The Centre has constituted the National Road Safety Board (NRSB) under Section 215B of the Motor Vehicles Act, 1988, appointing Nitin R Gokarn (Retd. IAS:1990:UP) as its Chairman.
Dr Gokarn, a former Additional Chief Secretary to the Government of Uttar Pradesh, will head the Board constituted under the provisions of the Motor Vehicles Act.
The Board comprises Transport Commissioners of Uttar Pradesh, Tamil Nadu and Delhi; Additional Directors General of Police of Maharashtra, Odisha and Tripura; Additional Director General (East) and Additional Director General (North/Quality Control) of the Ministry of Road Transport and Highways; Member (Administration) and Member (Road Safety) of the National Highways Authority of India (NHAI); Director (Technical-I) of the National Highways and Infrastructure Development Corporation Limited (NHIDCL); and Additional Secretary (Transport)/Joint Secretary (Transport), Ministry of Road Transport and Highways, as the Member Secretary.
The Board also includes seven independent members: Satyendra Garg, a retired IPS officer and enforcement strategies and traffic management expert; Arushi Baluja Sahi, Head of Driver Training, Public Health, CSR & International Relations at the Institute of Road Traffic Education (IRTE); Harsh A. Poddar, Superintendent of Police, Nagpur (Rural); Gaurav Upadhyay, Secretary, Transport Department, Government of Assam; Piyush Tewari, Founder and CEO of SaveLIFE Foundation; K. C. Sharma, Advisor (Motor Vehicle Legislation), Ministry of Road Transport and Highways; and Gautham Melur Sukumar, Professor of Epidemiology and Head of the WHO Collaborating Centre for Injury Prevention and Safety Promotion at the National Institute of Mental Health and Neuro Sciences (NIMHANS), Bengaluru.
As per the notified rules, the Chairman will hold office for a term of three years and will be eligible for reappointment for one additional term of up to two years, subject to attaining the age of 65 years. The Board will meet at least once every three months and will be responsible for promoting road safety awareness, developing a national road safety information system, improving road infrastructure safety and strengthening coordination between the Centre and States on road safety measures.
