UP: Binod Kumar Singh promoted to DGP rank

In a major UP Police reshuffle, the Uttar Pradesh government on Tuesday (August 12, 2025) promoted senior IPS officer Binod Kumar Singh (IPS:1994:UP) to the rank of Director General of Police (DGP) in the Pay Matrix Level-16. Singh, who currently heads the Cyber Crime unit as Additional Director General of Police (ADGP), was elevated following a Departmental Promotion Committee (DPC) meeting held at Lok Bhavan.

The high-level meeting was chaired by Chief Secretary S P Goyal (IAS:1989:UP) and attended by DGP Rajiv Krishna (IPS:1991:UP) along with Principal Secretary (Home) Sanjay Prasad (IAS:1995:UP). The committee reviewed available DG-level vacancies and approved the promotion of eligible 1994 batch officers.

The move comes as DG-rank officer Anand Swaroop (IPS:1992:UP) proceeds on central deputation as DG, National Human Rights Commission (NHRC). Singh, being next in seniority as ADG Cyber Crime, was first to receive the promotion order.

Two senior IPS officers — DG Training Tilottama Verma (IPS:1990:UP) and DG Civil Defence Abhay Kumar Prasad (IPS:1991:UP) — are set to retire soon. Their exit will open the path for further promotions in the state police hierarchy.

Following them in seniority is Kanpur Police Commissioner Akhil Kumar (IPS:1994:UP), who was recently empanelled for DG-level posts in the Government of India but is headed for central deputation. Next is IPS Raja Srivastava (IPS:1994:UP), currently serving on central posting as ADG, CRPF, and also empanelled for DG-level roles in the Centre.

As a result, UP STF ADG D K Thakur (IPS:1994:UP) and Lucknow ADG Sujeet Pandey (IPS:1994:UP) are now among the frontrunners for DG rank promotions in the coming months.

The latest promotion signals a period of significant cadre movement within the UP Police, with the state government set to witness multiple high-level appointments in the near future.

J Elanchezhian appointed DIG in CBI

IPS officer J Elanchezhian (IPS:2010:PB) has been appointed as Deputy Inspector General (DIG) in Central Bureau of Investigation (CBI) for five years. According to an order issued by the Ministry of Home Affairs (MHA) on Friday (August 08, 2025), the competent authority has approved the induction of Mr Elanchezhian in CBI for initial period of five years from the date of assumption of charge of the post or until further orders, whichever is earlier.

Karnataka govt reinstates DGP K Ramachandra Rao, withdraws compulsory leave

The Karnataka government has reinstated Director General of Police (DGP) K Ramachandra Rao (IPS:1993:KN), ending his nearly five-month compulsory leave, and posted him as DGP, Directorate of Civil Rights Enforcement, to an upgraded vacant post.

Rao was sent on leave on March 15 after his stepdaughter, Ranya Rao, was arrested for allegedly attempting to smuggle 14.2 kg of gold through Kempegowda International Airport (KIA). A state government inquiry, led by Additional Chief Secretary Gaurav Gupta (IAS:1990:KN), probed allegations that Ranya misused police escorts to bypass customs checks — raising questions over Rao’s possible involvement.

The high-profile case, dubbed one of Karnataka’s most sensational gold smuggling episodes, triggered public debate on the misuse of police protocol services. While the investigation remains ongoing, Monday’s order marks Rao’s return to active service in a new posting.

Tamil Nadu govt orders transfer of four IPS officers

The Tamil Nadu government on Monday (August 11, 2025) issued transfer and posting orders for four senior IPS officers.

The names of the officers and their postings are as follows;

  1. Pramod Kumar (IPS:1989:TN), Director General of Police / Chief Vigilance Officer, Vigilance, Tamil Nadu Generation and Distribution Corporation Ltd. (TANGEDCO), Chennai, has been transferred and posted as Director General of Police / Director of Civil Defence & Commandant General, Home Guards, Chennai.
  2. Ayush Mani Tiwari (IPS:1997:TN), Additional Director General of Police, State Crime Records Bureau, Chennai, will now serve as Additional Director General of Police / Chief Vigilance Officer, Vigilance, TANGEDCO.
  3. V Jeyashri (IPS:2006:TN), Inspector General of Police, Home Guards, Chennai, has been transferred and posted as Inspector General of Police, State Crime Records Bureau, Chennai.
  4. Dr V Varun Kumar (IPS:2011:TN), Deputy Inspector General of Police, Tiruchirappalli Range, has been transferred and posted as Deputy Inspector General of Police, Crime Branch CID, Chennai.

Retired IAS officer sent behind the bars for Rs 105 cr scam

After her detention and subsequent ED raids in connection with a Rs. 105 crore embezzlement case, retired IAS officer Sewali Devi Sharma (IAS:1992:AM) is now at the centre of a massive financial fraud. Controversy, incarceration, and shame have now marked the end of her career that started with BA and LLB degrees and ended with high-ranking administrative positions. Once a shining example for UPSC candidates, the bureaucrat’s story has now become a sobering warning of the negative effects of corruption.

In relation to a money laundering investigation involving former IAS officer Sewali Devi Sharma and others, the Enforcement Directorate (ED) searched eight locations throughout Assam. Sewali Sharma is now charged with widespread financial irregularities, including alleged misappropriation of public funds via the state’s Open and Distance Learning (ODL) unit.

The National Council for Teacher Education had-approved a two-year Elementary Education Diploma programme which was intended to be supervised by the ODL cell. In order to train 27897 government teachers, the Assam government had approved 59 institutions. But Sewali illegally built 347 study centres- nearly four times the authorised number, recruiting almost 1.06 lakh trainees. Training fees totalled over Rs. 115 crores, of which Rs. 105 crore was spent without adhering to the correct financial procedures.

The awarding of contracts to businesses connected to Sewali’s daughter, son-in-law Ajitpal Singh, and other close relatives is a significant and startling discovery in the case. Some of these businesses were paid without work orders or other paperworks, without these companies having any prior domain expertise. The Assam Procurement Preference Policy, 2015, which requires tenders for purchases exceeding Rs. 5 lakhs, was directly violated by this.

Prior to joining the bureaucratic profession through the state civil services, Sewali had completed her BA and LLB. She became an IAS official with important responsibilities in Assam after qualifying for the Indian Administrative Service. She held the positions of Director of the Agriculture Department and Executive Chairman-cum-Director of the State Council of Educational Research and Training’s (SCERT) ODL (Open and Distance Learning) Cell.

Centre extends temporary upgradation of key bureaucratic posts

The Appointments Committee of the Cabinet (ACC) on Monday (August 11, 2025) approved the extension in temporary upgradation of five senior bureaucratic posts across various ministries and departments.

According to the official order, the following officers will continue to hold upgraded positions for extended terms:

  1. Sriram Taranikanti (IAS:1992:TR)– Extension as Director, Lal Bahadur Shastri National Academy of Administration, upgraded from Additional Secretary to Secretary level, until July 31, 2026.
  2. Shashi Ranjan Kumar (IAS:1992:TR) – Extension as Secretary, Union Public Service Commission, upgraded from Additional Secretary to Secretary level, until September 3, 2026.
  3. Shri Sanjay Rastogi (IAS:1991:OR) – Extension as Joint Secretary & Financial Advisor, Ministry of Youth Affairs & Sports, upgraded to Additional Secretary level, until August 11, 2026.

Lawyer Anura Singh wins court battle, reinstates constable dismissed by IPS father

In a rare and extraordinary turn of events, the Allahabad High Court has reinstated a police constable dismissed by then Bareilly Range Inspector General (IG) Rakesh Singh — in a case argued by none other than the officer’s own daughter, advocate Anura Singh.

The case centres around Constable Taufiq Ahmad, who was removed from service on January 13, 2023, following grave allegations of sexually assaulting a 17-year-old woman passenger and offences under the Protection of Children from Sexual Offences (POCSO) Act. The complaint was lodged at the Government Railway Police (GRP) station, and Ahmad was subsequently jailed in connection with the case.

At the time, IG Rakesh Singh took what he described as a “strict but duty-bound” decision to dismiss Ahmad, citing the seriousness of the charges. Departmental proceedings were initiated, culminating in Ahmad’s removal from the Uttar Pradesh Police force.

However, Ahmad challenged the dismissal before the Allahabad High Court. In a remarkable twist, the case was taken up by advocate Anura Singh — the daughter of the very officer who had signed off on Ahmad’s termination.

During the hearing, Anura Singh argued that the dismissal process had violated the Uttar Pradesh Police Subordinate Ranks (Punishment and Appeal) Rules, 1991. She pointed out that the inquiry officer had not only determined the charges to be proven but had also gone a step further by recommending the punishment — a function legally reserved for the disciplinary authority alone.

Justice Ajit Kumar accepted this contention, ruling that both the inquiry report and the dismissal order were legally flawed. The court quashed both documents and ordered Ahmad’s reinstatement, with a directive to conduct a fresh inquiry within three months.

Speaking after the judgment on August 10, 2025, Anura Singh emphasised that the case was strictly a matter of professional responsibility: “This was simply about doing our respective jobs. In court, the authority of law stands above all personal relationships.”

Retired IG Rakesh Singh said he took pride in his daughter’s professionalism, noting that the outcome demonstrated the independence of judicial processes. Ahmad, meanwhile, expressed gratitude to the court and said he had no knowledge of the personal connection during the proceedings.

The case has since sparked widespread discussion in legal and policing circles, highlighting the rare intersection of professional duty, judicial integrity, and family ties in India’s justice system.

Balasugumar Daniel selected as Director (Operations), CCI

The Public Enterprises Selection Board (PESB) has selected Balasugumar Daniel for appointment as Director (Operations), Cement Corporation of India (CCI) Limited, in a meeting held on August 8, 2025. He is currently serving as Chief General Manager I/c (Works), Steel Authority of India Limited (SAIL).

Following the selection, the PESB has recommended his name to the Appointments Committee of the Cabinet (ACC) for final approval. His appointment will be subject to the receipt of necessary vigilance clearances and the ACC’s nod.

A total of nine candidates were interviewed for the post, including:

IAS Kartikeya Goel appointed DCO & DCR of Chhattisgarh

The Central Government on Friday (August 8, 2025) appointed Kartikeya Goel (IAS:2010:CH) as Director of Census Operations (DCO) and Director of Citizen Registration (DCR) of Chhattisgarh. According to an order issued by the Department of Personnel and Training (DoPT), his tenure will be effective from the date he assumes charge and will continue until December 31, 2025, or until further orders, whichever is earlier.

Goel will replace incumbent K C Devasenapati (IAS:2007:CG), who has been serving in the post since August 2023. Although Devasenapati’s tenure was scheduled to run until December 31, 2025, he is being replaced.

Amit Mohan Govil gets additional charge as FIU-India Director

Amit Mohan Govil (IRS-IT:1990), Director General, Central Economic Intelligence Bureau (CEIB), has been given additional charge of the post of Director, Finance Intelligence Unit–India (FIU-India). According to an order issued by the Department of Personnel and Training (DoPT), the Appointments Committee of the Cabinet has approved the proposal of Department of Revenue for entrustment of additional charge of the post to Mr Govil for a period of six months from the date of assumption of the charge of the post or till a regular incumbent is appointed or until further orders, whichever is earlier.

The committee also granted ex-post facto approval for the extension of additional charge of FIU-India Director to Vivek Aggarwal (IAS:1994:MP), Additional Secretary, Department of Revenue, for the period from March 30, 2025, to April 21, 2025.
