Why UP cadre IAS officers’ clout is declining at Centre?

Gone are the days when IAS officers of Uttar Pradesh cadre used to rule the roost at the Centre. There was a time when their dominance at the Centre was so stout that many Cabinet Secretaries came from this state cadre. But that scenario is now changed. Despite having the largest IAS cadre with authorised strength of around 620 officers, the UP cadre IAS officers’ clout at the Centre has been on continuous decline.

The situation has come to such a sorry pass that no officer of 1992, 1993 and 1994 is currently working with the central government. Amit Kumar Ghosh was the lone officer belonging to the 1994 cadre, who was working as Additional Secretary in Ministry of Social Justice and Empowerment, but he too was repatriated to his home cadre, UP, a few days back.

Even those, who have earlier served at the Centre, were either not empanelled or not relieved by the state for deputation.

UP’s representation in the state cadre IAS officers on deputation to the Centre is so low that it has become a major cause of concern in the corridors of power. That this feeling of concern is not unfounded is proved by the fact that there are only four state cadre IAS officers currently working at secretary level with the Union government and even this number may go down further if the prevailing situation continues.

Among the four state cadre IAS officers, currently posted as secretaries at the Centre are Devesh Chaturvedi of 1989 batch posted as Secretary, Department of Agriculture, Archana Agarwal of 1990 batch as Member Secretary, NCR Planning Board, Kamran Rizvi of 1991 batch posted as Secretary in the Ministry of Heavy Industry and Nivedita Shukla Verma of 1991 batch posted as Secretary, Chemicals and Fertilisers.

Even an award of excellence given by the Union government fails to qualify the officers for empanelment resulting in the number coming down considerably.

Many bureaucrats feel that a system of 360-degree appraisal, introduced in 2015 by the Modi government, has proved as a major stumbling block in the process of empanelment of officers for senior level positions in the Union government.

The 360-degree appraisal system is perceived to be lacking transparency and is susceptible to discrimination as it involves multi-source feedback from various stakeholders, including seniors, peers and even juniors. The empanelment process also takes into account the overall service record, vigilance status and suitability of the officers concerned.

A top former bureaucrat from UP goes to the extent of saying that there may be a point when no UP-cadre officers get empanelled if this situation persists.

It is not that only the appraisal system is to blame, the state government has been equally responsible for this situation. There are instances of the state government denying NOC to some of the officers willing to go to the Centre. Besides, there are officers who were not relieved by the state government on time.

Against this background, a senior IAS officer adduces a curious rationale when he says, “We don’t want good officers to leave Uttar Pradesh.”

The delay in the promotion has been another factor like many IAS officers in the Principal Secretary rank have not been promoted to Additional Chief Secretary (ACS) level to enable them to get empanelled at senior positions at the Centre.

Thus, the root of this rot runs deeper and cries for attention.

RBI reshuffles portfolios of Deputy Governors

Following the assumption of charge by Dr. Poonam Gupta as Deputy Governor, the Reserve Bank of India (RBI) on Friday announced a reshuffle in the portfolios of its four deputy governors.

Dr. Gupta, who joined the central bank on May 2, 2025, has been entrusted with the key Monetary Policy Department, a crucial area she takes over after the retirement of Dr. Michael Debabrata Patra in January. In addition to monetary policy, she will oversee seven other departments, including Corporate Strategy and Budget, Communication, and Financial Stability.

Deputy Governor M Rajeshwar Rao, who was handling the monetary policy brief in the interim, will now be responsible for six departments, including Coordination, Regulation, Enforcement, and Risk Monitoring.

Deputy Governor T Rabi Sankar retains a wide-ranging portfolio, managing 12 departments. These include the Central Security Cell, Information Technology, Payment and Settlement Systems, Foreign Exchange Department, and FinTech, among others.

Deputy Governor Swaminathan Janakiraman has been assigned oversight of Consumer Education, Supervision, Inspection, and four additional departments related to banking operations and oversight.

Ramesh Chandra Mohapatra has been selected for appointment as Director (Technical), South Eastern Coalfields Limted (SECL) at a Public Enterprises Selection Board (PESB) meeting held on May 2, 2025. Presently, he is serving as General Manager, Jhanjra Area, Eastern Coalfields Limted.

He will be appointed to the post of Director (Technical) after receiving vigilance clearances and approval from the Appointments Committee of the Cabinet.

The following 10 applicants were interviewed in the selection meeting:

Delhi: Three Spl CP among five IPS officers shifted

In a significant development, the Union Ministry of Home Affairs has issued transfer orders for five senior IPS officers, marking a key restructuring within the Delhi Police.

The names of the officers and their postings are as follows;

  1. Dr Sagar Preet Hooda (IPS:1997:AGMUT) has been appointed as Special CP, Intelligence Division with additional Charge of Perception Management & Media Cell Division and SPUWAC & SPUNER.
  2. Atul Katiyar (IPS:1997:AGMUT) has been appointed as Special CP, Welfare
  3. Sanjay Kumar (IPS: 1997: AGMUT) has been appointed as Special CP, Training
  4. Mangesh Kashyap (IPS: 2009: AGMUT) has been appointed as Additional CP, Crime.
  5. Sweta Chauhan (IPS: 2010: AGMUT) has been appointed as Additional CP, Security.

Gujarat govt replaces K Kailashnathan with IP Gautam in Gandhi Ashram Project

The Gujarat government has finally appointed former bureaucrat IP Gautam (Retd.IAS:1986:GJ) in the governing and executive councils for its highly-ambitious Gandhi Ashram Memorial and Precinct Development Project, replacing K Kailashnathan (Retd.IAS:1979:GJ). Kailashnathan was appointed Lieutenant Governor of Puducherry in August last year.

This is perceived to be a major development as it puts an end to Kailashnathan’s association with the high-profile project worth Rs 1,200 crore. Kailashnathan, a retired IAS officer, is the man who is credited to have brought all the trusts associated to the original ashram together for the project, and the resettlement of ashram was is in his capacity as the member of the governing council and chairman of the executive council for the project.

Significantly, Gautam has replaced Kailashnathan in both the councils constituted by the Gujarat government for the implementation of the project. Not only this, he has been appointed as a member even in the Mahatma Gandhi Sabarmati Ashram Memorial Trust in place of Kailashnathan. It completes the Kailashnathan’s exit from the project.

The Industries and Mines Department issued a resolution in this regard, on April 30, according to which, the additional chief secretary/principal secretary/secretary of Sports, Youth and Cultural Activities department will be a member in the governing council and executive council of the project.

UPSC gets new member as Anuradha Prasad takes oath

Former bureaucrat Anuradha Prasad has been appointed as a Member of the Union Public Service Commission (UPSC). She was administered the oath of office and secrecy on Friday by Lt Gen Raj Shukla (Retd), the senior-most member of the Commission.

Prasad, a 1986 batch officer of the Indian Defence Accounts Service, previously served as Secretary of the Inter-State Council Secretariat under the Ministry of Home Affairs. During her tenure, she was instrumental in managing Centre-State and inter-State relations, facilitating consensus on complex and sensitive issues, which led to key policy reforms and the fast-tracking of infrastructure and other developmental projects.

Following her retirement from government service, Prasad was appointed as a Member of the Police Complaints Authority under the Government of the National Capital Territory of Delhi.

Members of the UPSC are appointed for a term of six years or until they attain the age of 65, whichever comes earlier.

With Prasad’s induction, two positions on the Commission remain vacant. The Commission is currently functioning without a Chairman following the completion of Preeti Sudan’s tenure on Tuesday.

In a related development, the Centre last week appointed Union Sports Secretary Sujata Chaturvedi (IAS: 1989: BH) as a Member of the UPSC. She will take charge of new responsibility after her retirement on June 30, 2025.

Haryana appoints two IAS officers to lead India’s first ‘Department of Future’

The Haryana government has formalized the establishment of its newly-created department- the Department of Future – by appointing two IAS officers to it. The department, believed to be first-of-its-kind in India, will be manned by 2001-batch IAS officer Amneet P Kumar as Commissioner and Secretary, and 2011-batch IAS officer Aditya Dahiya as its Director.

The official order concerning the twin appointments was issued on Thursday (01.05.2025).

As per order, both Kumar and Dahiya will continue to hold their existing roles. While Kumar is serving as the Commissioner and Secretary of the fisheries and archives departments, Dahiya is currently the Special Secretary to the personnel, training and parliamentary affairs department.

Though the true objective of the Department of Future remains to be defined, as per the announcement of Haryana CM Nayab Singh Saini in his budget speech, this novel department will serve as Haryana’s strategic think-tank that will analyse global trends, forecast risks and formulate policies to ensure sustained growth of the state.

As per sources, the prime focus of this department would be to prepare Haryana for emerging challenges and tap opportunities in the area of climate change, technological integration, demographic shifts, and economic transitions.

Though there are countries like Singapore, Finland and the UAE which are said to have similar departments focusing on future planning, Haryana deserves appreciation for being the first Indian state to have taken this pioneering initiative.

ONGC CMD selection process gains momentum; over 24 applications received

In a significant development, the Public Enterprises Selection Board (PESB) has initiated the process for appointing a new Chairman and Managing Director (CMD) at Oil and Natural Gas Corporation (ONGC). The move comes ahead of the completion of current CMD Arun Kumar Singh’s tenure, which is set to end in December 2025.

Singh was appointed to the top post on December 7, 2022, with a three-year term. As the end of his tenure approaches, PESB intensified its effort to identify a suitable successor.

According to individuals familiar with the development, more than 24 candidates have submitted applications for the prestigious role. The applicant pool reportedly includes two serving CMDs from Central Public Sector Enterprises (CPSEs), two Director (Finance)-level officers, several other senior executives, and a number of external aspirants.

The process is expected to move swiftly in the coming months as PESB shortlists candidates and conducts interviews to ensure a smooth leadership transition at the helm of India’s largest oil and gas exploration company.

Pradip Kumar Das, Chairman and Managing Director of Indian Renewable Energy Development Agency Limited (IREDA), will continue in his role beyond the completion of his five-year term on May 5, 2025.

The Ministry of New and Renewable Energy on May 1 announced the extension of his tenure, stating that it will remain in effect from May 6, 2025, until further orders.

IREDA also notified the National Stock Exchange (NSE) and BSE Limited through a regulatory filing on the same day, formalizing the government’s decision.

Das, who took charge of IREDA in 2020, has played a key role in driving the agency’s mission to support India’s clean energy transition. Under his leadership, IREDA has witnessed substantial operational and financial growth, solidifying its status as a critical lender and facilitator in the country’s renewable energy ecosystem

Sanjay Khanna gets additional charge as CMD of BPCL

Sanjay Khanna, currently serving as Director (Refineries) at Bharat Petroleum Corporation Limited (BPCL), has been entrusted with the additional charge of Chairman and Managing Director (CMD) of the company.

BPCL made the announcement on Thursday (01.05.2025), a day after the tenure of outgoing CMD G. Krishnakumar ended on April 30.

Khanna, a seasoned executive in the oil and gas sector, has earlier served as the head of BPCL’s Kochi and Mumbai refineries, bringing with him extensive operational and leadership experience across BPCL’s key refining assets.
