ACC effects major bureaucratic rejig, 24 Additional Secretary level officers transferred/repatriated

In a major administrative rejig on Friday (13.05.2022), the Appointments Committee of the Cabinet has approved the appointments, in-situ upgradation or premature repatriations of 24 officers at Additional Secretary level.

1. Ms. Aditi Das Rout (ITr.S:1986), Joint Secretary, Ministry of Women and Child Development, has been appointed as Additional Secretary, Ministry of Women & Child Development.
2. Rakesh Sarwal (IAS:1988:TR), Additional Secretary, NITI Aayog, has been appointed as Managing Director, National Waqf Development Corporation Ltd., Ministry of Minority Affairs in the rank and pay of Additional Secretary to the Government of India.
3. Shyam Bhagat Negi (IPS:1990:HP), Joint Secretary, Ministry of Coal has been appointed posted as Additional Secretary, Cabinet Secretariat (SR).
4. S. Gopalakrishnan (IAS:1991:TN), Additional Secretary, Prime Minister’s Office, has been transferred and posted as Additional Secretary, Department of Health and Family Welfare.
5. Kumar Anugreh Prasad Sinha (IAS:1992:PB) has been appointed as Additional Secretary, National Disaster Management Authority, Ministry of Home Affairs. Presently, he is serving in the cadre state of Punjab.
6. Manisha Sinha (IPoS:1992), Joint Secretary, Department of Economic Affairs, Ministry of Finance, has been appointed as Additional Secretary, Department of Economic Affairs, Ministry of Finance.
7. Ms. Vandana Kumar (IDAS:1992), Joint Secretary, Ministry of New & Renewable Energy, has been appointed as Additional Secretary, Ministry of New & Renewable Energy.
8. Pravir Pandey (IA&AS:1992) has been appointed as Additional Secretary & Financial Advisor, Ministry of Environment, Forest & Climate Change. Presently, he is serving in the cadre.
9. Vivek Kumar Dewangen (IAS:1993:MN), Additional Secretary, Ministry of Power, has been appointed as Chairman & Managing Director, REC Ltd., Ministry of Power in the rank and pay of Additional Secretary to the Government of India.
10. Ajay Tewari (IAS:1993:AM) has been appointed as Additional Secretary, Ministry of Power. Presently, he is serving as Joint Secretary, Ministry of Labour & Employment.
11. Surendra Singh (IAS:1993:JH), Joint Secretary, Department of Social Justice & Empowerment, has been appointed as Additional Secretary, Department of Social Justice & Empowerment.
12. Rakesh Kumar Singh (IDAS:1993), Joint Secretary, Ministry of Home Affairs, has been appointed as Additional Secretary, Ministry of Home Affairs.
13. Ms. Nidhi Chhibber (IAS:1994:CG), Additional Secretary, Ministry of Heavy Industries, has been appointed as Chairperson, Central Board of Secondary Education in the rank and pay of Additional Secretary to the Government of India by temporarily upgrading the post.
14. Vikas Sheel (IAS:1994:CG), Additional Secretary, Department of Health & Family Welfare, has been appointed as Additional Secretary & Mission Director, Jal Jeevan Mission, Department of Drinking Water and Sanitation, Ministry of Jal Shakti by temporarily upgrading a vacant post of Joint Secretary in the Department.
15. Alok Shekhar (IAS:1994:PB) has been appointed as Additional
    Secretary, Ministry of Statistics and Programme Implementation. Presently, he is serving in the cadre state of Punjab.
16. Amar Nath (IAS:1994:AGMUT), Additional Secretary, Ministry of Petroleum & Natural Gas, has been appointed as Additional Secretary, Department of Administrative Reforms and Public Grievances, Ministry of Personnel, Public Grievances and Pensions.
17. Ms. Alka Nangia Arora (IDAS:1991), Joint Secretary, Ministry of Micro, Small and Medium Enterprises, has been appointed as Joint Secretary & Financial Advisor, Department of Agricultural Research and Education by temporarily downgrading the post of Additional Secretary & Financial Advisor in the Department.

Further, the ACC also approved in-situ upgradation of five officers to the level of Additional Secretary by temporarily upgrading the posts held by them in their respective ministries/departments.

1. Charanjit Singh (IFoS:1990) has been appointed as Additional Secretary, Department of Rural Development.
2. Ms. Trishaljit Sethi (IPoS:1990) has been appointed as CVO, National Thermal Power Corporation Ltd., Ministry of Power in the rank and pay of Additional Secretary to the Government of India.
3. L. Satya Srinivas (IRS-C&IT:1991) has been appointed as Additional Secretary, NATGRID, Ministry of Home Affairs.
4. Jaideep Kumar Mishra (ICAS:1993) has been appointed as Additional Secretary, Ministry of Electronics & Information Technology.
5. Ms. L. S. Changsan (IAS:1994:AM) has been appointed Additional Secretary, Department of School Education and Literacy, Ministry of Education.

The ACC has further approved repatriation of the following officers to their parent cadres:

1. Anand Mohan Bajaj (IA&AS:1990), Additional Secretary, Department of Economic Affairs, Ministry of Finance.
2. Partha Sarthi Sensharma (IAS:1994:UP), Additional Secretary, Ministry of Culture.
