MP: Chief Secretary Veera Rana gets six-month extension

Prior to the upcoming Lok Sabha elections, the Union government on Friday (15.03.2024) greenlit the Madhya Pradesh government’s request to extend the tenure of state Chief Secretary Veera Rana (IAS:1988:MP) by six months. Rana, slated for retirement on March 31, received the extension following a proposal forwarded by the BJP-led state government to the Centre on March 8.

The Department of Personnel and Training (DoPT) has granted its approval, taking effect from April 1, with the extended period concluding on September 30, 2024.

Prior to Veera Rana’s extension, the Shivraj government had indeed extended the tenure of Chief Secretary Iqbal Singh Bains twice, each for six months. Following the conclusion of Bains’s second extension on November 30, Veera Rana took on the additional role of Chief Secretary. Consequently, Rana now holds the distinction of being the sixth Chief Secretary to receive an extension within this series of events.

Retd. IAS officer Navneet Kumar Sehgal appointed Chairman of Prasar Bharati

Retired IAS officer Navneet Kumar Sehgal (IAS:1988:UP) has been appointed to the position of Chairman of the Prasar Bharati Board, which had remained vacant for four years. Sehgal steps into this role following A Surya Prakash, whose tenure concluded in February 2020 upon reaching the age limit of 70, prescribed for the post.

As per the official directive, Sehgal’s term will span three years or until he reaches the age of 70, whichever comes first.

Vice President Jagdeep Dhankhar presided over a meeting on Friday to appoint the chairman of the national public broadcaster. Serving as the chairman of the Rajya Sabha, the Vice President leads the selection committee for the Prasar Bharati chairman. The committee comprises the chairperson of the Press Council of India and a nominee of the President, completing the three-member panel.

Present at the meeting were Press Council of India chairperson, Justice Ranjana Desai (Retd), and Information and Broadcasting Secretary, Sanjay Jaju.

Sehgal has been a significant figure in the administrations of Mayawati, Akhilesh Yadav, and Yogi Adityanath. Particularly notable was his tenure under Chief Minister Yogi’s government, where he earned acclaim as the chief troubleshooter and a trusted confidante of the CM. Before being transferred to the sports department, he served as the Additional Chief Secretary of the Information Department.

Haryana: Five IAS officers including TVSN Prasad assigned additional charges

The Haryana government on Friday (15.03.2024) issued transfer and posting orders impacting 5 IAS officers and 17 HCS officers throughout the state. Notably, all 5 IAS officers were assigned additional responsibilities as part of the reshuffle.

The names of the officers and their postings are as follows;

  1. TVSN Prasad (IAS:1988:HY), ACS and Financial Commissioner, Revenue & Disaster Management and Consolidation Department, Chief Resident Commissioner, Haryana Bhawan, New Delhi and ACS, Home, Jails, Criminal Investigation and Administration of Justice Department, has been given additional charge of Chief Secretary of State, General Administration Department, Human Resources, Personnel & Training, Parliamentary Affairs, Vigilance Departments and Secretary Incharge of Plan Coordination.
  2. TL Satyaprakash (IAS:2002:HY), Commissioner/Secretary, Mines & Geology, Chief Administrator, Haryana Shaheri Vikas Pradhikaran, Panchkula and CEO, Drone Imaging & Information Systems of Haryana Ltd. (DRIISHYA), has been given additional charge of MD, Haryana Minerals Ltd., New Delhi.
  3. Ramesh Chander Bidhan (IAS:2005:HY), Commissioner, Gurugram Division, Gurugram, MD, Haryana Minerals Ltd., New Delhi and Chairman, Mewat Development Agancy, Nuh, has been given additional charge of Secretary, Haryana State Commission for Scheduled Castes.
  4. Dr. Brahmjeet Singh Rangi (IAS:2016:HY), Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Palwal, has been given additional charge of District Municipal Commissioner, Palwal.
  5. Pradeep Singh (IAS:2020:HY), Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Nuh, has been given additional charge of District Municipal Commissioner, Nuh.

In the same order 17 Haryana Civil Serices officers were issued transfer and postong orders.

CMO Roster: Haryana govt decides duties for key officials

The Haryana government on Friday (15.03.2024) issued orders detailing the assignments of officials stationed in the Chief Minister’s Office (CMO). The order stipulates that the following officers will continue their duties within the CMO, each with specified responsibilities:

V Umashankar (IAS:1993:HY) will serve as:

  1. Principal Secretary to the CM
  2. Additional Chief Secretary to the Citizen Resources Information Department
  3. Administrative Secretary Incharge of CM Window
  4. Additional Chief Secretary, Information, Public Relations Languages, and Culture Department
  5. Additional Chief Secretary, Foreign Cooperation Department

Amit Kumar Agrawal (IAS:2003:HY) will hold the positions of:

  1. Additional Principal Secretary to the CM
  2. Project Director, Chief Minister’s Good Governance Associates Programme
  3. Managing Director, Haryana Vidyut Prasaran Nigam Ltd.
  4. Commissioner/Secretary, Development & Panchayat Department

Ashima Brar (IAS:2004:HY) is designated as:

  1. Additional Principal Secretary to the CM
  2. Director General/Secretary, Social Justice, Empowerment, Welfare of Scheduled Castes & Backward Classes, and Antyodaya (SEWA)

Additionally, the following officers will assume roles as OSDs:

  • Virat (HCS:2011) will serve as OSD to the Principal Secretary to the CM
  • Sudhanshu Gautam (HCS:2013) will act as OSD to the CM
  • Heena Bindlish (HCS:2023) will function as OSD to the Chief Principal Secretary to the CM.

Haryana: TVSN Prasad gets addl. charge of Chief Secretary

Just a day before the announcement of the election schedule, the Haryana government took a significant administrative decision on Friday by appointing IAS officer TVSN Prasad (IAS:1988:HY) to assume the additional charge of Chief Secretary. This development coincided with the incumbent Chief Secretary, Sanjeev Kaushal (IAS:1986:HY), proceeding on earned leave on the same day.

It’s noteworthy that Kaushal is slated to retire on July 31. Therefore, the responsibility of Chief Secretary has been entrusted to Prasad. Currently serving as Additional Chief Secretary (ACS) in the Home department and as Additional Chief Secretary in the Revenue Department, Prasad steps into this added role at a pivotal moment.

As Chief Secretary, Prasad will oversee key departments including General Administration, Human Resources, Personnel and Training, Parliamentary Affairs, and Vigilance.

Following Kaushal, Prasad holds the position of the most senior IAS officer in Haryana. Typically, the government appoints the most senior IAS officer as the Chief Secretary, with few exceptions.

Angshuman Dey gets addl. charge of Secretary, NECS

Angshuman Dey (IFoS:1997:TR), Joint Secretary, Minister of Development of North Eastern Region (DoNER), has been given additional charge of the post of Secretary, North Eastern Council Secretariat (NECS). According to an order issued by the Department of Personnel and Training (DoPT) on Friday (15.03.2024) the Appointments Committee of the Cabinet has approved the assignment of additional charge of the post to Mr. Day with effect from 17.02.2024 or till appointment of a regular incumner or until further orders, whichever is earlier.

SG Dastidar appointed as Financial Advisor (Defence Services) in Ministry of Defence

Sugata Ghosh Dastidar (IDAS:1987) has been appointed as the Financial Advisor (Defence Services) within the Ministry of Defence. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (15.03.2024), the Appointments Committee of the Cabinet has approved Mr. Dastidar’s appointment to the position, succeeding Ms. Rasika Chaube (IDAS:1986), whose term of contract concludes on March 31, 2024. Notably, Mr. Dastidar currently serves as the Controller General of Defence Accounts.

Faiz Ahmed Kidwai continues CEO, NRAA

Faiz Ahmed Kidwai (IAS:1996:MP), currently serving as Additional Secretary in the Department of Agriculture and Farmers Welfare, will retain the additional responsibility of Chief Executive Officer (CEO) of the National Rainfed Area Authority (NRAA). According to an order issued by the Department of Personnel and Training (DoPT) on Friday (15.03.2024), the Appointments Committee of the Cabinet has granted an extension of this additional charge to Mr. Kidwai. The extension is effective from March 5, 2024, for a duration of one year or until the appointment of a new CEO, or further notice, whichever occurs earlier.

Punjab: Three IAS shifted

The Punjab government on Thursday (14.03.2024) issued transfer and posting orders for three IAS officers.

The names of the officers and their postings are as follows;
