Senior Uttar Pradesh cadre IAS officer Abhishek Prakash (IAS:2006:UP) has been reinstated after nearly a year of suspension. His reinstatement will be effective March 15.
The UP Governor has issued an order for his reinstatement. However, the ongoing departmental inquiry against him will continue even after his reinstatement.
The Legend Officer had reported on Friday that the state govt is in the process of reinstating Prakash.
Prakash had been placed under suspension on March 20 last year on serious charges of corruption after being accused of demanding a bribe from a solar company in exchange for project approval when he was posted as Invest UP CEO.
But only two days ago, the Allahabad High Court had dismissed the chargesheet filed against him due to lack of concrete evidence, following which preparations for his reinstatement were completed at the departmental level.
According to government sources, a report in this regard is to be sent to the Union Ministry of Personnel before the suspension period expires.
Rail Bhawan, the largest administrative centre of Indian Railways, is on the threshold of a historic transformation, as, according to media reports, the Railway Board has decided to permanently downsize its decades-old, cumbersome high-rise administrative structure.
As per plan, the number of officers is going to be reduced from 200 to 150 (a reduction of 25 in the sanctioned posts of the Railway Board).
The most significant part of the exercise is that 50 director- and executive director-level officers will be leaving the Rail Bhawan. They are reportedly being dispatched directly to ground zero, i.e., zonal and divisional headquarters, with greater responsibilities, but without any farewell.
A senior Railway Board official said the blueprint for this reorganization is ready, and the list of positions to be vacated will be finalized by the end of March. According to reports, the first batch of officers will depart for the field on April 1, 2026.
According to reports, the Board will be fully operational in a new format by September this year.
It is not that this restructuring is taking place out of the blue. The fact is the proposal to reorganize the railways dates back to 2017, but it took nine years to implement it.
The change sounds practical, as the officers responsible for decision-making will be in the field, which would naturally increase the speed of projects by up to 40 percent as expected. This will help curb red tape.
Reports say that experts will be sent to the zone or division where work on armor is slow. Instead of simply formulating policy from Delhi, senior officers will now be directly responsible for the success or failure of a project. Beyond the department, this move will directly impact the passenger experience. Similarly, senior officials will now be directly available to monitor passenger amenities, cleanliness, and catering. Complaints will be resolved promptly.
The move is carefully designed to eliminate the scope for negligence in track maintenance and safety due to the direct supervision of senior officials. Yard remodeling and on-the-spot resolution of traffic bottlenecks will significantly reduce the problem of train delays (punctuality). The quality and speed of work at stations being built under the government’s ambitious Amrit Bharat Station Scheme will increase, as officials from the headquarters will personally oversee the construction work.

The legal dispute that erupted between the state government and the IAS Association in Keralam over the appointment of senior IPS officer M R Ajith Kumar (IPS:1995:KL) as the Excise Commissioner is threatening to take an ugly turn. The Central Administrative Tribunal (CAT) had ordered the cancellation of Kumar’s appointment as Excise Commissioner on the ground that only serving IAS officers can be appointed to cadre posts.
The CAT had also ruled that a two-year tenure should be ensured in a post and that the recommendation of the Civil Service Board must be sought for any transfer.
Following the tribunal’s order, IAS officer B Ashok (IAS:1998:KL), who had been transferred from the Agriculture Department, was posted to the Department of Sainik Welfare with the additional charge of the Youth Affairs.
The tribunal had earlier quashed B Ashok’s three transfers on the ground that they were done without following the rules.
What has opened a fresh front for confrontation between the govt and the IAS Association is the govt’s move to remove IPS officer Ajith Kumar from the post of Excise Commissioner following the tribunal’s order but handing over the charge to another IPS officer, J Kishore Kumar , serving as Additional Excise Commissioner (Administration).
The IAS Association feels that the state govt should have appointed an IAS officer as Excise Commissioner after removing Ajith Kumar and has now alleged that this move amounts to contempt of court, against which it is said to be planning to approach the tribunal on Monday.
Although the responsibility of implementing the court order lies with the Chief Secretary, the order removing Ajith Kumar and handing over charge was issued by the Additional Secretary of the Taxes Department, M V Pramod.
The IAS Association is likely to file a contempt petition, making the Taxes Secretary also a party to the case.
The CAT had clearly laid down that the posts of Excise Commissioner, Director General of the Institute of Management in Government (IMG), and Director General of the Kerala Institute of Local Administration (KILA) are IAS cadre posts to be held only by IAS officers.
The state government is reportedly going to approach the Kerala High Court seeking a stay on the CAT’s order.
The Union Government and the West Bengal government seem to be marching towards a fresh fracas on the eve of the Assembly elections in the state. The Union Government’s attempt to secure the deputation of Darjeeling District Magistrate (DM) Manish Mishra (IAS:2015:WB) and Siliguri Police Commissioner C Sudhakar (IPS:2006:WB) was foiled by the state govt after its refusal to release them.
It is considered to be a fallout of the alleged protocol breach during President Droupadi Murmu’s Bengal visit last week.
Bengal Chief Minister Mamata Banerjee went a step ahead and transferred Mishra from the post of Darjeeling DM and brought him into her fold after rejecting the Centre’s requisition. Sources revealed that the CM decided to turn down the Home Ministry’s move in view of the upcoming polls.
Mishra has been placed as the Special Secretary of the Home and Hill Affairs department headed by her. IAS officer Sunil Agarwal has been posted as the new Darjeeling DM.
However, no decision has been taken on Sudhakar, who is serving in the rank of Inspector General (IG). There is strong speculation that Sudhakar too is unlikely to be released by the state government. He too may be transferred like Mishra.
Reliable sources pointed out that the Home Ministry had sent a letter seeking the release of two officers for their central deputation within three days of the alleged protocol breach after getting a report on it from Chief Secretary Nandini Chakravorty.
Though the exact reason behind seeking the release of two officers by the Home Ministry has not been mentioned in its communication, sources indicated that the motive was apparently linked to their present posting area, where the protocol breach of the President allegedly took place on March 7.
The process of appointing a regular DGP for Telangana is one step away from completion, with the Union Public Service Commission (UPSC) reportedly shortlisting three names of eligible IPS officers for it. The ball is now in the court of the state government to choose one of them as the new chief of the state police.
The Supreme Court on Feb 5 had given a four-week time to the UPSC to complete the process of empanelment of officers for the appointment of Telangana DGP. The UPSC’s Empanelment Committee met in Delhi on March 11 to shortlist three names in accordance with the top court’s directives. The high-level meeting was attended by the UPSC Chairperson, the Union Home Secretary, the State Chief Secretary, and a nominee from the Ministry of Home Affairs (MHA).
The state govt had submitted the list of six top-ranking IPS officers for the purpose, following which the committee shortlisted three names based on a review of their service records, seniority, and length of remaining service tenure.
Those shortlisted are CV Anand (IPS:1991:TG), Vinayak Prabhakar Apte (IPS:1994:TG), and Soumya Mishra (IPS:1994:TG). While Anand is currently serving as Special Chief Secretary (Home), Apte is posted as Special Director in the Intelligence Bureau (IB), and Mishra is serving as Director General of Prisons.
Out of these three, Anand, being the most senior officer and having previously served as Police Commissioner for both Hyderabad and Cyberabad, is widely considered a clear frontrunner.
IPS officerSadanand S Date (IPS:2007:UK) has taken charge as Executive Director at the Securities and Exchange Board of India (SEBI) in Mumbai. He assumed charge on March 4, 2026. He will handle the Investigations Department at the market regulator.
Before joining SEBI, he was serving in the parent cadre Uttarakhand. He was posted as Inspector General (Headquarters) and Director of Traffic.
Date returned to his parent cadre in August 2025 after serving in the Central Bureau of Investigation for seven years. He had joined the CBI in 2018.
On February 17, 2026, the Ministry of Home Affairs relaxed the IPS Tenure Policy for him. He was given exemption from the three-year cooling-off rule. This cleared the way for his new assignment.
During his time in the CBI, he handled several important roles. He worked as Superintendent of Police in the Anti-Corruption Branch and the Bank Securities and Fraud Cell. In Mumbai, he led different CBI units. These included the Economic Offences Branch, Special Crime Branch, Special Task Branch and the Anti-Corruption Branch. He supervised many major investigations.
Earlier in Uttarakhand Police, he served as Superintendent of Police and Senior Superintendent of Police in several districts. These included Uttarkashi, Nainital, Haridwar, Udham Singh Nagar and Dehradun.

Andhra Pradesh Chief Minister Chandrababu Naidu has been trying to rein in the state bureaucrats for quite some time now. He has often tried to impress upon them to be practical and pro-people but does not mind getting tough if results fail to satisfy him. In the latest incident, he lambasted senior bureaucrats and District Collectors of the state, warning them that bureaucratic arrogance, administrative rigidity, and lack of field engagement will not be tolerated.
He chose the occasion of the two-day District Collectors’ Conference held at the Secretariat in Amaravati for it. Speaking on the concluding day of the conference, the Andhra CM attacked what he described as a growing “superior mindset” among sections of the bureaucracy.
He said that both collectors and ministers must be proactive. Naidu virtually wants all organs of the government to be pro-people and pro-development.
That was the reason why he expressed dissatisfaction at the lack of visible development in several districts despite having strong agricultural potential and natural resources. He voiced his concern by saying that even prosperous districts are also not witnessing development because bureaucrats are not focusing on it.
The crux of his outburst is that Naidu wants his bureaucrats to take ownership of the development, for which he emphasized the need for a change in attitude.
He ordered District Collectors to spend at least eight days every month in the field to develop administrative grip.
“You must go to the field, interact with people, understand the situation, and activate the administrative machinery, rather than sit in front of computers,” he told bureaucrats.
He also instructed that all departments must spend at least six days in field inspections every month, stressing that data alone cannot reflect the true situation.
Naidu also directed senior secretaries to undertake four days of field visits every month, while asking the Chief Secretary to create an online monitoring portal to track these inspections.
He warned of serious action against officials whose negligence leads to public safety failures.
To send his message loud and clear, Naidu cited recent incidents of diarrhea cases in Srikakulam, adulterated milk complaints in Rajamahendravaram, and a firecracker accident in Kakinada district, while pointing out that these incidents exposed worrying administrative lapses.
The atmosphere got tense for a while during the meeting when a district officer raised the issue of delays in providing housing, borewells, and roads in habitations located inside the forest areas of Papikonda National Park due to lack of forest department clearances.
Naidu was particularly peeved at what he called an impractical bureaucratic approach that ignored the needs of people living in remote tribal regions.
Expressing strong displeasure Naidu went to the extent of reminding the bureaucrats that it was his fourth term as Chief Minister and for the first time he was witnessing such an attitude.
Naidu warned bureaucrats that administrative rigidity and inter-departmental conflicts must be resolved quickly.
The reason behind Naidu’s tirade is his attempt to ensure that governance under him is practical and people-centric.
