Dinesh K Patnaik appointed as India’s Next High Commissioner to Canada

In a significant diplomatic development, the Government of India on Thursday (August 28, 2025) appointed senior diplomat Dinesh K Patnaik (IFS:1990) as the next High Commissioner of India to Canada. He is currently serving as India’s Ambassador to Spain and is expected to assume his new assignment in Ottawa shortly.

The Ministry of External Affairs (MEA) confirmed the appointment in an official statement: Shri Dinesh K Patnaik (IFS:1990), presently Ambassador to the Kingdom of Spain, has been appointed as the next High Commissioner of India to Canada. He is expected to take up the assignment shortly.”

This appointment comes nearly nine months after India withdrew its High Commissioner Sanjay Kumar Verma (IFS:1988) and other senior diplomats from Ottawa amid diplomatic tensions. Patnaik’s posting is expected to strengthen bilateral engagement and restore the continuity of high-level diplomatic presence between India and Canada.

With more than three decades of service, Dinesh K Patnaik is a seasoned diplomat with extensive experience in bilateral and multilateral diplomacy. Over his career, he has served in Indian missions in Geneva, Dhaka, Beijing, and Vienna, apart from crucial divisions in the Ministry of External Affairs focusing on Africa, Europe (West), the United Nations, and external publicity.

Anurag Jain gets one-year extension as Madhya Pradesh Chief Secretary

As Legendofficers.com reported on July 10, Chief Secretary Anurag Jain (IAS:1989:MP) was likely to get an extension — and once again, our sources proved right. The central government has approved the Madhya Pradesh government’s proposal to extend his tenure by one year.

Jain, who was scheduled to retire on August 31, 2025, upon turning 60, will now continue as Chief Secretary till August 2026. Today’s order has put to rest all speculation over his possible successors.

In recent weeks, bureaucratic circles were abuzz with names of contenders such as Dr. Rajesh Rajora (IAS:1990:MP) and Alka Upadhyaya (IAS:1990:MP), in case Jain’s tenure was not extended. However, with the decision now official, uncertainty has been settled.

Anurag Jain, repatriated from central deputation in September 2024, had taken charge as Chief Secretary on October 1, 2024, succeeding Veera Rana (IAS:1988:MP). At the Centre, he had been serving as Secretary in the Ministry of Road Transport & Highways, with additional charge of Housing and Urban Affairs.

UP: Anjaneya Kumar Singh to continue as Moradabad Commissioner till August 2026

The Uttar Pradesh government on Wednesday (August 27, 2025) issued an order confirming that IAS officer Anjaneya Kumar Singh (IAS:2005:SK) will continue as Commissioner of Moradabad till the end of his deputation tenure in August 2026.

Earlier, on August 25, the Central government had extended Singh’s deputation in Uttar Pradesh by one year, till August 14, 2026. He had been on leave since August 14 as his tenure was not extended in time. Following the fresh order from the state government, he is expected to take charge as Commissioner of Moradabad any time now.

Singh, a 2005-batch IAS officer of the Sikkim cadre, has been serving as Moradabad Commissioner since March 2021. He came to Uttar Pradesh on deputation in 2015 and has since held several important assignments in the state administration.

Centre notifies appointment of 14 Additional Judges to Bombay HC

The Union government on Wednesday (August 27, 2025) notified the appointment of 14 Advocates as Additional Judges of the Bombay High Court, for a period of two years.

They are;

The Supreme Court Collegium on August 19, 2025, approved the elevation of 14 Advocates as Judges of the Bombay High Court and forwarded the recommendations to the President.

Centre notifies Acting Chief Justices for Bombay and Patna High Courts

The Union government on Wednesday (August 27, 2025) notified that Justice Shree Chandrashekhar, Judge of the Bombay High Court, will perform the duties of the Chief Justice of the Bombay High Court. His appointment will take effect from the date Justice Alok Aradhe, current Chief Justice of the Bombay High Court, relinquishes charge following his elevation to the Supreme Court of India.

Similarly, Justice Pavankumar Bhimappa Bajanthri, Judge of the Patna High Court, has been designated to perform the duties of the Chief Justice of the Patna High Court. His appointment will take effect from the date Justice Vipul M. Pancholi, Chief Justice of the Patna High Court, relinquishes charge upon his elevation as a Judge of the Supreme Court.

Rajiv Ranjan appointed Vice-President of New Development Bank

Dr. Rajiv Ranjan, Executive Director at the Reserve Bank of India (RBI) and former member of the Monetary Policy Committee (MPC), has been appointed Vice-President of the New Development Bank (NDB), the multilateral lender earlier known as the BRICS Bank. The appointment, announced on August 23, 2025, is for a five-year term. He will also serve as the bank’s Chief Risk Officer.

A career central banker, Dr. Ranjan joined the RBI in 1989 and brings with him more than 35 years of experience in economic policy, financial markets, and risk management. Since May 2022, he has served as Executive Director and MPC member, contributing to India’s monetary policy decisions. He is due to retire from the RBI in September.

Over the course of his career, Dr. Ranjan has held several key positions, including Head of the Monetary Policy Department, Secretary to the MPC, and Chief of the Department of Economic and Policy Research. He has also worked in the International Department and the Department of External Investments and Operations. Between 2012 and 2015, he served as Economic Policy Expert at the Central Bank of Oman.

His expertise spans macroeconomic, fiscal, and external sector policies; foreign exchange and bond markets; financial market operations; and risk management. He has represented India in various global forums such as the G20, IMF, World Bank, BIS, FSB, OECD, and SAARC, and has contributed significantly to policy dialogue within the Global South.

Dr. Ranjan holds a master’s degree in Economics from the Delhi School of Economics, University of Delhi, and a PhD in Economics from the University of Mumbai. He has published extensively on contemporary economic and developmental issues and co-authored three books.

The NDB, established in 2015 by Brazil, Russia, India, China and South Africa, finances infrastructure and sustainable development projects in emerging markets and developing countries.

Meanwhile, the RBI has named Indranil Bhattacharya as Ranjan’s successor in its six-member MPC.

Centre notifies appointment of Justices Alok Aradhe, Vipul Pancholi as Supreme Court Judges

The Union government on Wednesday (August 27, 2025) notified the appointment of Bombay High Court Chief Justice Alok Aradhe and Patna High Court Chief Justice Vipul M Pancholi as judges of the Supreme Court.

With these two appointments, the apex court has reached its sanctioned strength of 34 judges, leaving no vacancies.

The Supreme Court Collegium, led by Chief Justice of India B R Gavai, had recommended their names for elevation on August 25, 2025.

Sandeep Sudhakar Paranjape selected as Director (Technical), Western Coalfields Limited

Sandeep Sudhakar Paranjape has been selected for appointment as Director (Technical), Western Coalfields Limited. The selection was made during a Public Enterprises Selection Board (PESB) meeting held on August 27, 2025.

Paranjape is currently serving as General Manager, South Eastern Coalfields Limited.

Following the PESB’s recommendation, his name has been forwarded to the Appointments Committee of the Cabinet (ACC) for final approval. His appointment will be subject to necessary vigilance clearances and the ACC’s nod.

Delhi CP core team: Major IPS reshuffle in police secretariat

After taking charge as Delhi Police Commissioner on August 22, Satish Golcha (IPS:1992:AGMUT) has begun shaping the administrative landscape of the force with a significant reshuffle at the Police Secretariat. Three IPS officers have been appointed to key positions in what is being seen as the Commissioner’s first major move to strengthen his core team.

Vijay Kumar (IPS:2005:AGMUT), currently serving as Joint CP, Northern Range, has been appointed as Officer on Special Duty (OSD) to the Delhi Police Commissioner. He replaces Rajiv Ranjan Singh (IPS:2010:AGMUT), who has been transferred as Additional CP, Central Range. Interestingly, the OSD position, typically handled by a DCP-rank officer, has been entrusted to a Joint CP-level officer this time, underscoring its significance. Vijay Kumar brings wide-ranging experience, having earlier served in the Intelligence Bureau (IB), Department of Sports, and Delhi Police Housing Corporation Limited (DPHCL). In 2023, he was posted as Inspector General (IG) in Arunachal Pradesh.

In parallel appointments, Rohit Rajbir Singh (IPS:2015:AGMUT), who was serving as Additional DCP, Dwarka, has been attached to the Secretariat as DCP (Crime). Vikram K Porwal (IPS:2016:AGMUT), who was serving as DCP (Traffic), has been brought in as DCP (Administration). Porwal has held multiple critical roles in the past, including postings in the Economic Offences Wing (EOW), Supreme Court Security, General Administration, and Delhi Metro. Notably, he also served as Special Officer to the Police Commissioner in 2020.

This reshuffle highlights Commissioner Golcha’s strategy of positioning trusted and experienced officers in the Secretariat, setting the tone for his administrative approach in the capital’s police force.

Telangana HC orders DoPT to allot IAS A Vani Prasad to Telangana cadre

The Telangana High Court has set aside the Centre’s decision to place senior IAS officer A Vani Prasad in the Andhra Pradesh cadre and directed the Department of Personnel and Training (DoPT) to allot her to the Telangana cadre within two months. A division bench of Justice Abhinand Kumar Shavili and Justice V. Ramakrishna Reddy delivered the order on Tuesday, faulting the methodology followed during the 2014 bifurcation exercise.

The court held that the Presidential Order issued under Article 371-D, which governs local status, prevails over other criteria used in cadre allocation. In Vani Prasad’s case, the Pratyush Sinha Committee had relied primarily on place of birth (Guntur) to infer domicile, even though her schooling through graduation was in Hyderabad—grounds on which she sought Telangana cadre.

The ruling reverses the earlier position where her plea for Telangana cadre was rejected by the CAT, Hyderabad, and DoPT’s allocation to AP was upheld. The High Court’s latest directive now obliges the Centre to reassign her to Telangana.

Vani Prasad is presently Special Chief Secretary in Andhra Pradesh (Labour Department). The High Court also asked the Centre and both state governments to issue necessary consequential orders within the stipulated time.
