Punjab : Three IAS officers transferred

The Punjab government has issued transfer and posting orders of 03 IAS officers in the state on Friday.

The names of the officers and their postings are as follows :

  1. Gurinder Pal Singh Sahota (IAS:2009:PB) : Special Secretary, Transport.
  2. Parampal Kaur Sidhu (IAS:2011:PB) : Special Secretary, Water Resource and in aadition Additional MD, PUNGRAIN.
  3. Amit Kumar Panchal (IAS:2016:PB) : Additional Deputy Commissioner (General), Hoshiarpur and in addition Commissioner, Municipal Corporation, Hoshiarpur.

Tripura : Animesh Das gets addl. charge of MD, Tripura OBC Development Corporation Ltd

Animesh Das (IAS:2011:TR), Director of Science, Technology & Environment with additional charge of Director of Bio-Technology and Director of OBC Welfare will also hold the charge of Managing Director, Tripura OBC Development Corporation Ltd. in addition.

Maharashtra : 13 IAS officers transferred

The central deputation tenure of Rajiv Kumar (IFoS:1988:HP) as Joint Secretary, Ministry of Electronics & Information Technology has been extended for a period of three months beyond 17.09.2020.

Bihar : Ratna Sanjay Katiyar appointed as IG, Purnea Range

Ratna Sanjay Katiyar (IPS:1998:BH) has been transferred and posted as new Inspector General (IG) of Purnea Range. Prior to this assignment, he was serving as IG (Weaker Section), CID. Purnea IG Binod Kumar had passed away at AIIMS Patna on October 18.

Amit Khare gets addl. charge of Secretary, D/o School Education and Literacy

Amit Khare (IAS:1985:JH), Secretary, Department of Higher Education, has been assigned additional charge of the post of Secretary, Department of School Education and Literacy from 24.10.2020 to 01.11.2020 during the period of absence on leave of Ms Anita Karwal (IAS:1988:GJ).

India gets Chairmanship of ILO Governing body after a gap of 35 years

After a gap of 35 years, India assumed the Chairmanship of Governing Body of International Labour Organisation (ILO), with Labour Secretary Apurva Chandra being elected to the post.

“After 35 years, India assumed the Chairmanship of the Governing Body of ILO. Labour Secretary Apurva Chandra has been elected as the Chairperson of the Governing Body of the ILO for the period October 2020-June 2021,” a labour ministry statement said on Friday.

According to the statement, India assumed the Chairmanship of GB after 35 years, marking a new chapter in the 100 years of productive relationship between India and ILO.

The Chairperson of the Governing Body of ILO is a position of international repute.

The Governing Body (GB) is the apex executive body of the ILO, which decides policies, programmes, agenda, budget, and elects the Director-General.

At present, the ILO has 187 members. Chandra will be presiding over the upcoming the Governing Body”s meeting, to be held in November 2020.

At Geneva, Chandra will have the opportunity to interact with the senior officials and social partners of the member states.

It will also provide a platform to apprise participants of the transformational initiative taken by the government in removing the rigidities of the labour market, besides making intention clear about the universalisation of social security to all workers in the organised or unorganised sector.

Chandra belongs to the 1988 batch of the Indian Administrative Service (IAS), Maharashtra Cadre. He has spent more than seven years in the Ministry of Petroleum & Natural Gas.

He has worked for over four years between 2013 and 2017 as Principal Secretary (Industries) in the Maharashtra government.

Chandra joined as Director General (Acquisition) in the Ministry of Defence from December 1, 2017, with the mandate of strengthening the Indian Armed Forces by expediting the acquisition process.

He chaired the committee to draft the new Defence Acquisition Procedure.

The Defence Acquisition Procedure 2020 has come into effect from October 1, 2020, on the day he joined the Ministry of Labour and Employment as Secretary. (PTI)

IFS Alok Verma appointed as Chairman of HPSC, Governor administers oath

Senior India Forest Service Alok Verma (IFS:1989:HY) was on Friday appointed as the new Chairman of Haryana Public Service Commission (HPSC). He was administered the oath of office and secrecy as Chairman of HPSC by Haryana Governor Satyadeo Narain Arya in presence of CM Manohar Lal Khattar in the Raj Bhawan.

Prior to this appointment, he was posted as Principal Chief Conservator of Forest (PCCF) and Principal Secretary, Environment & Forest and Tourism, Govt. of Haryana.

Strategic sale of PSUs to gain Momentum post Diwali

With the last quarter of FY21 approaching fast, the Modi government’s disinvestment programme is gaining momentum with at least four to five public sector companies lined up for strategic sale and the bidding process under various stages of initiation.

The strategic sale process of four PSUs including CONCOR, BEML, Shipping Corporation and BPCL is set to be initiated by DIPAM (The Department of Investment and Public Asset Management) in November. Based on the the suitable investor interest, the financial bids and actual sale would be completed during the January-March quarter, as disclosed by sources.

Along with strategic sale in profit making PSUs, the long pending disinvestment and asset monetisation plan involving two steel making units of SAIL and Neelanchal Ispat Nigam Ltd will also be taken up for completion.

DIPAM has also sounded about a dozen PSUs to be ready for buying back government shares in the company close to Diwali or by December-January period.

The government so far has just mobilized about Rs 5,500 crore in disinvestment receipts as against a target of Rs 2.1 lakh crore for FY21. So efforts are being made to strengthen up the process and make it appear more lucrative for investors.

In the case of BPCL, the general sense now is that the company would attract investor interest as its books have been cleared of losses on inventory as the oil market has remained stable. A pick up in oil demand in the country would also make the company attractive for investors. The bidding process for BPCL has already been postponed on four occasions and government sources have now said that it would not be extended beyond November 19, the last date for filing EoI.

Policy measures ensuring a level playing field for Concor under new management have also been provided to remove any doubts in the mind of the acquirer. Similar changes have also been done for other companies to ensure investor interest and good valuation for the companies.

Government sources also said that bidding for Air India may kick start by December. As Air India is a debt ridden entity, to invite investor interest, bidding conditions have been further sweetened. Investors have now been given the freedom to decide on the debt level for the airline while valuing it on enterprise value.
