Haryana govt transfers 8 IAS, 12 HCS officers

The Haryana government on Monday (August 25, 2025) issued transfer and posting orders of eight IAS officers with immediate effect. Along with them, 12 Haryana Civil Service (HCS) officers have also been reshuffled across departments.

The names of the officers and their postings are as follows;

  1. Aparajita (IAS:2018:HY), currently on maternity leave, has been posted as Mission Director, Swachh Bharat Mission (Urban).
  2. Ankita Chaudhary (IAS:2019:HY), who was awaiting orders of posting, has been appointed as Additional Commissioner, Municipal Corporation, Gurugram.
  3. Pradeep Singh (IAS:2020:HY), Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Nuh, has been given additional charge as CEO, Zila Parishad, Nuh and CEO, DRDA, Nuh.
  4. C Jayasharadha (IAS:2020:HY), Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Hisar, has been given additional charge as CEO, Zila Parishad, Hisar and CEO, DRDA, Hisar.
  5. Rahul Modi (IAS:2020:HY), Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Rewari, will now also hold the charge of CEO, Zila Parishad, Rewari and CEO, DRDA, Rewari.
  6. Narendra Kumar (IAS:2021:HY), Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Rohtak, has been posted as CEO, Zila Parishad, Rohtak and CEO, DRDA, Rohtak, in addition to his present duties.
  7. Sonu Bhatt (IAS:2021:HY), Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Karnal, has been given additional charge as CEO, Zila Parishad, Karnal and CEO, DRDA, Karnal.
  8. Vivek Arya (IAS:2021:HY), Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Jind, has been posted as CEO, Zila Parishad, Jind and CEO, DRDA, Jind, in addition to his present duties.

In the same order 12 more HCS officers have been assigned fresh responsibilities.

Justice Shree Chandrashekhar recommended as Chief Justice of Bombay HC

In a significant judicial development, the Supreme Court collegium on Monday (August 25, 2025) recommended the elevation of Justice Shree Chandrashekhar as the Chief Justice of the Bombay High Court.

Justice Chandrashekhar is presently serving as a judge of the Bombay High Court. His recommendation came during a meeting of the collegium held on August 25, 2025.

The three-member collegium, headed by the Chief Justice of India, also comprised Justices Surya Kant and Vikram Nath. The proposal has now been forwarded to the Centre for approval.

If cleared, Justice Chandrashekhar will take charge as the next Chief Justice of the Bombay High Court, one of the country’s oldest and most prominent high courts.

SC collegium recommends three Permanent Judges for Kerala High Court

The Supreme Court Collegium has recommended elevating three Additional Judges of the Kerala High Court as Permanent Judges. The decision was taken at a meeting of the Collegium held on August 25, 2025.

They are;

  1. Justice Johnson John
  2. Justice Gopinathan Unnithan Girish
  3. Justice Chellappan Nadar Pratheep Kumar

The Supreme Court Collegium has recommended elevating six Additional Judges of the Bombay High Court as Permanent Judges. The decision was taken at a meeting of the Collegium held on August 25, 2025.

They are;

  1. Justice Sanjay Anandrao Deshmukh
  2. Justice Vrushali Vijay Joshi
  3. Justice Abhay Jainarayanji Mantri
  4. Justice Shyam Chhaganlal Chandak
  5. Justice Neeraj Pradeep Dhote
  6. Justice Somasekhar Sundaresan

SC Collegium recommends Justices Alok Aradhe, Vipul Manubhai Pancholi to top court

In a significant development, the Supreme Court collegium on Monday (August 25, 2025) recommended the elevation of Bombay High Court Chief Justice Alok Aradhe and Patna High Court Chief Justice Vipul Manubhai Pancholi as judges of the apex court.

If the Centre clears the recommendations, Justice Pancholi will be in line to become the Chief Justice of India (CJI) on October 3, 2031, after the retirement of Justice Joymalya Bagchi, and will serve until May 27, 2033.

The Supreme Court presently has two vacancies. With the appointments of Justices Aradhe and Pancholi, the top court will regain its full sanctioned strength of 34 judges.

The collegium meeting was chaired by Chief Justice of India B R Gavai and included Justices Surya Kant, Vikram Nath, J K Maheshwari and B V Nagarathna.

IAS Anjaneya Kumar Singh gets 6th extension in Uttar Pradesh

In a dramatic turn of events, senior IAS officer Anjaneya Kumar Singh (IAS:2005:SK) has secured a sixth consecutive deputation extension in Uttar Pradesh. The officer, originally from the Sikkim cadre, will now continue in the state till 14 August 2026.

Singh’s deputation tenure officially ended on 14 August 2025. The Uttar Pradesh government had recommended to the Centre for his extension, but in the absence of immediate approval, he was relieved from the post of Commissioner, Moradabad.

Following his release, Singh handed over charge to Moradabad DM Anuj Singh and proceeded on a 60-day leave. The move sparked widespread speculation in bureaucratic and media circles, with many believing that he had been denied an extension. Several media outlets, including our platform, reported that his tenure had ended.

However, the situation shifted dramatically when the Centre, on Monday (August 25, 2025), approved the UP government’s recommendation, granting him a one-year extension.

With this clearance, IAS Anjaneya Kumar Singh will not return to his Sikkim cadre for now. He is expected to be assigned a new responsibility in Uttar Pradesh.

ACC clears major reshuffle of Additional Secretary-rank officers

In a significant bureaucratic move, the Appointments Committee of the Cabinet (ACC) on Monday (August 25, 2025) approved a large-scale reshuffle of senior officers. The exercise covered more than a dozen Additional Secretary-rank officials across various ministries and departments.

The shake-up also includes the in-situ elevation of two IAS officers, aimed at strengthening leadership positions in key sectors of governance.

The names of the officers and their postings are as follows;

  1. Sanjay Rastogi (IAS: 1991: OR), Additional Secretary & Financial Advisor in the Ministry of Youth Affairs & Sports, has been assigned new role as Director General of the National Archives of India.
  2. Anil Kumar Singhal (IAS: 1993: AP) has been appointed as new Chief Executive Officer of the National Rainfed Area Authority under the Ministry of Agriculture & Farmers Welfare.
  3. Sudeep Jain (IAS: 1994: TN), Additional Secretary, Ministry of New & Renewable Energy, has been appointed as Member Secretary for the National Commission for Women.
  4. Dheeraj Sahu (IAS: 1996: UP), Managing Director, Small Farmers Agri-Business Consortium, Department of Agriculture & Farmers Welfare, has been appointed as Additional Secretary in the Department of School Education & Literacy.
  5. A Anbarasu (IAS:1996:AGMUT), presently serving in the cadre, has been appointed as new Additional Secretary & Director General (Acquisition) in the Ministry of Defence.
  6. Lav Aggarwal (IAS: 1996: AP), currently in his cadre, has been appointed as Additional Secretary in the Ministry of Women & Child Development, succeeding Gyanesh Bharti (IAS:1998:AGMUT).
  7. Gyanesh Bharti (IAS: 1998: AGMUT), Additional Secretary in the Ministry of Women & Child Development, has been moved to the Election Commission of India as the new Deputy Election Commissioner.
  8. Sunil Kumar Barnwal (IAS:1997:JH), Additional Secretary in the Department of Higher Education, has been appointed as Chief Executive Officer of the National Health Authority.
  9. Manish Bhardwaj (IAS:1997:GJ), Deputy Director General, Unique Identification Authority of India, has been appointed as new Secretary of the National Disaster Management Authority under the Ministry of Home Affairs, in the rank and pay of Additional Secretary.
  10. Akash Tripathi (IAS: 1998: MP), Additional Secretary, Ministry of Power, has been transferred and posted as Managing Director of Solar Energy Corporation of India Ltd.
  11. Hirdesh Kumar (IAS: 1999: AGMUT), Managing Director, Tribal Co-operative Marketing Development Federation of India, Ministry of Tribal Affairs, has been posted as new CEO of NATGRID, Ministry of Home Affairs.
  12. Diwakar Nath Misra (IAS: 2000: AM), who was in the cadre, has been posted as new Additional Secretary in the Department of Revenue, Ministry of Finance.
  13. Akhil Kumar (IPS: 1994: UP), presently posted in the cadre, has been appointed as Managing Director/Chief Executive Officer of Digital India Corporation.
  14. Sandeep Sarkar (IDAS: 1995), presently posted in the cadre, has been appointed as Additional Secretary & Financial Advisor in the Department of Agricultural Research & Education.
  15. Anu P Mathai (IES:1996), presently posted in the cadre, has been appointed as Additional Secretary in the Department of Economic Affairs through a temporary upgrade of a vacant post.

In-situ upgradation has also been granted to two IAS officers:

  1. Shantanu (IAS: 1997: TR) has been elevated from Joint Secretary to Additional Secretary in the Ministry of Development of the North Eastern Region.
  2. Pawan Kumar Sharma (IAS: 1999: MP) has been elevated from Joint Secretary to Additional Secretary in the Department of Defence.

UP: IPS officer K Satyanarayana seeks voluntary retirement

Senior IPS officer K Satyanarayana (IPS:1998:UP), currently serving as Additional Director General (ADG) of Traffic, has applied for voluntary retirement from service (VRS).

Satyanarayana, a native of Andhra Pradesh, is due to retire in October 2027, but has chosen to seek retirement almost two years in advance.

While the exact reason for his decision remains unclear, departmental sources indicate that he has opted for VRS citing personal reasons.

Satyanarayana’s application is now under consideration, and the government will take a decision on whether to accept or reject it under the provisions of the All India Services (Death-cum-Retirement Benefits) Rules, 1958.

Telangana DGP Jitender to retire; CV Anand, Shivadhar Reddy in race

With Telangana DGP Jitender (IPS:1992:TG) set to retire on September 30, 2025, the race for his successor has begun. According to our sources, two senior IPS officers are in contention — C V Anand (IPS:1991:TG), the Hyderabad City Police Commissioner, and B Shivadhar Reddy (IPS:1994:TG), DGP Intelligence. Insiders suggest that C V Anand currently has the upper hand.

According to the latest gradation list, CV Anand is the second senior-most officer in the cadre. The senior-most, Ravi Gupta (IPS:1990:TG), is due to retire on December 31, 2025. However, Supreme Court guidelines mandate that a candidate must have at least six months of service left at the time the vacancy arises. Since Ravi Gupta would have only three months left on September 30, he is ineligible.

The third senior-most, Apte Vinayak Prabhakar (IPS:1994:TG), is currently on central deputation in the Intelligence Bureau and is not expected to return to his parent cadre. Kothakota Sreenivasa Reddy (IPS:1994:TG), the fourth in line, is set to retire on August 31, 2025, a month before the vacancy arises.

That leaves B Shivadhar Reddy, who retires in April 2026, as the strongest alternative contender to CV Anand. The sixth in the seniority list, Soumya Mishra (IPS:1994:TG), DG, Prisons & Correctional Services, is not seen as a frontrunner for the top post.

With the retirement clock ticking for Jithender, all eyes are on the Telangana government’s choice. For now, the contest narrows down to CV Anand and B Shivadhar Reddy — with Anand tipped as the frontrunner.

IAS Officer Rajendra Ratnoo takes voluntary retirement

Senior IAS officer Rajendra Ratnoo (IAS:2001:TN) has taken voluntary retirement from service, citing personal reasons. He was relieved of his duties on August 20, 2025, after the Tamil Nadu government relaxed the mandatory three-month notice period considering his request and his mother’s health condition.

Mr. Ratnoo had returned to his parent cadre Tamil Nadu in June 2025 from central deputation. He was appointed as Member-Secretary of the Chennai Rivers Restoration Trust and Managing Director of Chennai River Transformation Company Limited. Before his repatriation, he was serving as Executive Director of the National Institute of Disaster Management (NIDM), New Delhi.

His repatriation order was issued by the Department of Personnel and Training (DoPT) on April 28, 2025. His premature retirement was sanctioned by the Union Government under the All India Services (Death-cum-Retirement Benefits) Rules, 1958. Rule 16 (2) of the rules allows the state government to relax the notice period if satisfied with the officer’s request, provided reasons are recorded in writing.

Originally hailing from Rajasthan, Mr. Ratnoo began his career in Tamil Nadu as an Assistant Collector in Madurai. He later played a key role in leading the Tsunami Project Implementation Unit and went on to serve as Collector of Cuddalore and Kanyakumari districts. Over the years, he has held important positions in fisheries, commercial taxes, Tamil Nadu Medical Services Corporation, technical education, and Poompuhar Shipping. He also served as Director of Disaster Management and as Joint Secretary in the Department for Promotion of Industry and Internal Trade (DPIIT) at the Centre.
