Amit Khare appointed Secretary to Vice-President of India

In a significant development, the Appointments Committee of the Cabinet (ACC) on Sunday (September 14, 2025) approved the appointment of retired IAS officer Amit Khare (IAS:1985:JH) as Secretary to the Vice-President of India.

According to an order issued by the Department of Personnel and Training (DoPT), Khare’s appointment will be on a contract basis, in the rank and pay of Secretary, for a period of three years from the date of assumption of charge.

Khare, a 1985-batch Jharkhand cadre officer, is currently serving as Advisor to the Prime Minister, a position he has held since October 12, 2021, handling matters related to the social sector. During his distinguished career, he has held several key positions in both the Centre and the State governments.

He served as Joint Secretary, Higher Education, Government of India (2008–2014), dealing with UNESCO, education policy, and copyright reforms. In Jharkhand, he worked as Secretary, HRD, Vice-Chancellor of Ranchi University, and later as Development Commissioner and Additional Chief Secretary, Finance-cum-Planning, introducing reforms in budgeting, financial inclusion, DBT, and scheme implementation.

Khare joined the Government of India as Secretary, Information & Broadcasting in May 2018, and subsequently served as Secretary, School Education & Literacy, and Secretary, Higher Education. He was part of the core team that formulated and implemented the National Education Policy, 2020.

An alumnus of St. Stephen’s College, Delhi, Khare also holds a postgraduate degree in Business Administration from IIM Ahmedabad.

AP govt transfers 14 IPS officers, new SPs in 14 Districts

In a major reshuffle, the Andhra Pradesh government on Saturday (September 13, 2025) transferred 14 IPS officers, effecting significant changes in the police administration. The most notable outcome of the reshuffle is the appointment of new Superintendents of Police (SPs) in 14 districts.

This comes close on the heels of the government’s transfer of 12 District Collectors earlier this month, marking back-to-back administrative changes at the district level.

The names of the officers and their postings are as follows;

  1. AR Damodar (IPS-SPS:2013:AP), SP, Prakasam, has been transferred and posted as SP, Vizianagaram District.
  2. Rahul Meena (IPS:2019:AP), SP, Railways, Gunthakal, has been transferred and posted as SP, Dr BR Ambedkar Konaseema District.
  3. Vidhya Sagar Naidu (IPS:2016:AP), SP, Annamayya District, has been transferred and posted as SP, Krishna District.
  4. Vakul Jindal (IPS:2016:AP), SP, Vizianagaram District, has been transferred and posted as SP, Guntur District.
  5. B Krishna Rao (IPS:2014:AP), SP, Dr BR Ambedkar Konaseema District, has been transferred and posted as SP, Palnadu District.
  6. B Uma Maheshwar (IPS-SPS:2022:AP), SP (Admn.), CID, has been transferred and posted as SP, Bapatla District.
  7. V Harsha Vardhan Raju (IPS-SPS:2013:AP), SP, Tirupati (Urban), has been transferred and posted as SP, Prakasam District.
  8. Ajitha Vejendla (IPS:2015:AP), DCP, Law & Order, Visakhapatnam, has been transferred and posted as SP, Nellore District.
  9. L Subbarayadu (IPS-SPS:2013:AP), SP, Red Sanders Anti-Smuggling Task Force, Tirupati, has been transferred and posted as SP, Tirupati District.
  10. Tushar Dudi (IPS:2018:AP), SP, Bapatla, has been transferred and posted as SP, Chittoor District.
  11. Dheeraj Kunilibilli (IPS:2020:AP), Addl. SP, Alluri Sitarama Raju District, has been transferred and posted as SP, Annamayya District.
  12. Sileesh Nachiketh Vishwanath (IPS:2019:AP), SP, Intelligence, has been transferred and posted as SP, Kadapa District.
  13. Suneel Sheoran (IPS:2019:AP), Group Commander, Greyhounds, Visakhapatnam, has been transferred and posted as SP, Nandyal District.
  14. Sathish Kumar (IPS:2016:AP), SP, Guntur (Urban), has been transferred and posted as SP, Satya Sai District.

RVNL CMD Selection: PESB interviews scheduled for Sept 15

The Public Enterprises Selection Board (PESB) has scheduled interviews on September 15, 2025, to select the next Chairman and Managing Director (CMD) of Rail Vikas Nigam Limited (RVNL). Sources confirmed that 10 candidates have been shortlisted for the crucial leadership role.

The candidates appearing for the interview include:

  1. Ajit Kumar Panda, Director (Project & Services), Container Corporation of India Limited
  2. Mritunjay Pratap Singh, Director (Operations), Rail Vikas Nigam Limited
  3. Anurag, Principal Executive Director, Rail Vikas Nigam Limited

Industry observers point out that Mritunjay Pratap Singh, currently Director (Operations) in RVNL, is seen as one of the strong contenders for the post.

The vacancy arose after the retirement of Pradeep Gaur on August 31, 2025. Gaur had taken charge in August 2018 for a five-year term and was later granted a two-year extension, which ended on his retirement date.

Since September 1, 2025, Sukhmal Chand Jain (IRSE), AM/L&A, Railway Board, has been holding additional charge of CMD, RVNL. The PESB had advertised the post on April 22, 2025.

Mukesh Kumar appointed as CVO of Railway Vikas Nigam Ltd

In a key appointment, Mukesh Kumar (ITS:1995) has been appointed as the new Chief Vigilance Officer (CVO) of Railway Vikas Nigam Ltd (RVNL), Delhi, under the Ministry of Railways.

According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (September 13, 2025), the Appointments Committee of the Cabinet (ACC) has approved Mr. Kumar’s appointment to the post for an initial tenure of three years from the date of assumption of charge, or until further orders, whichever is earlier.

C Neelakanta Reddy appointed as CVO of NMDC

In a significant development, C Neelakanta Reddy (IRSSE:1997) has been appointed as the new Chief Vigilance Officer (CVO) of National Mineral Development Corporation Ltd. (NMDC), Hyderabad.

According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (September 13, 2025), the Appointments Committee of the Cabinet (ACC) has approved Mr. Reddy’s appointment to the post for an initial tenure of three years from the date of assumption of charge, or until further orders, whichever is earlier.

NMDC, a Navratna Public Sector Undertaking under the Ministry of Steel, is India’s largest iron ore producer and exporter. His appointment is expected to further strengthen the vigilance mechanism in the PSU, ensuring greater transparency and accountability in its functioning.

Pankaj Porwal appointed as CVO of SJVNL

In a key appointment, Pankaj Porwal (ITS:1994) has been named as the new Chief Vigilance Officer (CVO) of Satluj Jal Vidyut Nigam Limited (SJVNL), Shimla. According to an order issued Department of Personnel and Training (DoPT) on Saturday (September 13, 2025), the Appointments Committee of the Cabinet (ACC) approved his appointment to the post for an initial period of three years from the date he assumes charge of the post, or until further orders, whichever is earlier.

SJVNL, a Central Public Sector Enterprise (CPSE) under the Ministry of Power, is a joint venture between the Government of India and the Government of Himachal Pradesh. The company plays a crucial role in hydro and renewable energy development across India and neighbouring countries.

Shilpa Shinde appointed as CMD of WAPCOS

In a significant development, Shilpa Sachin Shinde (IAS:2006:AGMUT) has been appointed as the new Chairperson and Managing Director (CMD) of WAPCOS Limited (Water and Power Consultancy Services) for a period of five years. Her appointment comes just days after Rajni Kant Agrawal was removed from the post.

This marks the first-ever direct appointment of a WAPCOS CMD by the Appointments Committee of the Cabinet (ACC). Until now, the CMD was selected by the Public Enterprises Selection Board (PESB) and subsequently approved by the ACC. However, the Ministry of Jal Shakti is understood to have moved a proposal for direct ACC appointment in this case.

On September 3, 2025, Union Jal Shakti Minister C. R. Patil invoked his special powers to divest Agrawal of charge. Pankaj Kapoor, Director (Finance), was given additional charge of CMD. Agrawal, who was appointed CMD on October 1, 2021 for a five-year tenure, was due to retire in October 2026. Kapoor, the senior-most director in WAPCOS, will superannuate on September 28, 2025.

According to sources, Agrawal’s removal followed complaints of alleged irregularities in WAPCOS, including non-payment of perks and allowances to employees, delays in executing key government projects, delayed vendor payments, and erratic GST payments that reportedly attracted penalties. Payments to suppliers were described as “random and without a system in place.”

With Shilpa Shinde’s appointment, the government seeks to restore stability and efficiency at WAPCOS, a central PSU under the Ministry of Jal Shakti that plays a crucial role in consultancy and infrastructure services in water resources, power, and allied sectors.

46 IRS-IT officers empanelled as Principal Commissioner of Income Tax

The Appointments Committee of the Cabinet (ACC) on Saturday (September 13, 2025) approved the empanelment of 46 officers of the Indian Revenue Service (Income Tax) for promotion to the grade of Principal Commissioner of Income Tax (PCIT) in Level 15 of the Pay Matrix for the panel year 2025. The promotions will take effect from the date of assumption of charge of the post and remain valid until further orders.

Ravindra Pratap Singh appointed as CVO of SPMCIL

The central government has appointed Ravindra Pratap Singh (IAS:2007:OR) as the Chief Vigilance Officer (CVO) of the Security Printing & Minting Corporation of India Ltd. (SPMCIL), Delhi, which functions under the Department of Economic Affairs.

According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (September 13, 2025), the Appointments Committee of the Cabinet (ACC) approved his appointment up to February 14, 2027, covering a combined deputation tenure of eight years, granted in relaxation of the existing guidelines. His tenure will begin from the date of assumption of charge or until further orders, whichever is earlier.

Currently, Singh serves as Joint Secretary in the Department of Pharmaceuticals. In Saturday’s reshuffle, he was replaced by Satyaprakash T L (IAS:2002:HY). Singh had been holding the role since July 2023.

Singh has had a diverse central deputation career. He first joined on February 14, 2019, as Deputy Secretary in the Ministry of Women and Child Development for a four-year term. In July 2020, he became Private Secretary to Dr. Rajiv Kumar, then Vice Chairman of NITI Aayog. On May 5, 2022, he was appointed Director, Cabinet Secretariat, with a combined five-year tenure. Later, in July 2023, he was moved to the Department of Pharmaceuticals as Joint Secretary, where his tenure was extended until February 14, 2026. Before this term could conclude, he was named CVO of SPMCIL.

Jawahar Lal appointed as CVO of MMTC, Delhi

The central government has appointed Jawahar Lal (IRSME:1999) as the Chief Vigilance Officer (CVO) of the Mineral & Metals Trading Corporation Ltd. (MMTC), Delhi, which functions under the Department of Commerce.

According to an order issued by the Department of Personnel and Training (DoPT) on Saturday (September 13, 2025), the Appointments Committee of the Cabinet (ACC) has approved his appointment to the post of CVO for a tenure up to February 13, 2028. This aligns with his combined deputation tenure of five years in Non-CSS posts, effective from the date of assumption of charge or until further orders, whichever is earlier.
