Punjab: Two IAS officers shifted

The Punjab government on Friday (17.11.2023) issued transfer and posting orders for two IAS officers.

The names of the officers and their postings are as follows :

  1. Harpreet Singh Sudan (IAS:2013:PB), Director, Sports & Youth Services with additional charge of the posts of Director, Technical Education & Industrial Training and Controller, Printing & Stationery, has been transferred and posted as Special Secretary, Water Supply & Sanitation with additional charge of the posts of HOD, Department of Water Supply & Sanitation, Director, Sports & Youth Services, Director, Technical Education & Industrial Training and Controller, Printing & Stationery.
  2. Rishi Pal Singh (IAS:2014:PB), Commissioner, Municipal Corporation, Jalandhar, has been transferred and his services are placed at the disposal of the Department of Agriculture and Farmer’s Welfare for posting as Registrar, Punjab Agriculture University, Ludhiana.

Rajasthan: Vineet Kumar Bansal posted as SP, Shahpura

Assam: IAS officer Niraj Verma relieved for central deputation, two IAS officers get new responsibilities

The Assam government on Friday (17.11.2023) officially released senior IAS officer Niraj Verma from cadre responsibilities for central deputation. Additionally, two more IAS officers were transferred as part of the administrative changes.

The names of the officers and their postings are as follows :

  1. Niraj Verma (IAS:1994:AM), Additional Chief Secretary, Power (E), Personnel Departments and Chairman, APDCL and APGCL, and Addl. Principal Resident Commissioner, Assam Bhawan, New Delhi, has been relieved by the state government and his services are placed at the disposal of government of India for appointment as Administrator, Universal Service Obligation Fund, Department of Telecommunications in the rank and pay of Additional Secretary.
  2. Dr. Krishna Kumar Dwivedi (IAS:1996:AM) has been posted as Principal Secretary, Personnel and Power (E) Departments with additional charge of Chairman, APDCL.
  3. Rakesh Kumar (IAS:2005:AM), MD, APDCL, and Commissioner & Secretary, Fishery and Excise Departments, is also posted as Commissioner & Secretary, Power (E) Department and Chairman, APDCL and APGCL as additional charges till taking over charge by Dr. Krishna Kumar Dwivedi as Principal Secretary, Personnel and Power (E) Departments and Chairman, APDCL.

Assam: IPS Robin Kumar posted as Additional Secretary, Health & Family Welfare Deptt.

He has been given additional charges of Managing Director, Assam Medical Services Corporation and Commissioner of Transport.

Tripura: S Prabhu gets addl. charge of Director, Planning & Coordination

IPS Probationers Call on the President Droupadi Murmu

A delegation of Indian Police Service probationers from the 75th Regular Recruit (RR) batch of 2022 met with President Droupadi Murmu at Rashtrapati Bhavan today, on November 18, 2023.

Addressing the probationers, the President emphasized that while the primary responsibility for police administration and maintaining law and order lies with the state governments, Indian Police Service (IPS) officers provide crucial leadership to the police personnel appointed by the states. The President highlighted that the IPS officers play a pivotal role in unifying the country’s police system into a cohesive all-India framework.

Stressing the significance of bolstering law and order, the President noted that it is a fundamental prerequisite for economic and social development. She pointed out that both globally and nationally, entrepreneurs are reluctant to invest in areas lacking a robust law and order system. Consequently, the police department assumes a central role in fostering the multidimensional development of any region.

The President affirmed the government’s commitment to offering opportunities for the development of the talent and potential of every citizen, emphasizing the national priority of involving all citizens in the developmental journey. She underscored that police officers will play a decisive role in realizing the commitment to transform the country into a developed nation during the Amritkaal.

Acknowledging the invaluable contribution of police forces in maintaining law and order while preserving the unity and integrity of the country, the President acknowledged the numerous challenges faced by the police, including cybercrime, drug cartels, left-wing extremism, and terrorism. She noted the rapid changes in circumstances driven by new technology and social media, with criminals employing Generative Artificial Intelligence and issues like deep-fake coming to the forefront. The President emphasized the necessity for police officers to stay updated in the field of technology, maintaining an edge over criminals.

Delhi in Limbo: Chief Secretary Naresh Kumar’s Fate Hangs in the Balance – Extension or Replacement

Allegations of corruption in a land acquisition case have emerged against Delhi’s Chief Secretary, Naresh Kumar (IAS:1987:AGMUT). Amidst these accusations, discussions within the power corridors are abuzz with speculation regarding whether Naresh Kumar will be granted an extension in service or if a new officer will assume the position. A decision on this matter is expected within the next week, just before Naresh Kumar’s scheduled retirement on November 30.

Despite the corruption allegations, there is a prevailing belief in the power corridors that Naresh Kumar stands a strong chance of receiving an extension in service. The ongoing assembly election campaigns in five states have taken the attention of central government leaders, causing a delay in deciding on this matter. However, there is anticipation that a resolution will be reached soon. Political experts, however, caution against certainty until an official order is issued.

The selection process for the Chief Secretary of Delhi is in its final stages, with the LG forwarding the file to the Central Government for Naresh Kumar’s service extension. Sources suggest that Kumar may indeed secure an extension, marking a historic occurrence in Delhi’s administrative history.

In the event that Naresh Kumar does not receive an extension, Punit Goyal (IAS:1991:AGMUT) emerges as a formidable candidate for the post. Despite three other senior contenders, Goyal’s influence within the central government is considered superior.

Notably, Renu Sharma (IAS:1988:AGMUT), presently serving as the Chief Secretary of Mizoram, tops the seniority list. Dharmendra (IAS:1989:AGMUT), currently Chief Secretary of Arunachal Pradesh, and Amit Yadav (IAS:1991:AGMUT) are also in contention. Additionally, IAS officers P K Gupta (IAS:1989:AGMUT) and Manish Gupta (IAS:1991:AGMUT), both at the Additional Chief Secretary level in the Delhi government, are part of the potential successors. While Manish Gupta previously served as the Vice President of DDA and P K Gupta as the Commissioner of Municipal Corporation North, the former is considered more prominently in the race.

Odisha: Suresh Chandra Mahapatra appointed Chief Adviser in CMO

The Odisha government on Friday announced the appointment of Suresh Chandra Mahapatra (Retd.IAS:1986:OR), the former Chief Secretary and Chairperson of the Odisha Electricity Regulatory Commission (OERC), as the Chief Adviser in the Chief Minister’s Office (CMO). Mahapatra quit as OERC Chairman.

Simultaneously, B. Balakrishnan (Retd.IAS:1984:OR) was relieved of his duties as Chief Adviser in the CMO. However, he will continue to serve as the Chief Adviser for Special Initiatives, holding the rank of Chief Secretary.

Mahapatra assumed the role of Odisha Chief Secretary in December 2020. Following his retirement as Chief Secretary on February 28, with two extensions, he took on the responsibility as the Chairman of OERC.

Senior IPS officer Alok Sharma appointed new SPG Chief

Senior IPS officer Alok Sharma (IPS:1991:UP) was on Friday appointed as Director of the Special Protection Group (SPG). Presently serving as Additional Director General within the SPG, Sharma’s appointment came in the wake of the unfortunate passing of SPG Chief Arun Kumar Sinha (IPS:1987:KL) on September 6. Sinha was 61 years old. Renowned for providing proximate armed security cover to the Prime Minister, former Prime Ministers, and their immediate family members. The decision to appoint Alok Sharma as the new SPG Director was endorsed by the Appointments Committee of the Cabinet. The order, issued by the Department of Personnel and Training (DoPT) Ministry, approves Sharma’s appointment from the date of assuming charge until further orders.
