New Delhi: The Central Government has split the Ministry of Housing and Urban Affairs (MoHUA) into two separate departments. The decision was notified on Thursday (July 23, 2026) through an amendment to the Government of India (Allocation of Business) Rules, 1961.
The two new departments are the Department of Capital Development and the Department of Urban Development.
The Appointments Committee of the Cabinet (ACC) has appointed D Thara (IAS:1995:GJ), Additional Secretary in the Ministry of Housing and Urban Affairs as Secretary, Department of Capital Development. Satendra Singh (IAS:1995:JH), Additional Secretary in the Cabinet Secretariat, has been appointed as Secretary, Department of Urban Development.
The Department of Capital Development will handle all matters related to Delhi and the National Capital Region (NCR). It will oversee the Delhi Development Authority (DDA), Central Public Works Department (CPWD), Delhi Metro Rail Corporation (DMRC), National Capital Region Transport Corporation (NCRTC), allotment of Central Government land in Delhi, government properties and other subjects linked to the national capital.
The Department of Urban Development will look after the Centre’s urban development schemes and policies. These include Swachh Bharat Mission (Urban), AMRUT, PM SVANidhi, the Urban Challenge Fund and matters related to climate and climate adaptation.
The government has also shifted the subject of stationery and printing for the Government of India, including official publications, from the Ministry of Housing and Urban Affairs to the Ministry of Information and Broadcasting.
Interestingly, Satendra Singh signed the Gazette Notification creating the two departments earlier in the day in his capacity as Additional Secretary, Cabinet Secretariat. A few hours later, he was appointed Secretary of the newly created Department of Urban Development.
