13 IAS officers transferred in Haryana

The state government transferred 13 IAS officers including nine Additional Chief Secretaries (ACS’s) and three Principal Secretaries.

Navraj Sandhu has been posted as Additional Chief Secretary, Vigilance, in addition to her present duties.Sunil Gulati goes as CMD, Haryana Minerals, and Coordinator, centrally-sponsored schemes. Dheera Khandelwal will be ACS, Cultural Affairs, and Archives, Archaeology and Museums, in addition to her present duties.Jyoti Arora will be Principal Secretary, Technical Education, in addition to her present duties. Sumita Misra will be Principal Secretary, Social Justice and Empowerment, as also Fisheries.Ashok Khemka has been posted as Principal Secretary, Sports and Youth Welfare, and Pankaj Aggarwal as Director General, Supplies and Disposal, in addition to his present duties. Shekhar Vidyarthi has been posted as Director, Environment, Chief Executive, Haryana Khadi and Village Industries Board, and MD, HAFED. Saket Kumar goes as Director, AYUSH, Special Secretary, Health Department, and Special Secretary, Home-1.Chander Shekhar has been posted as Special Secretary, Forests, and Secretariat Establishment. Bhupinder Singh has been posted as MD, Dairy Development Cooperative Federation, and Special Secretary, Finance.Geeta Bharti will be the new Director, Welfare of SC and BC. Pass a ‘speaking/reasoned order’: CAT to the Cabinet Secretary on the 360-degree evaluation system

The GOI’s attempt to use 360-degree evaluation system for selection and promote officials has put the bureaucracy on tenterhooks. Officers are against the system, though refrain from making any statement against it for the fear of antagonizing the government.

The inception of 360-degree evaluation system is based on the premises that it would reduce lobbying for key position and allow a systematic reform in the bureaucracy. The present government intends to rely on this assessment system despite an adverse remark on the whole 360-degree by a parliamentary committee.

Naturally, this decision of government has irked many. Principal adviser to the Himachal Pradesh government, Vineet Chowdhury has brought the issue to the notice of Central Administrative Tribunal (CAT). He called the new system arbitrary, opaque, discriminatory, unconstitutional, illegal, irregular and off-the-mark. CAT has taken notice of the documents submitted by Mr Chowdhury and asked the Cabinet Secretary to the GoI to consider Chowdhry’s representation. It also wants the Cabinet Secretary to also take into notice any other representation on the issue. It has directed the secretary to pass a ‘speaking/reasoned order’ on the same within two months.

Union Cabinet approves creation of National Testing Agency

The Union Cabinet has approved the creation of a National Testing Agency (NTA) to conduct entrance examinations for higher educational institutions .The agency is to be registered under the Indian Societies Registration Act, 1860 and as an autonomous and self sustained premier testing organizations.

Creation of NTA will relieve the Central Board of Secondary Education (CBSE) and the All India Council for Technical Education (AICTE) of the burden of conducting entrance tests.The entrance examinations will be conducted in online mode at least twice a year, thereby giving adequate opportunity to lakhs of candidates to bring out their best.

The Centre will give an initial grant of 25crore to the NTA to start its operations in the first year. Thereafter, it will be self-sustaining .The NTA will be chaired by an eminent educationist appointed by the Ministry of Human Resource Development .There will be a Board of Governors comprising members from user institutions.

Cabinet approves appointment of second national judicial pay commission

The Union cabinet has approved the appointment of a second national judicial pay commission for the subordinate judiciary.The commission will decide on a salary hike for almost 21,000 judges of the subordinate judiciary level.The Commission,is to be headed by retired justice of the Supreme Court J.P.Venkatrama Reddi,will make its recommendations to the state governments preferably within a period of eighteen months.

The Commission aims to evolve the principles which would govern pay structure and other emoluments of Judicial Officers belonging to the Subordinate Judiciary of the country. It will examine the work methods and work environment as also the variety of allowance and benefits in kind that are available to Judicial Officers in addition to pay and to suggest rationalisation and simplification thereof.

It will aim at arriving at a uniform pay scale for the service of judicial officers of the subordinate judiciary throughout the country. The current entry-level salary for a junior civil judge is Rs45,000 while a senior judge gets nearly Rs80,000.

MHA forms new divisions to check radicalisation, cyber fraud

The MHA has created two new divisions, Counter Terrorism and Counter Radicalisation (CTCR) and Cyber and Information Security (CIS), to check growing radicalisation and cyber fraud. Both these divisions will be headed by joint secretary level officers.
In an order. the MHA specified that The CTCR division will devise quick strategies for de-radicalisation and to check terrorism. It will also prepare action plans for combating terrorism and radicalisation with definite deliverable and timelines.
The other new wing, CIS, has been created to monitor online crimes and threats, including cyber fraud and hacking, and suggest ways to minimise and fight them. This division will track and counter online fraud, hacking, identity theft, dark net, trafficking and cyber attacks on critical information infrastructure.
To facilitate the establishment of these two new divisions within the existing framework of 18 divisions, the four divisions relating to judicial matters, center-state relations, international cooperation, and public grievances may be merged and reduced to two divisions.The ministry will continue to have 18 division,each led by a joint secretary-level officer.

 

 

Rajnath Singh addresses 69th batch of IPS Officers

The Union Home Minister Rajnath Singh has called upon young police officers to orient themselves for a multi-dimensional role in the era of technological growth. Addressing the 69th batch of Indian Police Services (IPS) Officers here today, he urged the officers to solve people’s problems with sympathetic and empathetic behaviour towards them.

Rajnath Singh said that technology should be utilised in an optimal manner for the development of police functioning and to address people’s problem quickly and efficiently. Mentioning anecdotes from his experiences as former Chief Minister of Uttar Pradesh, Union Home Minister said that society’s perception towards IPS Officers should be positive and Officers should likewise develop a sense of sensitivity, protection and security towards public, so that they can discuss their problems and have their solutions with ease.

He concluded by saying that Governance with transparency and responsibility is the mantra of success.
