Binoy Kumar appointed Special Secretary logistics

Binoy Kumar (IAS:1983:TG) appointed as Special Secretary, Logistics Department; a newly created post under the Department of Commerce. Previously he served as Special Secretary, Directorate General of Supplies and Disposals in the same department.

The nearly 100-year-old procurement arm of the Central Government — the Directorate General of Supplies and Disposals (DGS&D) — will close down on October 31.The closure of the DGS&D follows the government’s shift to the commerce ministry’s e-market platform (GeM) launched last year for public procurement of goods and services.

 

Revenue Secretary Hasmukh Adhia Designated Finance Secretary

Revenue secretary Hasmukh Adhia (IAS:1981:GJ) has been designated as Finance Secretary.Adhia,seen as one of the driving forces behind goods and survices tax, is the senior most among all five Secretaries serving under the Ministry of Finance.It may be mentioned that Neeraj Gupta (IAS:UP) and Ajay Narayan Jha (IAS:MN) belong to 1982 batch whereas Subhash Chandra Garg (IAS:RJ) and Rajiv Kumar (IAS:JH) belong to 1983 and 1984 batch respectively.

There are five departments under the finance ministry: expenditure, economic affairs, financial services, revenue and the Department of Investment and Public Asset management (DIPAM). Rajiv Kumar is the financial services secretary. Ajay Narayan Jha is the expenditure secretary and Neeraj Kumar Gupta is the secretary at DIPAM.Subhash Chandra Garg is the economic affairs secretary.

As per the convention, the senior most secretary in the finance ministry is designated as the finance secretary.

PM on 2-day visit to LBSNAA, Mussoorie, interacts with trainee IAS officers

The Prime Minister, Shri Narendra Modi, today met and interacted with over 360 Officer Trainees of the 92nd Foundation Course at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie, Uttarakhand. He is at LBSNAA on a two-day visit.

During the wide-ranging interaction, which lasted nearly four hours, the Prime Minister urged the Officer Trainees to express their ideas and thoughts to him frankly and without fear.

A variety of subjects such as administration, governance, technology and policy-making came up for discussion. The Prime Minister encouraged the Officer Trainees to study and research governance issues in depth, so that they could understand them well. He also stressed on the need for them to develop a national vision.

The discussions were marked by a large degree of experience-sharing.

During the four-hour interaction in four groups, a variety of subjects such as administration, governance, technology, and policy-making came up, according to the PMO statement. “Officers shared their own experiences, which were very constructive,” Modi tweeted.

PM also interacted with faculty members of the Academy, who gave him an overview of the work being done there, to train India’s civil servants.

He visited the state-of-the-art Gandhi Smriti Library at LBSNAA. He attended a short cultural programme by the Officer Trainees.

Earlier, on arrival at the Academy, the Prime Minister offered floral tributes on the statues of Sardar Vallabhbhai Patel and former Prime Minister Lal Bahadur Shastri.
