Haryana: Blue print ready for more IPS appointments in IAS cadre posts

Nobody likes being eaten away from their Pie, and the strong IAS cadre of Haryana is no exceptions. Haryana Government is readying the blueprint of appointing more IPS officers to those departments and posts that are generally considered the domain of IAS cadre. This is being done despite the displeasure and simmering discontent in the state IAS lobby, against continuous encroachment of officers from other services into their space. Apparently, the state government justifies this move based on the resultant increased efficiency of such postings done earlier. Our sources in Haryana Government reveal that, Haryana CM Manohar Lal Khattar has developed a strong sense of trust with IPS officers, since their appointments in departments like Electricity and Mining has fetched good results in terms of increase in revenue collections in recent times.

Our sources further revealed that the Govt. intends to get better results with an increased sense of competition among officers. Keeping this in mind, Govt is planning to appoint an IPS officer of the rank of IG or ADGP for the post of Transport Commissioner, a domain traditionally manned by senior IAS officers. Senior IPS Officer Shatrujeet Singh has already been appointed as the Principal Secretary of Transport department. Hence, it is being understood that another IPS officer as Transport Commissioner can be a natural choice, since bringing in an IAS Officer may result into clash of
interests and stalemate.

The Haryana Government is also planning to appoint IPS Officers in departments like Food and Supply, Labour Department and Controller of Food and Drugs. These are the departments where raids are conducted frequently and a Police Officer’s presence can bring in more efficiency and better results. Similar raids in State’s electricity department have reduced power thefts and brought in more collections, giving further boost to the chances of IPS Appointees.

This information was shared by Haryana Chief Secretary Vijai Vardhan during the first meeting of the Shanghai Cooperation Organisation (SCO) Forum of Heads of Regions. The Chief Secretary was representing India at this meeting which was hosted by Russia.

In his address, the Chief Secretary further welcomed the initiative to organise this dialogue between the Area Heads of the member countries by SCO and expressed that the forum would pave the way for better cooperation and coordination between member countries and regions. He also emphasized on the immense potential for cooperation between Haryana and SCO member countries in the fields of trade and business, auto manufacturing, skill development, IT and ITES, agriculture and agro-based industries like food processing, health and animal science.

He further said that the state is surrounded by New Delhi from three sides and three industrially developed cities of Gurugram, Faridabad, and Rohtak fall within the radius of 70 km from New Delhi International Airport. He also added that a new airport is being developed in Hisar district. Besides, the state has a rail network of more than 1,700 km and after the approval of the new Haryana Orbital Rail Corridor (HORC) project by the Government of India in September, the transport network in the state will be enhanced further.
