Uttarakhand : Missing IAS officer found in ‘self-isolation’, CM Rawat orders probe into the incident

The ” Disappearance ” of Senior Uttarakhand IAS Officer, V Shanmugan (IAS:2007:UK) has taken a new turn with Uttarakhand CM T S Rawat ordering a high level probe of the incident headed by Additional Chief Secretary Manisha Panwar(IAS:1990:UD).

The incident started with a letter from Rekha Arya, Uttarakhand’s minister for women empowerment and child development, to Dehradun’s DIG of Police, about her concerns regarding the disappearance of V Shanmugan, where she mentioned that he is neither taking calls, nor responding to messages neither his staff has any information about his whereabouts and might have got kidnapped. However the Dehradun Police found that the officer was in self-isolation due to Covid-19.

Rekha Arya is the state minister for women welfare and child development and V Shanmugam is a director in the department. In her letter to the DIG on September 22, Arya wrote that she had last communicated with the IAS officer on September 19 and he had been ‘missing’ since.

The whole matter has however, ballooned out of proportion with the CM’s order of a high level enquiry into the incidence and instructions to the chief secretary Om Prakash to also probe the letter written by state minister Rekha Arya to the Dehradun DIG Arun Mohan Joshi that alleged that the IAS officer V Shanmugam was not responding to the official calls and messages.
