Vivek Srivastava appointed DG of Fire Service, Civil Defence & Home Guards

Vivek Srivastava (IPS:1989:GJ), currently serving as the Special Director in the Intelligence Bureau (IB), has been appointed as the Director General of Fire Service, Civil Defence & Home Guards. The Department of Personnel and Training (DoPT) issued an order on Thursday (28.12.2023) confirming the appointment. The Appointments Committee of the Cabinet has approved the proposal to appoint Mr. Srivastava to the position from the date of joining the post until 30.06.2025, i.e., the date of his superannuation or until further orders, whichever comes earlier.

For this new role, his present tenure as a Hardcore officer of IB working as Special Director, IB, has been curtailed.

Nina Singh appointed as DG, CISF

Ms. Nina Singh (IPS:1989:RJ), currently serving as the Special Director General of the Central Industrial Security Force (CISF), has been appointed as the Director General of CISF. The Department of Personnel and Training (DoPT) issued an order on Thursday (28.12.2023), confirming the appointment. The Appointments Committee of the Cabinet has approved the proposal from the Ministry of Home Affairs to appoint Ms. Singh to the position from the date of joining the post until 31.07.2024, i.e., the date of her superannuation or until further orders, whichever comes earlier.

Ms. Nina Singh had been holding the additional charge of DG, CISF since August 31, following the retirement of DG CISF Sheel Vardhan Singh (IPS:1986:BH).

Rahul Rasgotra appointed DG, ITBP

Rahul Rasgotra (IPS:1989:MH), presently serving as the Special Director in the Intelligence Bureau (IB), has been appointed as the Director General (DG) of the Indo-Tibetan Border Police (ITBP). The Department of Personnel and Training (DoPT) issued an order on Thursday (28.12.2023) announcing the appointment. The Appointments Committee of the Cabinet has approved the proposal from the Ministry of Home Affairs to appoint Mr. Rasgotra to the position from the date of joining the post until 30.09.2025, i.e., the date of his superannuation or until further orders, whichever comes earlier.

This appointment follows the reassignment of Anish Dayal Singh to the position of Director General of the Central Reserve Police Force (CRPF).

Anish Dayal Singh (IPS:1988:MH) has been appointed as the Director General (DG) of the Central Reserve Police Force (CRPF). The Department of Personnel and Training (DoPT) issued an order on Thursday (28.12.2023) announcing the appointment. The Appointments Committee of the Cabinet has approved the proposal from the Ministry of Home Affairs to appoint Mr. Singh to the position from the date of joining the post until 31.12.2024, i.e., the date of his superannuation or until further orders, whichever comes earlier.

As of now, Anish Dayal Singh is serving as the DG of the Indo-Tibetan Border Police (ITBP). He was also holding an additional charge as DG of CRPF following the retirement of SL Thaosen on November 30, 2023.

Finance Commission constituted for Union Territories with Anil Kumar Jha as Chairman

The Finance Commission for the Union Territories of Andaman & Nicobar Islands, Dadra & Nagar Haveli and Daman & Diu, Ladakh, and Lakshadweep has been constituted, with Anil Kumar Jha (Retd IAS:1988:KN) appointed as its Chairman. The Commission also includes Prashant Goyal (IAS:1993:AGMUT) as a Member and Dr. Amey Sapre, Associate Professor at the National Institute of Public Finance and Policy (NIPF), as a Part-time Member.

Prashant Goyal, currently serving as the Principal Secretary of the Housing and Urban Development Department in Jammu & Kashmir, brings his wealth of experience to the Commission. Anil Kumar Jha, who retired as Union Secretary for Tribal Affairs last month, will lead the Commission.

The Finance Commission for these Union Territories is set to commence its operations from January 1, 2024. The Chairman and other Members will serve a term of nine months, concluding on September 30, 2024.

Delhi Police Commissioner reconstitutes screening committee for SHO postings

In a recent move, Delhi Police Commissioner Sanjay Arora (IPS:1988:TN) has reconstituted the Screening Committee responsible for overseeing new postings of Station House Officers (SHOs) across Delhi. The revamped five-member committee will be chaired by Sunil Kumar Gautam (IPS:1989:AGMUT), who currently serves as the Special Police Commissioner in the Training Division. Gautam is expected to lead the committee until his retirement on July 31, 2024.

The newly constituted Screening Committee comprises the following Special CP rank officers:

  1. Sunil Kumar Gautam (IPS:1989:AGMUT): Chairman
  2. Dependra Pathak (IPS:1990:AGMUT): Member (Presently serving as Special CP, L&O Zone-I)

Jharkhand: Major reshuffle in police administration, 14 IPS officers shifted

In a significant development, the Jharkhand government initiated a major reshuffle in the police administration on Wednesday. Transfer and posting orders were issued for 14 IPS officers across the state as part of the strategic restructuring of key positions within the police force.

The names of the officers and their postings are given below:

In a significant development on December 27, 2023, the West Bengal government appointed Rajeev Kumar (IPS:1989:WB) as the State’s Director General of Police. A notification issued by the state home department confirmed Kumar’s appointment to the position of Director General and Inspector General of Police of West Bengal until further orders. He takes over from the retired Manoj Malaviya (IPS:1986:WB), who concluded his service on the same day.

Known for his proximity to Chief Minister Mamata Banerjee, Rajeev Kumar has previously served as the Kolkata Police Commissioner, Bidhannagar Police Commissioner, and headed key departments such as the Criminal Investigation Department (CID) and Special Task Force (STF). Currently, he holds the position of the Principal Secretary in the department of information technology and electronics.

Rajeev Kumar gained national attention in February 2019 when the CBI attempted to question him in connection with an alleged chit-fund scam case. Chief Minister Banerjee staged a two-day dharna in protest, which concluded after the Supreme Court granted Kumar protection from arrest. The IPS officer later appeared before the CBI in June 2019.

The Saradha chit-fund scam, in which Kumar was implicated, involved an estimated Rs. 2,460 crore and affected depositors from West Bengal, Assam, Jharkhand, Odisha, and Chhattisgarh. Originating in 2012, the scam surfaced when depositors began filing police complaints.

Later in 2019, in a significant bureaucratic reshuffle, the West Bengal government posted Kumar as the state IT secretary.

Speculation Abounds: Will UP Chief Secretary Durga Shankar Mishra Secure Third Extension?

There are indications that Uttar Pradesh Chief Secretary Durga Shankar Mishra may be granted another extension in service as his current tenure concludes on December 30. Sources suggest that a consensus has been reached at the highest political levels regarding the potential extension. If approved, this would mark the third extension for Durga Shankar Mishra, making him the first Chief Secretary of UP to receive such a prolonged service.

Durga Shankar Mishra, a 1984 batch IAS officer, assumed the role of Chief Secretary just before his retirement. His tenure began on December 30, 2021, and he was granted a second extension in 2022. The discussions regarding a possible third extension are currently in the preliminary stages, and the UP government has yet to formally request an extension for Chief Secretary Durga Shankar Mishra from the Central Government.

Before taking on the role of Chief Secretary, Mishra served as the Secretary in the Ministry of Housing and Urban Affairs at the Centre. His notable contributions include significant work on Metro Rail projects nationwide, as well as initiatives such as Smart City, AMRIT, Swachh Bharat Mission, and Namami Gange.

A two-week training programme on Public Policy and Governance for Cambodian Civil Servants inaugurated at NCGG, Mussoorie

The National Centre for Good Governance (NCGG), an autonomous institution under the Government of India, has initiated its second training program on Public Policy and Governance for 39 Civil Servants from Cambodia. Aligned with Prime Minister Narendra Modi’s ‘Neighbourhood First’ policy, the two-week program, running from December 27, 2023, to January 6, 2024, aims to strengthen bilateral ties and foster regional cooperation with Cambodia.

V. Srinivas, Director General of NCGG and Secretary of the Department of Administrative Reform and Public Grievances (DARPG), chaired the inaugural session. He emphasized the role of technology in effective governance, citing PM Modi’s mantra of “Minimum Government and Maximum Governance.” Srinivas expressed the program’s goal to build a robust relationship between India and Cambodia through such initiatives. The training program, designed in alignment with Indian Administrative Service capacity-building programs, focuses on technological advancements for citizen empowerment, accountability, and transparency.

The program covers various aspects of the governance landscape, including e-office adoption for streamlined bureaucratic processes, efforts in pensioners’ empowerment, and initiatives to enhance government-citizen interactions. Srinivas highlighted India’s global recognition in digital transformation, particularly during the G20, showcasing a shared commitment to global digital progress. He urged officers to study successful Indian governance models and adapt them to local needs.

Chheng Vannarith, Deputy Director General, expressed gratitude for the training program, anticipating that the exposure would enhance Cambodian civil servants’ ability to provide better services and contribute to achieving good governance. Dr. B.S Bisht, the course coordinator, outlined the program, covering topics such as Changing Paradigm of Governance, Ethics in Administration, Digital Governance, and Smart and Sustainable Cities. The course includes visits to various entities, including the Smart City Project, Information Technology Development Agency (ITDA) Dehradun, District Ghaziabad, AIIMS, Indira Paryavaran Bhawan, and Pradhanmantri Sangrahalya New Delhi, concluding with a visit to the Taj Mahal.

The NCGG, established in 2014, is mandated to train civil servants from India and other countries. The 2nd Training Programme on Public Policy and Governance is supervised and coordinated by Dr. B. S. Bisht, the course coordinator for Cambodia, along with Dr. Sanjeev Sharma, co-course coordinator, Brijesh Bisht, and the NCGG capacity-building team. Over the years, the NCGG has successfully trained officers from various nations, contributing to their skill enhancement and fostering international collaboration.
