R V Ramya Bharati appointed as DDG in BCAS

R V Ramya Bharati (IPS:2008:TN) has been appointed as Deputy Director General (DDG) in Bureau of Civil Aviation Security (BCAS) for five years. According to an order issued by the Ministry of Home Affairs (MHA), the competent authority has approved appointment of R V Ramya Bharati to the post on deputation basis for five years.

K Sanjay Murthy gets addl. charge of Secretary, D/o School Education & Literacy

K Sanjay Murthy (IAS:1989:HP), Secretary in the Department of Higher Education, has been given additional charge of the post of Secretary, Department of School Education & Literacy. According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday (08.05.2024), the competent authority has approved the assignment of additional charge of the post to K Sanjay Murthy from 09.05.2024 to 19.04.2024 during the period of absence on leave of Sanjay Kumar (IAS:1990:BH).

Tarun Kapoor gets extension as Adviser to PM Modi

Retired IAS officer Tarun Kapoor (IAS:1987:HP), currently serving as Adviser to Prime Minister Narendra Modi, has been given a weeks-long extension in tenure co-terminous with the term of PM Modi. His initial term was set to expire on May 2, 2024, as he was appointed to the post on May 2, 2022, for two years.

Before his current role in the Prime Minister’s Office (PMO), he was Chairman of the Petroleum and Natural Gas Regulatory Board (PNGRB). He retired as Petroleum Secretary in November 2021.

UP: Four IPS officers shifted, PV Ramasastry posted as DGP, Prisons

The Uttar Pradesh government on Monday (06.05.2024) issued transfer and posting orders for four senior Indian Police Service (IPS) officers.

The names of the officers and their postings are as follows

  1. PV Ramasastry (IPS:1989:UP), awaiting posting orders after returning from the central deputation, has been posted as DGP, Prisons Administration and Reform Services.
  2. S N Sabat (IPS:1990:UP), DGP, Prisons Administration and Reform Services, has been posted as DGP, CBCID.
  3. Anand Swaroop (IPS:1992:UP), awaiting posting orders after returning from the central deputation, has been posted as ADGP, PHQ, Lucknow.
  4. R Ravinder (IPS:1996:UP), ADGP, PHQ with additional charge of DGP, KGSO, has been transferred and posted as ADGP & DGP, KGSO.

Rajasthan: Two IPS officers promoted to DGP rank

The Rajasthan government on Monday (06.05.2023) issued a promotion order elevating two senior IPS officers to the rank of Director General of Police (Level 16 in the Pay Matrix).

They are;

  1. Hemant Priyadarshi (IPS:1992:RJ)
  2. Sanjay Kumar Agrawal (IPS:1992:RJ)

Hemant Priyadarshi currently holds the position of ADGP, State Crime Records Bureau (SCRB), Cyber Crime, and Technical Services (Telecommunication & Technical), while Sanjay Kumar Agrawal serves as ADGP, Intelligence.

Vijay Kumar Goel appointed as Director in M/o DoNER

Vijay Kumar Goel (IRSME:2009), who was recommended for central deputation by the Ministry of Railways, has been selected for appointment as Director in the Ministry of Development of North Eastern Region (DoNER), Delhi for five years. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (07.05.2024), the central government has approved the appointment of Vijay Kumar Goel to the post under the central staffing scheme for five years from the date of taking over charge of the post or until further orders, whichever is earlier.

Five DIGs appointed Joint Directors in CBI

The Appointments Committee of the Cabinet on Monday (06.05.2024) approved appointment of five IPS officers as Joint Director in the Central Bureau of Investigation (CBI). They all were working as Deputy inspector general (DIG) in the CBI.

They are;

  1. S Veeresh Prabhu (IPS:2005:MH), working as DIG in CBI, has been appointed as Joint Director in CBI for an overall tenure of five years upto 13.10.2027.
  2. Rajiv Ranjan (IPS:2005:SK), working as DIG in CBI, has been appointed as Joint Director in CBI for an overall tenure of five years upto 30.05.2026.
  3. Sumedha Dwevedi (IPS:2005:HP), working as DIG in CBI, has been appointed as Joint Director in CBI for an overall tenure of five years upto 07.02.2029.
  4. Vijayendra Bidari (IPS:2005:TN), working as DIG in CBI, has been appointed as Joint Director in CBI for an overall tenure of seven years upto 18.07.2024.
  5. Sharad Raut (IPS:2005:MH), working as DIG in CBI, has been appointed as Joint Director in CBI for an overall tenure of seven years upto 25.07.2024.

ECI appoints Harish Kumar Gupta as DGP of Andhra Pradesh

The Election Commission (EC) of India on Monday (06.05.2024) appointed Harish Kumar Gupta (IPS:1992:AP) as the new Director General of Police (DGP) of Andhra Pradesh. This comes after ECI’s decision to transfer incumbent DGP KV Rajendranath Reddy (IPS:1992:AP) on Sunday.

Gupta is currently serving as the Principal Secretary, Home. He was directed to assume charge immediately, and Chief Secretary Jawahar Reddy was asked to issue the necessary orders.

Subsequently, the State government sent the names of senior IPS officers Dwaraka Thirumala Rao (IPS:1989:AP), Madireddy Pratap (IPS:1991:AP), and Harish Kumar Gupta (IPS:1992:AP) to the EC as per seniority, and Gupta was named as the new State Police Chief by the EC.

CAT upholds appointment of Gaurav Yadav as Punjab DGP, rejects VK Bhawra’s petition

The Central Administrative Tribunal (CAT) has given a significant ruling in favor of Punjab’s Director General of Police (DGP) Gaurav Yadav (IPS:1992:PB). CAT dismissed a petition filed by former DGP VK Bhawra (IPS:1987:PB) in October 2023, challenging Yadav’s appointment as DGP.

The controversy arose when the state government replaced Bhawra with Gaurav Yadav as DGP. Bhawra had taken a 60-day leave in July 2022, during which Gaurav Yadav was appointed as the acting DGP on July 4. However, as Bhawra’s leave approached its end on September 2, 2022, with his scheduled return to duty on September 5, the state government reassigned him from the DGP position to become the Chairman of Punjab Police Housing Corporation SAS Nagar. Furthermore, an order was issued confirming Gaurav Yadav’s continuation as acting DGP.

VK Bhawra questioned the legality of order, in which he was transferred from the post of DGP. He arguing that it contravened the Punjab Police Act 2007 and the directives of the Supreme Court. He petitioned CAT to reinstate him as the DGP, citing the UPSC’s recommendation and a state government order, which had appointed him as DGP for a minimum of two years.

The petition raises concerns over the state government’s designation of Gaurav Yadav as acting DGP for an extended period exceeding one year, without submitting a panel of officers to the UPSC or appointing Yadav based on such a panel. Bhawra also questions Yadav’s seniority, pointing out several officers ranking higher than Yadav on the DGP seniority list.
