UP Chief Secretary Manoj Kumar Singh’s extension still unclear

With just days remaining before Uttar Pradesh Chief Secretary Manoj Kumar Singh (IAS:1988:UP) retires on July 31, the Centre is yet to take a final call on the state government’s request for extending his tenure.

The UP government had sent a formal proposal nearly two weeks ago, seeking Singh’s extension beyond his superannuation date. However, the Centre’s continued silence on the matter has triggered intense speculation within bureaucratic and political circles.

The delay has reminded many of the recent case involving former DGP Prashant Kumar (IPS:1990:UP), who retired on May 31, 2025, without an extension, despite the state government’s recommendation. That precedent has only fueled the uncertainty over Singh’s future.

Nevertheless, the possibility of a last-minute approval cannot be ruled out. The Centre is known for taking surprise decisions close to deadlines, and in this case, the Chief Secretary’s pivotal role in driving the state’s investment push may weigh in his favor.

If the Centre declines the extension request, attention will shift to potential successors. Among the names doing the rounds are:

  1. Shashi Prakash Goyal (IAS:1989:UP), presently serving as Additional Chief Secretary to the Chief Minister.
  2. Devesh Chaturvedi (IAS:1989:UP), currently posted as Union Secretary, Ministry of Agriculture & Farmers Welfare.
  3. Deepak Kumar (IAS:1990:UP), serving as Additional Chief Secretary (Finance) and Agriculture Production Commissioner.

All three officers are senior, well-regarded, and bring significant administrative experience, making them strong contenders should a leadership change occur. As the July 31 deadline approaches, all eyes remain on the Centre’s next move.
