Former Election Commissioner Arun Goel appointed Ambassador to Croatia

The Modi government on Saturday (07.09.2024) appointed former Election Commissioner Arun Goel (Retd. IAS:1985:PB) as the next Ambassador of India to Croatia. He is expected to assume charge shortly.

Goel will replace 1997 batch IFS officer Raj Kumar Srivastava, the incumbent India’s representative to Croatia.

Just as Goel’s appointment to the Election Commission made headlines, his departure also attracted attention. While serving as the Secretary of the Union Ministry of Heavy Industries, Goel took voluntary retirement from the IAS on November 18, 2022. The next day he was appointed as an Election Commissioner. His appointment was challenged in the Supreme Court, but the plea was dismissed in August 2023.

He resigned from the post of Election Commissioner on March 09, just days before the announcement of the 2024 Lok Sabha elections, even though his tenure was set to end in 2027.

He served as the Secretary in the Ministry of Heavy Industries from 2020 to 2022. Prior to that, he served as Secretary in the Ministry of Culture from 2018 to 2019. Over his career, he has held several key assignments, both at the Centre and in Punjab, while serving in the cadre.

Tuhin Kanta Pandey designated as Finance Secretary

The Modi government on Saturday (07.09.2024) designated senior bureaucrat Tuhin Kanta Pandey (IAS:1987:OR) as the new Finance Secretary. He is currently the Secretary of the Department of Investment and Public Asset Management (DIPAM). According to an order issued by the Department of Personnel and Training (DoPT), the Appointments Committee of the Cabinet has approved designating Pandey as the Finance Secretary.

The post became vacant following the appointment of T V Somanathan as the Cabinet Secretary last month. As per the convention, the senior-most Secretary in the Union finance ministry is designated as the Finance Secretary.

Maharashtra: 26 IPS officers get new posting orders

The Maharashtra government made significant changes to the state’s police administration late Thursday night, affecting 26 IPS officers. In three separate orders, 10 IPS officers were transferred and assigned new responsibilities, 8 IPS officers were promoted to senior ranks, and 8 IPS probationers were posted as Sub-Divisional Police Officers.

The names of the officers and their postings are as follows;

  1. Sandeep Singh Gill (IPS:2010:MH), Deputy Commissioner of Police, Pune City, has been transferred and posted as Superintendent of Police, Pune Rural.
  2. Pankaj Deshmukh (IPS:2011:MH), Superintendent of Police, Pune Rural, has been transferred and posted as Deputy Commissioner of Police, Mumbai.
  3. Tejashwi Satpute (IPS:2012:MH), Deputy Commissioner of Police, Mumbai, transferred and posted as Deputy Commissioner of Police, Pune City.
  4. Rajtilak Roshan (IPS:2013:MH), Deputy Commissioner of Police, Mumbai, has been transferred and posted as Assistant Inspector General of Police, Law and Order, Mumbai.
  5. Nimit Goyal (IPS:2014:MH), Deputy Commissioner of Police, Nagpur City, has been transferred and posted as Deputy Commissioner of Police, Mumbai.
  6. Vijay Chavan (IPS), Director, Police Force Group 10, Solapur, has been transferred and posted as Principal, Police Training Centre, Solapur.
  7. Lohit Matani (IPS:2014:MH), Assistant Inspector General of Police Law and Order, Mumbai, has been transferred and posted as Deputy Commissioner of Police, Nagpur City.
  8. Sudhakar B Pathare (IPS-SPS:2011:MH), Superintendent of Police, Satara, has been transferred and posted as Deputy Commissioner of Police, Bruhad Mumbai.
  9. Laxmikant Patil (IPS), Principal, Police Training Centre, Nagpur, has been transferred and posted as Superintendent of Police, Cyber ​​Security, Mumbai.
  10. Rohidas Pawar (IPS), Deputy Commissioner of Police, Chhatrapati Sambhajinagar, has been transferred and posted as DIG (Government Railway Police) in Pune.

Along with this, some police officers of the state have been promoted and transferred to the senior ranks of the Indian Police Service.

Besides them, eight IPS probationers have been transferred to various districts as Sub-Divisional Police Officers.

SC asks Himachal Pradesh HC collegium to reconsider two judicial officers for elevation as Judges

The Supreme Court reprimanded the Chief Justice of the Himachal Pradesh High Court for individually reconsidering a recommendation for a judge’s elevation without the Collegium’s collective consideration. The apex court said in its ruling that this is something that can only be done by the High Court Collegium acting collectively and not individually.

The SC bench also directed the Himachal Pradesh High Court Collegium to again consider for elevation District Judges Chirag Bhanu Singh and Arvind Malhotra. The duo’s names had been recommended by the then High Court Collegium for elevation as judges of the High Court in 2022, but the SC Collegium deferred its consideration. Later, the Law and Justice Ministry urged the HC Chief Justice to make fresh recommendations for the two officers for elevation to the HC bench. The HC Chief Justice made a fresh recommendation for elevation of two new judges all alone inviting SC’s ire in the matter.

While directing the HC Collegium to reconsider the names of two district judges, the SC bench observed that “there was no collective consultation and deliberations by the members of the High Court Collegium.”

The Supreme Court Friday ruled that a High Court Chief Justice cannot individually reconsider a recommendation for a judge’s elevation and that this is something that can only be done by the High Court Collegium acting collectively.

Major row erupts over J’khand acting DGP Anurag Gupta

A major row has erupted over the appointment of Jharkhand acting Director General of Police (DGP) Anurag Gupta (IPS:1990:JH). The Supreme Court, while hearing a contempt petition seeking his removal from the post, issued notices to the Jharkhand Government as well as the DGP asking them to submit a response within two weeks along with a counter affidavit.

The notices were issued by a division bench headed by Chief Justice of India DY Chandrachud while hearing the contempt petition filed by a Jamshedpur- based resident, Naresh Makani.

The contempt petition says that Gupta was appointed on an ad-hoc basis in contravention of the apex court judgment which laid down procedures for the appointment of the DGPs in States. According to it, the appointment of Gupta as the acting DGP is a clear violation of SC’s judgment and thus his appointment should be declared null and void. Anurag Gupta was appointed as the acting DGP on July 27 this year, replacing Ajay Kumar Singh (IPS:1989:JH) appointed as the regular DGP on February 15, 2023, for a two-year term.

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (06.09.2024), the competent authority has approved the appointment of Mr. Singh to the post with effect from the date of assumption of the charge of the post for the period up to 25.10.2028 (i.e. for the balance period of his five years of central deputation tenure) or co-terminus basis or till he ceases to function as Private Secretary to the Minister or until further orders, whichever is earlier.

Srinivas BC appointed as Director (Auctions), Tobacco Board, Bengaluru

Srinivas BC (IRS-C&IT:2011) has been appointed as to the post of Director (Auctions), Tobacco Board, Bengaluru, for four years. According to an order issued by the Department of Personnel and Training (DoPT), the competent authority has approved the appointment of Mr. Srinivas to the post deputation basis with effect from 07.10.2024 (date of completion of approved tenure of the present incumbent) from the date of joining of the post for four years, whichever is earlier.
