IPS officer drags Madras University to HC for first class degree

A stiff legal battle is on between an IPS officer and the University of Madras. The university has filed a writ appeal in the Madras High Court challenging a single judge’s order to round off 59.91% marks obtained by the IPS officer to 60 %. The HC is hearing the appeal.

IPS officer Pa Moorthy (IPS:2010:TN), currently posted as DIG of Tirunelveli range, had scored 59.91% marks in his Masters in Law examination in the academic session 2018-19 under the University of Madras. He was placed under second class due to a shortfall of 0.09%. He wanted it to be rounded off to 60% so that he could be considered to have passed his ML degree in first class and not second class. Pa Moorthy moved the High Court in 2022 for the same.

A HC Judge ordered 59.91% marks, obtained by the petitioner, to be rounded off to 60%. It led the University of Madras to move the High Court
with a writ appeal against this single judge order, contending that university authorities are not empowered to round off marks obtained by a student. A Division Bench of Acting Chief Justice D. Krishnakumar and Justice M Jothiraman are hearing the case. The HC bench adjourned the hearing since on Tuesday for a week.

However, another Division Bench of Justices R. Mahadevan (now a Supreme Court judge) and Mohammed Shaffiq had already stayed the single judge’s order earlier this year.

Punjab: Former IAS officer to probe complaint against senior IFS official

A controversy has erupted after Forest and Wildlife Financial Commissioner Ajoy Sharma (IAS:1999:PB) decided to depute a former IAS officer to probe into the complaint against Principal Chief Conservator of Forests (PCCF) RK Mishra (IFS:1990:PB).

The complaint had been filed by an IFS officer, Monica Yadav (IFS:2013:PB). The Financial Commissioner has deputed former IAS officer Karnail Singh (IAS:2015:PB) to look into her complaint against withholding her four-months’ salary.

In her complaint, Yadav has alleged that her salary for four months in 2023 was withheld at the Mishra’s behest despite the fact that her transfer from the DFO, Sangrur, to the Punjab Forest Development Corporation had been stayed by the Central Administrative Tribunal (CAT).

Acting on her complaint the state government had asked for a reply from forest conservator R K Mishra. But Mishra’s reply was reportedly found unsatisfactory prompting the Financial Commissioner to depute ex-IAS officer Karnail Singh to conduct an enquiry into it.

Kerala High Court provides relief to IFS officer

The Kerala High Court comes to the rescue of a woman IFS (Indian Forest Service) officer by allowing her to continue to serve in the Kerala cadre on inter- cadre deputation for her son’s treatment. Her case is pending before the Central Administrative Tribunal (CAT) for disposal.

The petitioner belongs to the AGMUT cadre. She was granted inter-cadre deputation to Kerala by the central government for three years on August 2020 for the treatment of her son who suffers from Autism Spectrum Disorder (ASD). She applied for a two year extension in 2022 on the ground that her son’s condition was improving in the environment and she needed to live in Kerala but her application was rejected by the central government without citing any reason.

It prompted her to approach the Central Administrative Tribunal (CAT) which passed an interim order in August 2023 allowing her to continue in Kerala cadre placing her petition under consideration. But the central government and the Ministry of Environment and Forest raised objection after which the CAT vacated its interim order in 2024. It led her to move the High Court.

While hearing her petition, the bench of Justices Anil K Narendran and Justice P G Ajith Kumar described the central govt’s order rejecting her application for an extension of deputation to be prima facie incorrect as the prime reason of her deputation remains valid. The HC also observed that personal difficulties should have been taken into consideration by the authorities.

Rajasthan: Six IAS officers assigned additional charges

The Rajasthan government on Wednesday (25.09.2024) assigned additional responsibilities to six IAS officers.

The names of the officers and their posting are as follows;

  1. Abhay Kumar (IAS:1992:RJ), Additional Chief Secretary, Water Resources Department, State Water Resources Planning Department, has been given additional charge of the post of Commissioner, Rajasthan River Basin and Water Resources Planning Authority, Jaipur.
  2. Suchi Tyagi (IAS:2007:RJ), Secretary, Transport Department, has been given additional charge of the post of Secretary, Rajasthan State Bus Terminal Development Authority, Jaipur.
  3. Mahaveer Prasad Meena (IAS), MD, Rajasthan State Bunkar Sangh Limited, Jaipur, has been given additional charge of CMD of Rajasthan Handloom Development Corporation, Jaipur.
  4. Shaheen Ali Khan (IAS), Project Director, Rajasthan State Aids Control Society, Jaipur, has been given additional charge of Additional Mission Director, National Health Mission, Jaipur.
  5. Kesar Lal Meena (IAS), Additional Director & Ex-officio Joint Secretary, Special Justice and Empowerment Department, has been given additional charge of Additional Chief Executive Officer, State Health Assurance Agency, Jaipur.
  6. Purusottam Sharma (IAS), MD, Rajasthan State Road Transport Corporation, Jaipur, has been given additional charge of MD, Jaipur City Transport Services Limited, Jaipur.

The Rajasthan government on Tuesday (24.09.2024) ordered the transfer and posting of 11 IPS officers across the state, a day after issuing transfer orders for 58 officers in a large-scale reshuffle of the police establishment.

Among the key postings, Hemant Kalal (IPS:2021:RJ) has been appointed as Assistant Police Commissioner, Jodhpur East, Jodhpur Commissionerate, marking an important assignment in one of the state’s major urban policing zones.

The details of other postings are as follows:

  • Amit Jain (IPS:2020:RJ) – Transferred from Assistant SP, Circle Jael, Nagaur, to Assistant SP, Leave Reserve, IG Office, Ajmer Range, Ajmer.
  • Ramesh (IPS:2020:RJ) – Posted as Assistant SP, Leave Reserve, IG Office, Bikaner Range, Bikaner.
  • Nischay Prasad M (IPS:2021:RJ) – Posted as Assistant SP, Circle Rajgarh, Churu.

Ex-Kerala CS appointed as Chairperson of Kochi Biennale Foundation

Former Kerala Chief Secretary Dr. V Venu (Retd.IAS:1990:KL) has been appointed as Chairperson of the Kochi Biennale Foundation (KBF) by its Board of Trustees. President of the Kochi-Muziris Biennale and KBF’s trustee Bose Krishnamachari has said in a communication that Dr. Venu’s appointment had come into effect from September 21. According to him, Venu would work on honorary basis. The KBF’s primary function is to convene mega art event.

Venu brings with him vast experience of leadership in the art and culture segment by working for both the Kerala government as
well as the Government of India. He was the Director of Tourism as well as the Secretary of the Tourism Ministry under the Kerala government before becoming the Chief Secretary of the state.

Similarly, when he was on Centre’s deputation he worked as the Director General of the National Museum in New Delhi. Venu has been associated with the KBF since its inception in 2012 and played a pivotal role in establishing partnership between the Foundation and the government of Kerala. He is also credited with setting up and curating a new museum called ‘Keralam’.

Punjab: 11 IAS, 38 PCS officers shifted

The Punjab government on Wednesday (25.09.2024) issued another transfer list as part of an ongoing bureaucratic reshuffle. This latest list includes the names of 11 IAS officers and 38 PCS officers. Just two days earlier, the state government had transferred 24 IAS officers and 99 PCS officers.

The names of the officers and their postings are as follows;

  1. Vijay Namdeorao Zade (IAS:2002:PB), Awaiting posting orders, has been posted as Secretary, Expenditure (Department of Finance).
  2. Guari Parasher Joshi (IAS:2009:PB), Awaiting posting orders, has been posted as Special Secretary, Personnel with additional charge of Managing Director, PSIDC.
  3. Sanyam Aggarwal (IAS:2012:PB), Commissioner, Municipal Corporation, Bathinda, has been transferred and posted as Director, Higher Education.
  4. Navjot Pal Singh Randhawa (IAS:2013:PB), Awaiting posting orders, has placed at the disposal of Department of Local Government for posting as Commissioner, Municipal Corporation, Bathinda.
  5. Gulpreet Singh Aulakh (IAS:2015:PB), Commissioner, Municipal Corporation, Amritsar, has been transferred and posted as Deputy Commissioner, Tarn Taran.
  6. Ankurjeet Singh (IAS:2018:PB), Additional Commissioner, Municipal Corporation, Jalandhar, has been transferred and his services are placed at the disposal of Department of Housing and Urban Development for posting as Chief Administrator, Jalandhar Development Authority, Jalandhar.

SC Collegium recommends 2 Judicial Officers as Judges of Patna HC

SC Collegium recommends 9 Advocates as Judges of Bombay HC

AGMUT Cadre Rules

The Supreme Court Collegium has recommended the elevation of nine Advocates as Judges of the Bombay High Court. The decision was taken at a meeting of the Collegium held on September 24, 2024. Two separate lists of names were issued.

The first list includes four advocates:

  1. Rajesh Sudhakar Datar
  2. Sachin Shivajirao Deshmukh
  3. Gautam Ashwin Ankhad
  4. Mahendra Madhavrao Nerlika

The second list names five advocates:

SC Collegium recommends Justice Narendar G as Uttarakhand HC Chief Justice

The Supreme Court Collegium on Tuesday (24.09.2024) recommended Justice Narendar G of the Andhra Pradesh High Court to be appointed as the Chief Justice of the Uttarakhand High Court. He will replace incumbent Chief Justice Ritu Bahri, who is set to retire on October 10.

He was appointed as a Judge of the Karnataka High Court of on January 2, 2015, later Justice Narendar was transferred to the Andhra Pradesh High Court on October 30, 2023 and he has been functioning there since then. He is the senior-most Judge in his parent High Court of Karnataka.
