Haryana: 13 IPS officers shifted, Mamta Singh is new ADGP, SCB

The Haryana government on Thursday (16.11.2023) made substantial revisions to the police administration, orchestrating the transfer of a total of 13 IPS officers in a notable administrative overhaul.

The names of the officers and their postings are as follows :

  1. Ajay Singhal (IPS:1992:HY), ADGP, State Crime Branch (H), has been transferred and posted as ADGP, Railways & Commando (H), Panchkula, ADGP, HHRC, Chandigarh.
  2. Dr. Arshinder Singh Chawla (IPS:1993:HY), ADGP, Haryana State Enforcement Bureau with additional charge of ADGP, Telecom-IT, has been transferred and posted as ADGP, Haryana State Enforcement Bureau, Panchkula, with additional charge of Director, Vigilance & Security, HPUs, Panchkula.
  3. Charu Bali (IPS:1995:HY), ADGP/SCB, Gurugram with additional charge of Bhondsi Police Complex, Gurugram, has been transferred and posted as ADGP/RTC, Bhondsi, Gurugram with additional charge of Bhondsi Police Complex, Gurugram.
  4. Mamta Singh (IPS:1996:HY), ADGP, Law & Order (H) with additional charge of ADGP/RTC, Bhondsi, Gurugram, has been transferred and posted as ADGP, Law & Order and AGDP, State Crime Branch (H).
  5. Hardeep Singh Doon (IPS:1998:HY), Director of Intelligence in HHRC, Chandigarh with additional charge of IGP, Traffic, Karnal, has been transferred and posted as IGP, Law & Order, Haryana and IGP, Traffic, Karnal.
  6. Y Puran Kumar (IPS:2001:HY), IGP, Home Guards, has been transferred and posted as IGP, Telecommunication with additional charge of ERSS.
  7. Kulvinder Singh (IPS:2005:HY), IGP, HAP, Madhuban with additional charge of IGP, Railways & Commando, Panchkula, has been transferred and posted as IGP, HAP, Madhuban and IGP, SCB, Haryana.
  8. Sangeeta Kalia (IPS:2010:HY), SP, Lokayukta (H), Chandigarh, has been transferred and posted as SP, RTC, Bhondsi.

Two IPS officers inducted in CBI as SPs

Two IPS officers have been inducted as Superintendents of Police in the Central Bureau of Investigation (CBI).

  1. Suhail Sharma (IPS:2012:MH)
  2. Vasava Amit Naginbhai (IPS:2016:GJ)

The competent authority on Wednesday (15.11.2023) approved the posting of IPS officers for the period of five years from the date of assumption of the charge or until further order on deputation basis.

Deputation tenure of two IPS officers serving in CBI extended

The central government has approved the extension of deputation tenure for two IPS officers currently serving as Deputy Inspector General (DIG) in the Central Bureau of Investigation (CBI). The decision, sanctioned by the competent authority on Wednesday (15.11.2023), includes the following details:

  1. Abhishek Shandilya (IPS:2007:CG) – DIG tenure extended for an additional year, from 06.09.2023 to 05.09.2024, totaling 6 years.
  2. Dr. Sadanand Date (IPS:2007:UK) – DIG tenure extended for an additional two years, from 16.10.2023 to 15.10.2025, totaling 7 years.

Kerala govt revokes suspension of IPS officer P Vijayan

The Kerala government on Monday lifted the suspension of Inspector General of Police P. Vijayan (IPS:1999:KL), who had been suspended for nearly six months over allegations of leaking travel details related to the Elathur train arson case to the media. The decision to reinstate Vijayan was made by Kerala Chief Minister Pinarayi Vijayan. However, it’s important to note that the ongoing departmental inquiry into the officer’s conduct has not been terminated.

Vijayan’s suspension, which began on May 18, was initiated based on a report from M.R. Ajith Kumar (IPS:1995:KL), ADGP (Law and Order). Notably, the department had reportedly not sought an explanation from Vijayan before commencing the disciplinary proceedings.

In response to the allegations, Vijayan contested his suspension, and two months later, a committee chaired by Chief Secretary K. Venu (IPS:1990:KL) cleared him of any wrongdoing. Despite the committee’s findings, an official government order confirming his exoneration was not promptly issued.

The Elathur train arson case, which occurred on April 12 in Kozhikode, resulted in the death of three individuals. The accused, Shahrukh Saifi, hailing from Shaheen Bagh in Delhi, was apprehended two days later in Ratnagiri, Maharashtra.

The Union government on Monday notified the transfer of five high court judges, which were recommended by the Supreme Court Collegium.

They are;

  1. Justice Vivek Kumar Singh of Allahabad High Court has been transferred to the Madras High Court.
  2. Justice Shekhar B Saraf of Calcutta High Court has been transferred to the Allahabad High Court.
  3. Justice Bibek Chaudhuri of Calcutta High Court has been transferred to the Patna High Court.
  4. Justice M Sudheer Kumar of Telangana High Court has been transferred to the Madras High Court.
  5. Justice C Sumalatha of Telangana High Court has been transferred to Karnataka High Court.

Upendra Chandra Joshi returns to parent cadre

Upendra Chandra Joshi (IRTS:1989), Joint Secretary in the Ministry of Mines, has been prematurely repatriated to his parent cadre. According to an order issued by the Department of Personnel and Training (DoPT) on Tuesday (14.11.2023), the competent authority has approved the proposal of the Ministry of Mines to repatriate Mr. Joshi to his parent cadre to avail the benefit of promotion in the cadre.
