Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science & Technology, unveiled the Capacity Building Plan (CBP) for government employees at the Department of Personnel and Training (DoPT) headquarters in New Delhi today. The CBP is a collaborative effort between the Capacity Building Commission (CBC) and the DoPT.
During the launch, Dr. Jitendra Singh described the CBP as a new initiative endorsed by Prime Minister Narendra Modi, aimed at training officers and optimizing the deployment of personnel based on their skills and acquired competencies. The plan places a strong emphasis on transforming government offices to enhance efficiency.
He highlighted Prime Minister Modi’s emphasis on eGovernance, which leads to Easy, Economic, and Environment-friendly government operations. The use of eOffice technology not only simplifies and economizes processes but also contributes to environmental sustainability. The administrative reforms championed by PM Modi aim to create a more efficient, transparent, and corruption-free administration.
Dr. Jitendra Singh noted that the Karmayogi Prarambh module has been incorporated into the Induction Training for all government employees, including new recruits who recently joined through the Rozgar Mela, where over 51,000 young individuals were presented with appointment letters by PM Modi.
In the era of rapidly advancing technology, Dr. Jitendra Singh stressed the need for continuous updates and revisions of training modules, as Artificial Intelligence is set to revolutionize learning and work culture.
He commended the CBP for its iGOT (Integrated Government Online Training) modules, catering to government employees at all levels, from Assistant Section Officers (ASO) to Joint Secretaries (JS), and proposed the development of a similar training module for ministers.
The CBC Chairman, Adil Zainulbhai, informed the Minister that the iGOT platform offers 700 courses. Out of the approximately 3 million Central Government employees, 1 million serve in the Railways, another 1 million in Central Armed Police Forces (CAPFs), and the remaining 1 million in various Ministries and Departments. He emphasized that 80% of the skills covered in the training are related to functional and behavioral aspects, with only 20% being domain-specific, focusing on particular tasks and roles. The Mission Karmayogi and iGOT aim to transform government employees, referred to as ‘karamcharis,’ into ‘Karamyogis’ – individuals with a higher sense of duty and purpose.
