secretary-cum-Financial Commissioner, Revenue with additional charge of ACS, Tribal Development and JSV, has been entrusted with the additional charge of the Chairman of the HP Pollution Control Board, a role previously held by Sanjay Gupta.
- Amandeep Garg (IAS:1999:HP), Principal Secretary (Personnel) with additional charge of Principal Secretary, Forest and Ayush, has been transferred and posted as Advisor, Regulatory Reforms at New Delhi and Principal Secretary, Personnel, PWD and Forest.
- Kadam Sandeep Vasant (IAS:2010:HP), Divisional Commissioner, Shimla Division with additional charge of Registrar, Co-operative Societies, has been transferred and posted as Secretary, Ayush. He will continue to hold the additional charge of Divisional Commissioner, Shimla Division at Shimla.
- Raj Krishna Pruthi (IAS:2009:HP), Secretary-cum-CEO, HIMUDA, Shimla with additional charge of Chairman HP Rajya Chayan Ayog at Hamirpur and also functioning as Chief Administrator, HP, Rajya Chayan Ayog at Hamirpur, has been transferred and posted as Registrar, Cooperative Societies, Shimla. He will continue to hold additional charges of Chairman HP Rajya Chayan Ayog at Hamirpur and Chief Administrator, HP, Rajya Chayan Ayog at Hamirpur.
- Sandeep Kumar (IAS:2010:HP), Special Secretary, Technical Education, Shimla Division at Shimla with additional charges of Commissioner, Department of Enquiries, Shimla, and Director, Youth Services & Sports, Shimla, has been transferred and posted as Secretary-cum-Chief Executive Officer, HIMUDA, Shimla, with additional charge of Director, Youth Services & Sports.
- Dorje Chhering Nagi (IAS:2011:HP), Settlement Officer, Shimla Division at Shimla, has been transferred and posted as Director, Transport, Shimla with additional charge of Settlement Officer, Shimla Division at Shimla.
- Dr. Nipun Jindal (IAS:2014:HP), Director, Ayush, Shimla, has been given additional charges of Director, Department of Digital Technology and Governance, Shimla and MD, HP State Electronics Development Corporation, Shimla.
Furthermore, two IAS officers were assigned additional charge of different departments.

- Devesh Kumar (IAS:1998:HP), Principal Secretary, Urban Development, Town & Country Planning, with additional charge of the post of Principal Secretary, Tourism & Civil Aviation, Housing, Finance, Planning, Economic & Statistics, and 20 Point Programme shall also hold the additional charge of the post of Principal Secretary, State Taxes & Excise.
- Rakesh Kanwar (IAS:2007:HP), Secretary, Education, Animal Husbandry and Language Art & Culture, Shimla, has been given additional charge of Secretary, Information & Public Relations.
Rajasthan: Rajesh Nirwan posted as DG, Home Guards
The Rajasthan government has appointed senior IPS officer Rajesh Nirwan (IPS:1992:RJ) as the Director General and Commandant General of the Home Guards. Previously serving as the Additional Director General in the Border Security Force (BSF) until October, Nirwan has returned to Rajasthan after completing his central deputation. He joined BSF on central deputation in 2016 and was promoted to the rank of ADG in BSF in 2021.

Asif Ismail (IOFS:2012) has been appointed as Deputy Secretary in the Department of Economic Affairs, Delhi. The Department of Personnel and Training (DoPT) issued an order on Tuesday (February 13, 2024), stating that the competent authority has approved Mr. Ismail’s appointment to the post under the central staffing scheme. The central deputation tenure of Darpan Jain (IAS:2001:KN) as Joint Secretary in the Department of Commerce has been extended for two years. As per the order issued by the Department of Personnel and Training (DoPT) on Tuesday (February 13, 2024), the Appointments Committee of the Cabinet has approved the Department of Commerce’s proposal to extend Mr. Jain’s deputation tenure for two years beyond February 19, 2024, or until further orders, whichever is earlier.
