7 IAS officers transferred in J&K

The Jammu and Kashmir goverment on Monday transferred 7 IAS officers.

The names of the officers and their postings are as follows:

1. Dr. Asgar Hassan Samoon (IAS :1993:JK), Principal Secretary to the Government, Animal and Sheep Husbandry Department, shall also hold the charge of the post of Administrative Secretary, Transport Department, in addition to his own duties.

2. Mr. Shahid Anayatullah (IAS:2000:JK), Commissioner/Secretary to the Government, Revenue Department, shall also hold the charge of the post of Financial Commissioner, Revenue, in addition to his own duties.

3. Mr. Farooq Ahmad Lone (IAS:2009:JK), Chief Executive Officer, Economic Reconstruction Agency, J&K, holding additional charge of Chief Executive Officer, SPV, Srinagar, is transferred and posted as Special Secretary to the Government, Social Welfare Department.

4.Syed Abid Rashid Shah (IAS:2012:JK), Deputy Commissioner, Srinagar, shall also hold the charge of the post of CEO, Special Purpose Vehicle (SPV) for Srinagar City for implementation of the Smart City Project, under the Smart City Mission.

5. Kumar Rajeev Ranjan (IAS:2010:JK) has been posted as Director, Area Planning and ex-officio Special Secretary to the Government, Planning, Development and Monitoring Department.

6. Mr. Doifode Sagar Dattatray (IAS:2014:JK), Additional Deputy Commissioner, Srinagar, is transferred and posted as Special Officer in the Cell for Monitoring Flagship Programmes and Mega Projeds.

7. Mr. Owais Ahmed (IAS:2014:JK), Additional Secretary to the Government, Finance Department, under orders of transfer as Director, Tribal Affairs, J&K, is transferred and posted as Deputy Commissioner, Shopian.

Who is the Boss? Daggers drawn between No. 1 & No. 2 in CBI

Exposing India’s top investigating agency, the Central Bureau of Investigation (CBI), a war is out now between No. 1 and No. 2. In a letter to Central Vigilance Commission (CVC), it was said that its second most senior officer, Special Director Rakesh Asthana, does not have the mandate to represent its chief, Director Alok Verma.

That’s not all, it has informed the CVC that several officers being considered for induction in the agency “were under examination by the CBI as suspects/ accused in criminal cases under investigation with the Bureau”. Pointing out that Asthana is himself “under (the) scanner” in several cases, the agency has conveyed that in order to “maintain organizational integrity”, he “cannot be consulted for inducting officers into CBI” in the absence of the Director. The CBI’s concerns were conveyed in two letters sent by its policy division in response to a telephone call from the CVC on July 10, informing it about a meeting of the CBI selection committee on July 12.

The role of the CVC-chaired selection committee had come under the spotlight after Asthana became the CBI Special Director last year. The committee, at the time, chose to ignore a note from CBI director Verma pertaining to corruption allegations and objecting to Asthana’s name.

The issues raised by CBI assume significance at a time when it is probing several politicians in the run-up to the general elections next year.
