In a major UP Police reshuffle, the Uttar Pradesh government on Tuesday (August 12, 2025) promoted senior IPS officer Binod Kumar Singh (IPS:1994:UP) to the rank of Director General of Police (DGP) in the Pay Matrix Level-16. Singh, who currently heads the Cyber Crime unit as Additional Director General of Police (ADGP), was elevated following a Departmental Promotion Committee (DPC) meeting held at Lok Bhavan.

The high-level meeting was chaired by Chief Secretary S P Goyal (IAS:1989:UP) and attended by DGP Rajiv Krishna (IPS:1991:UP) along with Principal Secretary (Home) Sanjay Prasad (IAS:1995:UP). The committee reviewed available DG-level vacancies and approved the promotion of eligible 1994 batch officers.

The move comes as DG-rank officer Anand Swaroop (IPS:1992:UP) proceeds on central deputation as DG, National Human Rights Commission (NHRC). Singh, being next in seniority as ADG Cyber Crime, was first to receive the promotion order.

Two senior IPS officers — DG Training Tilottama Verma (IPS:1990:UP) and DG Civil Defence Abhay Kumar Prasad (IPS:1991:UP) — are set to retire soon. Their exit will open the path for further promotions in the state police hierarchy.

Following them in seniority is Kanpur Police Commissioner Akhil Kumar (IPS:1994:UP), who was recently empanelled for DG-level posts in the Government of India but is headed for central deputation. Next is IPS Raja Srivastava (IPS:1994:UP), currently serving on central posting as ADG, CRPF, and also empanelled for DG-level roles in the Centre.

As a result, UP STF ADG D K Thakur (IPS:1994:UP) and Lucknow ADG Sujit Pandey (IPS:1994:UP) are now among the frontrunners for DG rank promotions in the coming months.

The latest promotion signals a period of significant cadre movement within the UP Police, with the state government set to witness multiple high-level appointments in the near future.
