15 Haryana Police Service officers inducted into IPS; two cases kept under provisional consideration

MHA approves induction of 15 Haryana Police Service officers into IPS. Two officers remain under provisional consideration due to pending cases.

The Union Ministry of Home Affairs (MHA) has approved the appointment of 15 Haryana Police Service (HPS) officers to the Indian Police Service (IPS) through the promotion quota.

According to a notification issued by the MHA on May 21, the officers inducted into the IPS include Rajeev Deswal and Mukesh Kumar from the 2020 select list; Dharambir Singh, Baljinder Singh and Jaibir Singh from the 2021 select list; Dhyan Singh Poonia, Tahir Hussain and Rajesh Kumar from the 2022 select list; Ravinder Kumar from the 2023 select list; Narinder Singh, Vijay Singh and Siddharth Dhanda from the 2024 select list; and Mamta Kharb, Karan Goel and Sandeep Kumar from the 2025 select list.

The appointments have been made under Rule 9(1) of the Indian Police Service (Recruitment) Rules, 1954, read with Regulation 9(1) of the IPS (Appointment by Promotion) Regulations.

Meanwhile, HPS officer Sumer Singh has been provisionally included in the 2020 select list by the Union Public Service Commission (UPSC). His appointment to the IPS will be considered subject to clearance of disciplinary proceedings pending against him. Although he retired in August 2025 upon attaining the age of 58 years, he remains eligible for consideration as he had not attained the age of 54 years on January 1, 2020, the year for which the select list was prepared.

Similarly, woman HPS officer Tanya Singh has been provisionally included in the 2025 select list. Her induction into the IPS will depend on the clearance of pending disciplinary and criminal proceedings as well as the issuance of an integrity certificate by the Haryana government.

Officials said that officers provisionally included in a select list can be appointed to the IPS only after the conditions leading to their provisional inclusion cease to exist. If exonerated, their names may be made unconditional by the UPSC, provided the state government submits the necessary proposal within the validity period of the select list. As per regulations, the select lists remain valid until December 31, 2026.

The notification also noted that four retired HPS officers—Suresh Kumar, Virender Singh, Krishan Kumar and Raj Kumar Walia—were not considered for appointment to the IPS as they had attained the age of 54 years on January 1 of the respective years for which the select lists were prepared, making them ineligible under the promotion regulations.
