Umesh Chander Datta appointed IG in SPG

Umesh Chander Datta (IPS:2000:RJ) has been appointed as Inspector General (IG) in Special Protection Group (SPG) for five years. According to an order issued by the Department of Personnel and Training (DoPT) on Friday (05.04.2024), the Appointments Committee of the Cabinet has approved the proposal of the Office of Secretary (Security), Cabinet Secretariat to appoint Umesh Chander Datta to the post for five years from the date of assumption of the charge of the post.

NCLT’s Financial Advisor Tsewang Tharchin repatriated to parent cadre

Tsewang Tharchin (IA&AS:2007), Financial Advisor, National Company Law Tribunal (NCLT), New Delhi, under Ministry of Corporate Affairs, has been prematurely repatriated to his parent cadre. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (04.04.2024), the competent authority has approved the repatriation of Tsewang Tharchin to his parent cadre i.e. Office of the Comptroller and Auditor General of India to avail the benefit of promotion in the cadre.

Deputation tenure of three IPS officers serving in CBI extended

The deputation tenure of three IPS officers serving in Central Bureau of Investigation (CBI) has been extended. The competent authority on Thursday (04.04.2024) approved the proposal to extend the deputation tenure of following officers;

  1. Deputation tenure of Sudha Singh (IPS:2006:OD), serving as DIG in CBI, has been extended for two years beyond 28.07.2024 i.e. upto 28.07.2026 (7 years in total).
  2. Deputation tenure of A Jayadevan (IPS:2008:MP), serving as DIG in CBI, has been extended for two years beyond 02.06.2024 i.e. upto 02.06.2024 (7 years in total).
  3. Deputation tenure of Dr. Navdeep Singh Brar (IPS:2012:MP), serving as SP in CBI, has been extended for three years beyond 29.07.2024 i.e. upto 29.07.2027 (7 years in total).

IPS officer Abdur Rehman set to contest from Dhule on VBA ticket, approaches HC seeking VRS

The Bombay High Court ordered the Union government to submit its response to a petition from IPS officer Abdur Rehman, chosen by Vanchit Bahujan Aghadi (VBA) as candidate for Dhule Lok Sabha seat. Dhule will vote on May 20, along with Mumbai and other districts in Maharashtra.

Meanwhile, the Maharashtra government opposed Rehman’s request for the prompt decision on his Voluntary Retirement Scheme (VRS) application.

Rehman resigned as Inspector General of the State Human Rights Commission in 2019 due to his disagreement with the Citizenship Amendment Act (CAA) passed by the Rajya Sabha. However, his resignation and previous VRS requests were rejected.

Rehman challenged the rejection of his retirement request by the Union and state home ministries in October 2019. Initially, he requested retirement in 2017, withdrew it, then applied again in March 2018. His second request in 2018 was denied due to pending disciplinary actions, which were resolved in January 2019. His third request in October 2019 was also rejected by the Union Ministry of Home Affairs, prompting him to appeal to the Central Administrative Tribunal (CAT). After the tribunal dismissed his appeal in December last year, he approached the High Court.

The Union government’s counsel, Ravi Shetty, informed the bench that they need time to file an affidavit with additional details regarding certain disciplinary proceedings against Rehman. Shetty requested two weeks to file the affidavit. Rehman’s advocate objected, stating that there were no charges against him when he applied for VRS, so his request should not have been rejected.

Shetty mentioned that although Rehman was cleared of a previous inquiry, the government received a new complaint alleging that he got married again while still married to his first wife. The complaint was filed by Rehman’s father-in-law. Despite the complaint being withdrawn later, the government learned about the second marriage, which could lead to dismissal from service. The bench granted the Union government two weeks to file its affidavit and scheduled the next hearing for April 18.

SC Collegium recommends five Additional Judges of Karnataka HC to be Permanent

The Supreme Court Collegium on Wednesday (03.04.2024) recommended appointing five Additional Judges of the Karnataka High Court as Permanent Judges of that High Court.

They are;

  1. Justice Cheppudira Monnappa Poonacha
  2. Justice Anil Bheemsen Katti
  3. Justice Chandrashekhar Mrutyunjaya Joshi
  4. Justice Umesh Manjunathbhai Adiga
  5. Justice Talked Girigowda Shivashankare Gowda

Further, SC Collegium also recommends appointment of Justice Gurusiddaiah Basavaraja as an Additional Judge of Karnataka High Court for a fresh term of one year.

Inter-Cadre Deputation Tenure of Three IAS officers to AGMUT Cadre Extended

The Appointments Committee of the Cabinet on Thursday (04.04.2024) approved the proposal of Department of Personnel and Training (DoPT) to extend the inter cadre deputation tenure of three IAS from different cadres to the AGMUT (Union Territory of Jammu & Kashmir) cadre for one year.

They are;

  1. The inter cadre deputation tenure of Athar Aamir Ul Shafi Khan (IAS:2016:RJ) from Rajasthan cadre to AGMUT cadre has been extended for one year beyond 15.02.2024.
  2. The inter cadre deputation tenure of Basharat Qayoom (IAS:2016:JH) from Jharkhand cadre to AGMUT cadre has been extended for one year beyond 23.02.2024.
  3. The inter cadre deputation tenure of Akshay Labroo (IAS:2018:TR) from Tripura cadre to AGMUT cadre has been extended for one year beyond 17.02.2024.

ChPA CVO S Murali Krishnan gets two years extension

The deputation tenure of S Murali Krishnan (IDAS:2005) as Chief Vigilance Officer (CVO) of Chennai Port Authority (ChPA), Chennai has been extended for two years. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (03.04.2024), the competent authority has approved the proposal to extend the deputation tenure of S Murali Krishnan for a further period of two years beyond 15.04.2024 i.e. upto 15.04.2026 or until further orders.

IIIDEM DG Dharmendra Sharma gets six months extension

Retired IAS officer Dharmendra Sharma (IAS:1988:AGMUT), presently holding the post of Director General (DG) in the India International Institute of Democracy and Election Management (IIIDEM), has been granted a six-month extension of re-employment on a contractual basis. According to an order issued by the Department of Personnel and Training (DoPT) on Monday (01.04.2024), the Appointments Committee of the Cabinet has approved the extension of Dharmendra Sharma’s re-employment term to the rank and pay of Additional Secretary to the Government of India, on a contract basis, lasting until 31.03.2025 or until further orders, whichever occurs earlier.

NHRC DG (Inv.) Ajay Bhatnagar gets Apex pay scale

Ajay Bhatnagar (IPS:1989:JH), Director General (DG) (Inv.), National Human Rights Commission (NHRC), has been granted Apex pay scale (Level-17 in the pay matrix). According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (02.04.2024), the Appointments Committee of the Cabinet has approved the proposal of Ministry of Home Affairs to grant Apex pay scale to Ajay Bhatnagar with immediate effect.

CRPF ADG Binod Kumar Singh repatriated to parent cadre UP

Senior IPS officer Binod Kumar Singh (IPS:1994:UP), currently serving as Additional Director General (ADG) in the Central Reserve Police Force (CRPF), has been prematurely repatriated to his parent cadre Uttar Pradesh. According to an order issued by the Ministry of Home Affairs (MHA) on Tuesday (02.04.2024), the competent authority has approved the repatriation of Binod Kumar Singh to parent cadre with immediate effect.

This development has reignited speculation within the corridors of power regarding the reasons behind his repatriation and the potential nature of his forthcoming assignment in Uttar Pradesh.

Notably, this marks the second such repatriation in recent times, following the return of PV Ramasashtry (IPS:1989:UP), who was serving as Special DG of BSF, to Uttar Pradesh on March 26.
