The Haryana government has started the process to pick the next Director General of Police (DGP). The state will soon send a proposal to the UPSC to prepare a panel of three IPS officers. Chief Minister Nayab Singh Saini has approved the move. The government has begun asking for integrity certificates and willingness from officers who meet the Supreme Court rules for DGP selection.
At present, O.P. Singh (IPS:1992:HY) is holding the additional charge of DGP. He took over after Shatrujeet Kapur (IPS:1990:HY) went on leave on October 14 following public pressure over the suicide of IPS officer Y. Puran Kumar (IPS:2001:HY). O.P. Singh will retire on December 31, 2025, so the state has to begin the selection process now.
As per guidelines set by Supreme Court, only officers in the DGP rank (Level-16) with at least six months of service left on the date of vacancy can be considered. Five Haryana-cadre officers fit this rule.
The names being sent by the state government are:
• Shatrujeet Kapur (IPS:1990:HY), On leave
• Sanjeev Kumar Jain (IPS:1991:HY), DGP, Haryana Human Rights Commission
• Ajay Singhal (IPS:1992:HY), DGP, Vigilance & ACB
• Alok Kumar Mittal (IPS:1993:HY), MD, Haryana Police Housing Corporation
• Arshinder Singh Chawla (IPS:1993:HY), Director, Haryana Police Academy, Madhuban
Kapur has around 11 months of service left, so he will be included. But the state must give reasons for his leave since October 14, which makes his return as DGP unlikely.
In 2023, S.K. Jain’s name was dropped because the state did not issue his integrity certificate due to adverse entries. Because of that, officials expect the UPSC to shortlist Ajay Singhal, Alok Mittal, and Arshinder Singh Chawla as the three likely contenders.
