Ashutosh Dwivedi appointed Director (Technical), Northern Coalfields Limited

The Central Government has appointed Ashutosh Dwivedi, currently serving as Executive Director (Safety & Rescue) at Coal India Limited (CIL), as Director (Technical), Northern Coalfields Limited (NCL).

According to an order issued by the Department of Personnel and Training (DoPT) on Friday (September 12, 2025), the Appointments Committee of the Cabinet (ACC) has approved his appointment with effect from the date of his assumption of charge and till his superannuation on October 31, 2028, or until further orders, whichever is earlier.

Notably, the Public Enterprises Selection Board (PESB) had recommended his name on May 28, 2025, after interviewing 12 candidates for the post.

Govt extends IOB MD & CEO Ajay Kumar Srivastava’s tenure till Oct 2027

The Central Government has approved the extension of Ajay Kumar Srivastava’s tenure as Managing Director and Chief Executive Officer (MD & CEO) of Indian Overseas Bank (IOB) for nearly 21 months. His tenure will now continue from January 1, 2026, until October 8, 2027, or until further orders, whichever comes earlier.

In a regulatory filing on September 8, IOB confirmed the extension, noting that Srivastava’s current term was due to end on December 31, 2025. The move ensures his continuation until the completion of his 10-year tenure as a Whole-Time Director in the bank.

Srivastava has been leading IOB as MD & CEO since January 1, 2023. Prior to his elevation, he served as the bank’s Executive Director from 2017, where he played a key role in strengthening operations and driving the lender’s turnaround initiatives.

Devidatta Satapathy gets additional charge as CVO of Paradip Port Authority

The Central Government has assigned Devidatta Satapathy (IRSME:2009), Chief Vigilance Officer (CVO) of Shyama Prasad Mukherjee Port Authority (SPMPA), Kolkata, with the additional charge of CVO, Paradip Port Authority (PPA), Paradip.

According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (September 11, 2025), the competent authority has approved the arrangement for a period of one year from the date of assumption of charge, or until the appointment of a regular incumbent, or until further orders, whichever is earlier.

Satapathy, a 2009-batch Indian Railway Service of Mechanical Engineers (IRSME) officer, will now oversee vigilance functions at both port authorities.

SC to have more judges

In a significant judgment, the Supreme Court on Wednesday (September 10, 2025) upheld a Delhi High Court order directing the registration of FIRs against former CBI Joint Director Neeraj Kumar and Inspector Vinod Kumar Pandey in connection with an incident dating back to the year 2000. The court remarked that “those who investigate must also be investigated” to preserve public trust in the justice system.

A bench of Justices Pankaj Mithal and P B Varale observed that a plain reading of the Delhi High Court’s June 26, 2006 verdict suggested “irregularities, if not illegality,” on the part of the officers, making them prima facie liable for the alleged offences.

The matter stemmed from complaints by Vijay Aggarwal and Sheesh Ram Saini. Aggarwal alleged that the officers coerced him into withdrawing a complaint filed by his brother against Neeraj Kumar, while Saini accused them of procedural violations, intimidation, and misuse of authority during document seizures. At the time, both officers were on deputation to the CBI. Neeraj Kumar, who later served as Delhi Police Commissioner, retired in 2013.

The Supreme Court pointed out that the High Court had treated allegations of abuse, threats, and coercion as “serious and not unfounded,” revealing prima facie cognizable offences under the IPC. It said the CBI’s earlier preliminary enquiry—concluding no offence was made out—was inadequate, since such allegations could not be dismissed at the enquiry stage.

Aggarwal and Saini had turned to the High Court after police refused to register FIRs. The High Court subsequently ordered FIRs against the officers, a decision now endorsed by the Supreme Court. “Justice must not only be done but must also be seen to be done,” Justice Mithal observed while writing for the bench.

The apex court, however, clarified that the High Court’s views were only prima facie and would not prejudice the discretion of the investigating officer. It directed that the Delhi Police should conduct the probe, assigning it to an officer not below the rank of Assistant Commissioner of Police.

NCGG launches 1st Special Capacity Building Programme for Mauritius Civil Servants

The National Centre for Good Governance (NCGG) has launched its first Special Capacity Building Programme for Mid-Career Civil Servants of Mauritius on September 8, 2025. The two-week programme, running until September 19 in Mussoorie and New Delhi, marks a significant milestone in India–Mauritius administrative cooperation.

A total of 30 officials from 14 ministries and departments of Mauritius—including Health, Labour & Industry, Social Security, Education, and the Prime Minister’s Office—are taking part in the training. The initiative is sponsored by the Ministry of External Affairs, Government of India.

Programme Inauguration

The programme was inaugurated by Dr. Surendra Kumar Bagde (IAS:1993:MH), Director General of NCGG, who highlighted India’s commitment to capacity building under the MoU signed with Mauritius to train 500 civil servants over five years. He urged participants to make the most of interactions with mentors and field visits.

Key Focus Areas

The carefully curated curriculum covers a wide range of governance-related subjects, including:

  • Blue Economy
  • Digital Healthcare and Public Infrastructure
  • Smart Cities
  • Indian Judiciary system and All India Services
  • Decision-making in governance

The programme also includes exposure visits to institutions such as the Anubhuti Kendra (PM Gati Shakti and ODOP initiatives), Indian Agricultural Research Institute (IARI), Indian Fusion Centre–Indian Ocean Region (IFC-IOR), and a district-level attachment with Gautam Buddha Nagar to understand policy implementation. A cultural visit to the Taj Mahal, Agra, is also planned.

Coordinating Team

The course is coordinated by Dr. Himanshi Rastogi, Associate Professor, NCGG, along with Dr. M.K. Bhandari, Shri Sanjay Dutt Pant, Megha Tomar, and the NCGG training team.

This programme reinforces India’s growing partnership with Mauritius by building administrative capacity and fostering institutional collaboration.

SC collegium proposes new Chief Justices for Patna, Meghalaya & Manipur HCs

The Supreme Court collegium, headed by Chief Justice of India B R Gavai, has recommended the elevation of three senior judges as Chief Justices of different High Courts. The decision was taken at its meeting held on September 11, 2025.

As per the recommendations:

  • Justice PB Bajanthri, presently the Acting Chief Justice of Patna High Court, has been proposed as its Chief Justice.
  • Justice Soumen Sen of the Calcutta High Court has been recommended for appointment as the Chief Justice of Meghalaya High Court.
  • Justice M Sunder of the Madras High Court has been proposed as the Chief Justice of Manipur High Court, following the retirement of the incumbent Chief Justice on September 14, 2025.

The recommendations have been forwarded to the Union government for approval. Once cleared, the appointments will formalize leadership changes across the three High Courts.

Centre extends tenure of Mahmood Ahmed as Additional Secretary, MoRTH

The central deputation tenure of Mahmood Ahmed (IP&TA&FS:1993) as Additional Secretary in the Ministry of Road Transport and Highways (MoRTH) has been extended.

According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (September 11, 2025), the Appointments Committee of the Cabinet (ACC) has approved the extension of his deputation tenure up to October 25, 2027, or until further orders, whichever is earlier.

Mahmood Ahmed has been serving as Additional Secretary, MoRTH since November 2022. Before his elevation, he worked as Joint Secretary in the same ministry, a position he assumed in September 2020 for a five-year tenure. Following his empanelment as Additional Secretary, he took charge of the upgraded post in November 2022.

Centre extends tenure of IAS officer Dinesh Kumar in Department of Defence

The central deputation tenure of Dinesh Kumar (IAS:2004:NL) as Joint Secretary in the Department of Defence has been extended by one year. According to an order issued by the Department of Personnel and Training (DoPT) on Thursday (September 11, 2025), the Appointments Committee of the Cabinet (ACC) approved the proposal of the Ministry of Defence to continue his deputation until December 6, 2026 or until further orders, whichever is earlier.

Dinesh Kumar has been associated with the Defence Ministry since December 2020, when he joined on central deputation as Director. In August 2021, following his empanelment, he was elevated to the rank of Joint Secretary within the same department. His current extension allows him to continue contributing to the ministry’s administrative and policy functions for another year.

ACC extends upgradation of two IAS officers in Census Operations

The Appointments Committee of the Cabinet (ACC) has approved the extension in upgradation of two IAS officers serving under the Ministry of Home Affairs.

According to an official order issued on Thursday (September 11, 2025), the following officers will continue to hold their upgraded posts at the level of Joint Secretary until December 31, 2025, or until further orders, whichever is earlier:

  • Bishnu Charan Mallick (IAS:2007:RJ), presently serving as Director of Census Operations/Director of Citizen Registration, Rajasthan.
  • Nirupama J Dange (IAS:2007:MH), presently serving as Director of Census Operations/Director of Citizen Registration, Maharashtra.

Haryana govt appoints retired IPS officer Manoj Yadava as DG of HIPA

In a key development, the Haryana government on Thursday (September 11, 2025) appointed retired IPS officer Manoj Yadava (IPS:1988:HY), former Director General of Police (DGP) of Haryana, as the new Director General of the Haryana Institute of Public Administration (HIPA), Gurugram, with immediate effect.

According to the government order, the terms and conditions of his appointment will be notified separately.

Yadava, who superannuated on July 31, 2025 while serving as Director General of the Railway Protection Force (RPF), brings with him over three decades of service in policing, intelligence, and national security.

He was earlier appointed as Director General of Police, Haryana, on February 18, 2019, and served a distinguished tenure of nearly 30 months. After completing his term, he returned to the Intelligence Bureau as Special Director in August 2021. Subsequently, in July 2022, he was appointed as Director General (Investigation), National Human Rights Commission (NHRC), where he spearheaded several initiatives to strengthen custodial justice standards in India. In August 2023, he took charge as DG, Railway Protection Force, a post he held until his retirement.

Over the course of his career, Yadava began his service with initial training in Rohtak district, Haryana, and went on to serve in anti-militancy operations in Sirsa and Ambala districts. He was later deputed to Chandigarh Police as SP (Security & Traffic) for nearly three years before leading India’s Civilian Police Contingent at the UN Mission in Kosovo in 2000 as Contingent Commander. He also worked as Superintendent of Police in Fatehabad, Panipat, Panchkula, and Ambala. In February 2003, Yadava joined the Intelligence Bureau, where he rose through the ranks from Deputy Director to Special Director. Additionally, he held the charge of Secretary of the All India Police Sports Control Board for four years.

With his vast administrative, policing, and international experience, Yadava’s appointment to HIPA is being seen as a move to strengthen training and governance standards in Haryana.
